RECOGNITIONS RPD William Jackson Recognition All around community officer and recognized him for all his hard work and congratulate him for making it to State Patrol school. VIII. PRESENTATIONS IX. COMMISSIONER'S COMMENTS Asked to move Commissioner Comments up to accommodate work schedule. Stewart: I wanted to jump the gun and get on this early, Farmers Day was an absolute success, I'll thank Clint and his staff for the work they did, awesome job. Roger and his rangers they cleaned up the town and kept things going, they did an awesome job; Police Chief and the Sheriff's Dept, thank you very much, kept everything orderly and safe, really appreciate that. I always saw somebody's presence all night long, your guys were out there taking care of things, I really do appreciate it. The fire dept, Fire Chief, Timmy, it's a year-round deal for those guys. I mean even at Farmers Day they are already talking about what to do next year. It never quits, it's all year long and I really appreciate all the fire members and their families. Their families come out and they participate and help out too. I really really do appreciate them a lot. Purple Heart Ceremony was awesome thank you once again Clint and staff for setting that up. Thank you, Charlie, for helping me get that going. I knew I could count on you to get that rolling and do a good job for us. I noticed something this weekend, young firefighters, Timmy's done an exceptional job of recruiting keeping young people, junior firefighters, young college kids wanting to get into fire and rescue. That keeps the fire department healthy. I do a lot of traveling and a lot of rural fire departments have signs help needed, volunteers wanted, we don't have that problem, we are very well staffed bunch of young people here eager to learn, good talent and I am very pleased to see that and very happy with the recruiting Timmy has done. Thank you. English: First thing I want to thank Ben for bringing my pocketbook back, I lost it at Farmers Day. That ain't nothing I lost it the next morning. But also, I want to thank Clint, I want to tell ya, like they said while ago, I was here before you come, and I want you to know you are hard to replace and I hope a lot of people in this town understand that. But I know money talks and BS walks. That ceremony did I know some military guys too and they said it really blessed them. To me that's what counts. Alot of people don't realize that the only reason we can sit here tonight is because people like him and him, I don't want to say me b/c I didn't do nothing, but I really do think you're doing a great job. I will you this, now I got a complaint. I had a lady about 90 years old call me last night and I've known her all my life; but she was complaining that someone across the street from her house was burning trash and stuff and it was burning her eyes. And I'm pretty sure that chief knows about it. I don't know what happened. But I asked her to come up and speak to the board and then let everybody hear it, so I'm not telling it to be telling it. But I know the chief knows about it and Clint may know about it. We need to try to do something. That lady is 90 years old. If they are burning chemicals someone needs to stop them and I can I'll call EPA. It doesn't matter to me. Clint: Is this what happened, was it yesterday? I think we took care of it; it got called as a fire. English: I know the person they rent this place from. I know who owns it, I could go to them. But I don't want to do that. And she wasn't upset with ya'll. They want action now not tomorrow. I told her she had to understand that. I said it be better if you come stand at the podium, other than that. The sewer line, I was with Ted at the car show I asked him to come say something about it here. I feel like they need to be involved by coming. Ted has grown up here, so he knows where I'm coming from, and his mama has lived here all her life. I'm glad they fixed that b/c sewer it would be running in the streets. Other than that Clint, you got me 100% for anything you want me to help you do. Bradshaw: I want to say how appreciative we are to everyone that worked Farmers Day, I didn't get out very much, the few times I did get out everything was smooth and the only thing we could've changed would've been a little better weather. I will say Sunday morning I came thru town, and it looked like we had had nothing and that's the way it has been it seems like every farmer's day that I can remember. They do such a great job, and I didn't hear any complaints so thank you everyone that was involved, and I guess I'm hoping we are looking forward to the next year. Timmy's not here for us to grill so I'm just going to say I hope that we're looking forward to next year. Clint: He's at the County Fireman Meeting. English: I got one more thing The railroad crossing have you gotten any calls? Clint: Nope, we were able to keep it. We had no complaints. Dockery: The one by Growler he's talking about English: I'm talking about the railroad crossing over by Growlers (inaudible others talking) its going thru hell and half of Georgia. I called a man that's in charge of fixing railroad crossings, especially on state roads, Green St is a state road. So I called him, actually I called railroad first , he give me the guys's name again, his name is Tim Woods and I do have his number is you need it. But I called and he's trying to get money allocated to fix that crossing, he said he should get a new budget first of September, but I cam gonna unless you tell me otherwise; call him back. I got that way to go to church and even tho I jump railroad tracks I still think that track needs to be fixed. Britt: Farmers Day was great lots of compliments not too many complaints everyone was talking about the new banners we have in town and they like those, the only complaint I got on those was "you all do know there are two entrances in to Robbins". I said yea we are working on that. Other than that I appreciate everyone's hard work.  Phillips: All town staff did great in every department Farmers Day ran excellently and smoothly which is hard for a small town like this to really put together something like that with the crowd that we had. I was up town had my little commissioner name tag on. I had at least two different people stop me and compliment the work of the town. One of the couples was from out of town, they enjoyed Farmer's Day so much they possibly find a house here and move here. Dockery: My only comment here is that it was an awesome experience I got no complaints and a lot of compliments and one suggestion. The one suggestion was by a few people was why can't we move this to October its just too hot. I hear that every year so I'm just sharing that with you. Kevin: Say that again Dockery: Why can't we move this to October its too hot in August. Stewart: I remember years ago when the original wagon master was asked that question, he had been out in tobacco fields in September and seen hotter days than he saw in August, he said its tradition and that's what he's gonna stick with. That come from the original wagon master. Clint: I was told that would be the one thing that would get me fired. X. PUBLIC HEARINGS A. Call to Public Hearing to consider adopting three text amendments to the Robbins Unified Development Ordinance on September 14, 2023 beginning at 6:00pm at Robbins Fire Department. The proposed amendments include the following: Official call to public hearings for three different 3 UDO related amendments. (see attached memo and planning board letter read verbatim by CMack) All three were recommended by planning board with full participation. TC: Jessica sent me the draft ordinance several weeks ago, but I've been on vacation, so I haven't had a chance to really check the language closely, I'll have that before the next meeting. I don't anticipate any big changes in what you're proposing is fine, I'll be sure the board and town staff have that in plenty of time. XI. OLD BUSINESS None XII. NEW BUSINESS A. Approve ARPA Spending Plan Budget Amendments 1, 2, 3 The budget amendments, there are 3 actual and that coincides with the ledger entries that are required. We have approximately $99,000 left in ARPA we have until Spring to spend it. We have basically spent a little each year, we did premium pay, $200,00 for capital purchases which the major one was the Dump Truck last year. This year we have some capital expenses that we didn't put in the budget because we knew we had this and other FEMA money coming. Some of it is couple thousand dollars. I met with the library committee, and they are in need of bathroom repairs, baby changing table, some brick work, a supplemental salary to pay not every month but every two weeks for the cleaning lady and their software kiosk subscription is running out for the year. And that's a foundation money thing, I have really not had to focus on the library, the committee there has taken charge and they let us know what they need. The public works line, like the chlorinator it has about a 10-year life cycle, it went out just a few weeks ago. We were supplementing it by hand but it's basically a chlorinator that feeds the chlorine into the plant. Its time extensive if you do it by hand. The roof we have a leak in the corner, the roof of the lab which has to be temperature controlled because of the samples, we burned out one window unit trying to maintain it with just a tarp. I was waiting for this to see if we could get this approved. Our 2007 truck, the alternator went out and the starter was stuttering and the (inaudible) dropped off while Logan was driving it last week, so we are down to 2 public works trucks. The plan we had last year for the municipal maintenance program is null and void anymore, there is such a high demand for vehicles right now for high prices there not making money on leasing. So we worked with and got a municipal contract for $37,000 not including tax, tag and registration that we will do here and toolbox but that will bring us up to three workable plus the dump truck; public work vehicles. Our guys need it, we couldn't find a truck like a F-150for under$57K if we use the maintenance trucks for the maintenance and use the ford ranger for meter checking, like work hauls, Roger said he could make that work for the time being. Voting Yea: Mayor Pro Tem Bradshaw, Commissioner Phillips, Commissioner Britt, Commissioner English B. Interbasin and Subbasin Transfers I have a minor in environmental engineering now. Basically this come about because the County approved, they wrote a resolution there is very strict restrictions on, this is how DEQ gives up your river basin, basically the major surface river buys the water in North Carolina. For environmental considerations what they do is they break it up to where there is limits on how much water you can pull from one surface source and dispose of it in another surface source. This is problem for us right now b/c we get ours from Montgomery County/Yadkin Pee Dee and dump into Cape Fear Basin essentially Deep River. But we only use 100,000 gallons of wastewater a day. The current limit is 2 and 1/2 million. I didn't see the big importance of this to us however; had another meeting with LKC with Wayne and Adam and just went through a lot of the technical  stuff. Basically, I was right it doesn't really affect us, however if you look there are only two wastewater treatment plants in Moore County. Ours up here that dumps into Deep River and Ador in Aberdeen which dumps in Lumber River. Moore County is in one of the unfortunate spots that has within its county we are right there we have three different river basins. It really complicates things. My question was how does this affect us? Basically it affects us the 100,000 gallons/day that we use b/c basically we sell to High Falls, our average usage is 120,000,000/day that's not a very high demand. If they were to use our reservoir, if were to come to an agreement, with the reservoir and Deep River they would essentially need it for the rest of the County. Well if it goes past the traffic circle its gonna have be dumped somewhere which is gonna have to be the Lumber River. That most likely would exceed the 2 1/2 million gallons. The only way around this is with the inter basin transfers certificate and it takes years maybe even decades if it even gets approved. It's very political and very specific and the engineers don't think that it even would get approved; so, they have gone the other route of saying let's just try to get a law changed. Everything in that actual law that went up to do a bunch of other stuff passed both the House and Senate but the actual Inter basin clause was taken out last minute in Senate. The Moore County BOC meeting last month, to further define that meeting, we basically said what is the deal, b/c my main concern is Robbins, well if we are gonna take water and use it all around here what's the big deal you just have to pump it back to me and we can work both water and sewer. There's not enough demand for them to do that. Again, if their gonna build, we're looking at a 1 million gallon plant it might be a $15 million; a County plant is gonna be 5 million gallon/day plant or a 3 million gal/day plant that's about $27 million. They are not gonna spend $27 million for that if it's only for a couple 100,000 gallons. My advice to you is think about this as a county wide thing, we are basically supporting them to say this water we eventually need the option of a County wide water source. (Reference to slide show) That's the gist of it. Discussion of optics, economics, industry, mobile trailer not permitted for long term use.
