All members were present. Review and Discussion of Applications and Current Membership The Committee discussed the pending applications and the current board memberships. New Appointments Carol Simpson NEW APPOINTMENT Selectman Ward 2 Term to Expire 1/2/2032 The Committee reviewed the Statement of Interest. Councilor Creteau MOVED to recommend Carol Simpson for the contested seat. Councilor Thompson seconded the motion. The MOTION CARRIED by a unanimous voice vote. 1 of 4 City of Rochester Appointments Review Committee March 24, 2026 Sean Conroy NEW APPOINTMENT Recreation & Arena Commission Regular Member Seat G Term to Expire 1/2/2027 The Committee reviewed the Statement of Interest. Councilor Creteau MOVED to recommend Sean Conroy. Councilor Horne seconded the motion. The MOTION CARRIED by a unanimous voice vote. Mandie Smith Re-APPOINTMENT Parking Commission Regular Member Seat B Term to Expire 1/2/2029 The Committee reviewed the Statement of Interest. Councilor Horne MOVED to recommend Mandie Smith for the contested seat. Councilor Thompson seconded the motion. The MOTION CARRIED by a unanimous voice vote, with Councilor Rice recusing herself. David Ellis NEW APPOINTMENT Selectman Ward 2 Term to Expire 1/2/2032 The Committee reviewed the Statement of Interest. The Committee elected not recommend David Ellis for the contested seat. 2 of 4 City of Rochester Appointments Review Committee March 24, 2026 Erika Carty NEW APPOINTMENT Arts & Culture Commission Regular Member Seat F Term to Expire 7/1/2029 Erika Carty NEW APPOINTMENT Recreation & Arena Commission Regular Member Seat A Term to Expire 1/2/2029 Erika Carty NEW APPOINTMENT Selectman Ward 3 Term to Expire 1/2/2028 The Committee reviewed the Statements of Interest.Councilor Thompson MOVED to recommend Erika Carty for the Recreation & Arena Commission, Regular Member (Seat A), Term to Expire 1/2/2029. Councilor Horne seconded the motion. The MOTION CARRIED by a unanimous voice vote. The Committee elected to postpone consideration until the next meeting on recommending Erika Carty for the contested seat on the Arts & Culture Commission, Regular Member (Seat F), Term to Expire 7/1/2029. The Committee elected not to recommend Erika Carty for Selectman (Ward 3). Lisa Gibson NEW APPOINTMENT Arts & Culture Commission Regular Member Seat F Term to Expire 7/1/2029 Lisa Gibson was unable to attend. The Committee elected not to recommend Christopher Rice for the contested seat, with Councilor Rice recusing herself from the decision. Re-Appointments John Gisis Re-APPOINTMENT Historic District Commission Regular Member Seat A Term to Expire 1/2/2029 The Committee reviewed the Statement of Interest. Councilor Creteau MOVED to recommend John Gisis. Councilor Horne seconded the motion. The MOTION CARRIED by a unanimous voice vote.
