1) Call to Order and Roll Call
Adam Hughes called the meeting to order at 11:36.
Renée McIsaac conducted a silent roll call.
2) Approval of Minutes
Review Meeting Minutes of February 4, 2026.
Adam Hughes moved to approve of the minutes as drafted. Gary Boudreau seconded the
minutes; the motion passed unanimously.
3) New Business
a. 161 – 165 Rochester Hill Road; Tax Map 0243-0051-0000
Access is taken from Windhaven Road
Adam Hughes made a motion to re-address the building to 2 Windhaven Road with
alpha identifiers for each of units. The motion was seconded by Richard Carr; the
motion the passed unanimously.
b. 1 Wakefield Street; Tax Map 0120-0394-0000
One structure with multiple address numbers to Wakefield Street, Hanson Street and
Museum Way
Adam Hughes explained that he and Fire Inspector John Castles conducted a site
inspection. They mapped the existing addressing for the building and found non-
standard addressing. (Addressing concerns have already been discussed with the
property manager.)
Adam Hughes made a motion to re-address the building as 1 Wakefield Street, with
units on the first floor being assigned numbers starting at 101. (The unit numbers for

the second and third floors do not need any changes.) The motion was seconded by
Gary Bourdreau; the motion passed unanimously.
Renée McIsaac stated she would draft a letter that provided 6 months for
implementation and will follow up with a reminder letter closer to the effective date.
c. 5 Milton Road; Tax Map 0222-0094-0000
Address review of commercial development
Committee members recommended a private road name for the driveway given the
number of addressable structures.
Richard Carr made a motion to move forward with the recommendation. The motion
was seconded by Theresa Hervey; the motion passed unanimously.
d. 223 North Main Street; Tax Map 0115-0141-0000
Building posted both as 2 Jenness and 223 North Main Street; 3-family
Committee members reviewed the property tax card, a GIS map and Google Street
View images of the property.
Adam Hughes made the motion to send a letter to the property owner that requests
they discontinue using “2 Jenness” as an address and to use a sub-address for each
of the units. The motion was seconded by Gary Boudreau; the motion passed
unanimously.
e. Addressing procedures
Renée McIsaac explained that there has been some confusion recently regarding the
procedures for when a property is assigned an address number. She pointed out some
of the differences in procedure between a property that needs addressing following a
Planning Board decision; a vacant lot that is now requesting a building permit; and a
vacant lot that is now requesting a driveway permit. Guidance is provided in the E-911
Address Naming & Numbering Policy and in City Code Chapter 223-33 B and C.
Renée McIsaac noted that there have been some ADU’s that have received their
Certificate of Occupancy (CO) prior to receiving an address. She indicated that these
should be addressed before CO issuance.
Adam Hughes stated he would work with Building and Licensing Services to include a
step for address review for ADU’s.
Richard Carr stated he would add a step to new driveway permits for address review.
f. 190 Wakefield Street; Tax Map 0113-0020-0000
Proposal to re-address to Chestnut Hill Road
Adam Hughes noted that the property is in the process of permitting a change of use
and felt that with the main access coming from Chestnut Hill Road, it should be re-
addressed. He made a motion to re-address the property to Chestnut Hill Road. The
motion was seconded by Gary Bourdreau; the motion passed unanimously.
Adam Hughes noted that the Wendy’s across the street should also be re-addressed
to Chestnut Hill Road. This will be considered at a later date.

g. Road Name Confusion – Farrington Street and Barrington Lane
Adam Hughes explained that there has been some confusion among first responders
between the road names Farrington and Barrington. Committee members noted that
Barrington Lane has fewer parcels and a name change would impact fewer residents.
Gary Boudreau recommended bringing this concern and recommendation to the
Public Safety Committee for review and consideration. Adam Hughes stated he will
draft a description of the concern and forward information to DPW for placement on a
meeting agenda.
h. Townsend Lane
Adam Hughes explained that there are five apartment buildings and each unit has a
building number. He would like to see this updated to one building number with sub-
addresses for the units. He has started to engage with management about making a
change for the site.
Keri Devine noted that the assignments for Empire Court (10, 20 and 30), have worked
well for first responders.
4) Old Business
20 Spaulding Avenue
Adam Hughes stated that the property owner agreed with the unit designations proposed.
Gina Golden-Silvestro will forward the final version to Renée McIsaac, so an addressing
letter can be issued.
5) Adjournment.
A motion was made by Renée McIsaac to adjourn at 12:29 and the motion was seconded
by Theresa Hervey; the motion carried unanimously.
