Call to Order Chair, Mark Collopy called the meeting to order at 6:30 pm. II. Roll Call Planning Department Senior Planner, Tracy Gora, conducted a roll call. III. Seating of Alternates None. IV. Communications from the Chair None. V. Opening Discussion Comments (Up to 30 Minutes) A. Public Comment Lesia Willey, 18 Carole Court, brought forth concerns about what is happening in her neighborhood. Issues include: a steam roller left running, HOA documents not recorded at the registry of deeds, work being done after 6:00 pm, dust control and dewatering practices. 2026 06 15 PB minutes draft Page 1 of 3  Suzanne Penney, 12 Carole Court, asked for health and safety concerns to be taken seriously, and discussed communication challenges with the developer. B. Discussion of General Planning Issues Collopy thanked the residents of Carole Court for bringing forth concerns to keep the board informed. Stressed the importance of documentation for the residents, urging them to formally document their concerns and findings. Hamann clarified with L. Willey about the HOA documents. L. Willey stated that documents are not recorded with the Strafford Registry and a copy was only available at Planning. Hamann stated that it is not a legal document if it is not recorded. Richardson agreed with Hamann about the legality of this document and added that this document would likely not be recorded until the completion of the subdivision. VI. Consideration to Nominate a Commissioner to Strafford Regional Planning Commission A. Reappointment of Joe Boudreau as Commissioner to SRPC A motion was made by Hamann and seconded by Bruckner to reappoint Joe Boudreau as Commissioner to SRPC. The floor was open for discussion; McGill inquired about the role and responsibilities of a Commission member. Creighton described the role as a liaison between the Rochester community and regional efforts. Collopy asked about the SRPC’s Master Plans. Creighton confirmed that this commission does have their own plans which are comprised of transportation, economic development, and environmental regulations for the region. Motion carried unanimously. VII. City Inspections A. April Inspections No comments. VIII. Other Business A. Planning Update Creighton stated there will be more inspections happening over the summer months as building resumes. He shared that Planning is seeing more projects, each have their own standards for starting and ending. Collopy commented that the board has not received a surety update recently and stated it is helpful for conceptualizing project magnitude and timeline. B. Approval of Minutes i. May 18, 2026 A motion was made by Hamann and seconded by Healey to approve the minutes from the May 18, 2026 Planning Board meeting. June 1, 2026 A motion was made by Hamann and seconded by Bruckner to approve the minutes from the June 1, 2026 Planning Board meeting. Motion carried unanimously. C. Other McGill inquired about the Union Street Parking Lot. Creighton stated the timeline of completion is the end of August and shared he will be attending a city project meeting and will likely receive more information at that time. Bruckner asked if the Board has any power to address the challenges with Carole Court. Creighton explained this is not within the Board’s purview and stated only one perspective has been shared. Right to Know requests have been filed and Code Officers respond to issues when they are legally able to. Creighton reminded the Board that they voted to deem this project vested. Bruckner sought clarification about whether this project is considered active enough. Creighton responded yes, they are doing the corrective work required. Creighton offered a reminder to the Board that they are acting on behalf of the City and local government. Statements made at Planning Board, on social media, or in their lives outside of board meetings could be used against them in some legal proceedings. Creighton explained that questions and comments should be tied to an objective or codified standard, rather than personal opinions. IX. Adjournment A motion was made by Hamann and seconded by Healey to adjourn the meeting at 7:17 pm. Motion carried unanimously.
