MINUTES OF THE POLICE COMMISSION MEETING
February 4, 2026, at 7:00 P.M.
The Rochester Police Commission held their regular monthly meeting on Wednesday, February
4, 2026, at 7:00 P.M. in City Hall Council Chambers. Participants in this meeting: Comm. Stevens,
Comm. Winship, Comm. Gray, Chief Boudreau, Dep. Chief Swanberry, Capt. Pinkham, Chaplain
Cilley and Sr. Executive Assistant Warburton.
The meeting was called to order at 7:00 P.M.
A. All participated in the pledge of allegiance.
B. Opening prayer by Chaplain Cilley
C. Roll Call. The clerk called the roll marking Comm. Stevens, Comm. Winship and Comm. Gray
present.
2. PUBLIC COMMENT
David Camire – Continental Blvd. Spoke to the Police Commission and Department on his and
the surrounding neighborhood opposition to SOS Recovery relocating to 161-165 Rochester Hill Road.
He noted the consensus of the neighborhood is this will further attract crime (thefts), disorder, littering,
and trespassing; as well as the safety issue the area is not well lit, and for clientele crossing the street to
access the COAST bus. “We are not immune to the drug problem. If this is approved, I’m requesting
that the first month of their opening that directed patrols be conducted of the neighborhood every
couple of hours, to include the woods formerly known as the Champlin Forest to ensure there aren’t
encampments. There’s 200 acres there.” He doesn’t feel the harm reduction and needle exchange
program works as much as it enables. He is not opposed to peer counseling. He encouraged people to
watch the broadcast of the Planning Board meeting from February 2, 2026.
3. ACCEPTANCE OF MINUTES:

2026, meetings as submitted. Comm. Winship SECONDED the motion. The motion to
accept the minutes as presented PASSED unanimously.

5. NEW BUSINESS
A. Oath of Office – Hiring

Chief Boudreau introduced the two new officers and provided some background information
about them. Both are NH certified officers.
Sr. Executive Assistant Warburton administered the oaths to each officer.
A brief recess was called.
The meeting returned to session at 7:31 P.M.
B. Monthly Reports.
1. Operations. Captain Pinkham noted in the charts that activity has been consistent with prior
months and there are no concerning trends. Some of the more serious crimes we are down in several
of those categories. Traffic enforcement is down compared to the same period last month but a lot of
that has to do with weather and staffing and available proactive time.
Comm. Stevens commented that he knows it’s a small snapshot but there were 100 motor
vehicle crashes compared to 67 in 2025.
These numbers can be attributed to weather and road conditions. Not all are reportable
accidents, some are just off the road, but an officer still responds to assess scene and provide safety
coverage for wreckers. This is all tied to staff time.
Comm. Stevens said we still see a high number of parking lot accidents.
Chief Boudreau concurred that we do. Some are related to parking lot design and some to
people’s driving. Even when property damage appears small it can generate a significant repair cost.
In support those numbers are right in line with prior months. There are no concerns or trends
and nothing out of the ordinary.
The January teen night was well attended. We are still planning for the Winterfest at the
commons on Saturday February 21, 1-3 P.M. It was postponed from an earlier date due to brutally cold
weather.
The high school resource officer is completing normal duties and teaching LEAD.
Communications are still hiring for one open position. This is an ongoing battle to maintain full
staffing; however, current staffing is the highest it has been, consistently, for quite some time.
2. Administrative. Dep. Chief Swanberry said we are well into the FY27 budget process. All
our requests have been entered. We presented our CIP requests to that committee on January 24.

Comm. Gray inquired if there were any significant questions they asked during that
presentation on our submissions.
Chief Boudreau replied there weren’t significant questions. But there was discussion on vehicle
requests. I expect and was told to expect more questions on vehicles during the budget process.
Dep Chief Swanberry said there were two significant purchases this period both installment
payments for Tasers and for Cloud data storage for body cameras.
Both Sgt. Gantert and Sgt Downs had a two-week in-house field training which they
successfully completed prior to moving to their assigned shifts.
Highlighting some of the training completed during this period:
Officer Keven Miller, Officer Zachary Vatcher, and Detective Alexander Howardkoppes
completed part one of the Control and Arrest Tactics Instructor Recertification course at Police
Standards. Under the new format from Police Standards and Training, all three officers are not only
recertified in defensive tactics but are also certified instructors in the expandable baton and oleoresin
capsicum (OC). Officer Miller completed part 2 of the recertification course; the other officers will
complete the second part later.
Officer Patrick Costin attended a 2-day “Interview and Interrogations.” Officer Tiana Adams
attended “Basic Crime Scene Investigations.”
Officer Newberg advanced to phase 3 of field training. Officer Palladino is in phase 1 of field
training. The Academy recruits are progressing and expected to graduate in April.
As of this report, we have five full-time openings with five candidates in background. One of
them holds NH certification.
C. Other.
1. Budget. Chief Boudreau expanded on the Dep. Chief’s report that we had presented our CIP
budget requests to that committee on January 24. We will present our OM and issues and options to the
City Manager and Finance on February 13. That is the first step of that phase of the budget prior to
advancing to the Council after the City Manager prepares her budget.
2. Senate Bill. Comm. Gray noted that there is a bill before the senate that redefines duties of
Police Commission’s. Rochester is not constituted under that RSA because it is part of the City
Charter. This gives the police commission the task of determining how many officers and their
compensation and also gives the council the purview over the budget. In the past there was a
memorandum of agreement that dates to City Manager Fitzpatrick. This needs to be reviewed and
depending on what happens in Concord it may be advantageous for us to revise it or further look at the
Charter. If not on the agenda next month, it should be done soon.
Comm. Stevens added that the revised Code of Ethics was adopted by the Council at the
February 3, 2026, meeting. Comm. Gray commented that the signature page just acknowledges that the
Police Commission received it. He will sign this tonight and read the policy at his leisure.

8. MISCELLANEOUS
Comm. Gray MOVED to accept the evaluations for Officer Kimbrough (top of grade)
and Sgt. Gantert (new promotion) along with the merit track advancement for Officer
Mills. Comm. Winship SECONDED the motion. The motion PASSED unanimously.
Comm. Gray MOVED to accept the notice of resignation from Officer Bradley. Comm.
Winship SECONDED the motion. The motion PASSED unanimously.

The Rochester Police Commission held their regular monthly meeting on Wednesday, January 7,
2026, at 7:00 P.M. in City Hall Council Chambers. Participants in this meeting: Comm. Stevens, Comm.

Comm. Winship nominated Comm. Stevens to remain as Chair for the upcoming term.

D. Election of Vice Chairman
Comm. Stevens nominated Comm. Winship as Vice-Chair for the upcoming term. Second

5. NEW BUSINESS
A. 20 Year Recognition: Captain Jeremy Aucoin. Chief Boudreau presented Captain Aucoin
with a plaque recognizing twenty years of service to the Department and the Citizens of Rochester.
November 2005 – 2025.
B. Oath of Office – Promotions
1. Promotion: Sgt. Nicole Knox → Lieutenant. Chief Boudreau stated that Nicole started with
Rochester PD in 2015 in our Emergency Communications Center. She transferred to patrol officer in
December 2019 and was promoted to Sergeant in May of 2023.
Sr. Executive Assistant Warburton administered the oath.
2. Promotion: Officer John Gantert → Sergeant. Chief Boudreau noted that John joined
Rochester PD in March 2005 and has spent his entire career in patrol. He’s a member of the Honor
Guard, a firearms instructor, a field training officer and a certified police motorcycle officer.
Sr. Executive Assistant Warburton administered the oath.
3. Promotion: Officer Shane Downs → Sergeant. Chief Boudreau noted that Shane is a
Rochester native and graduate of Spaulding high school. He previously served with the Northwood
Police Department. His contract with Northwood was for three years and he served that commitment
prior to coming to Rochester. This is a testament to his integrity. He’s been with Rochester since 2002.
He is a field training officer and is involved in community policing.
Sr. Executive Assistant Warburton administered the oath.
A short recess was called for photo opportunities. Meeting came back to order at 7:30 P.M.
C. Monthly Reports.
1. Operations. Capt. Aucoin noted there are no major concerns or trends in patrol. Except for
motor vehicle accidents, many of the categories are down and year to date are trending down.
In Support the School Resource Officers are continuing to teach the LEAD classes. Teen Nights
have had great turnouts thus far. We also participated in the annual holiday even at the St. Charles
school.
The Communication’s Center has one open position. A conditional offer has been extended and
there is a background underway.
Communications staff attended a couple of training courses this period including “A Victim’s
Plea” Re: a true story, regarding dispatcher liability. The Communications Supervisor attended the
Annual NHEDA Leadership Summit at Primex.

Comm. Stevens asked about increases in fraud. Do we see much with Crypto currency?
Chief Boudreau stated frauds run the gamut. From credit card fraud, ID fraud. While we hear
about Crypto, it is here in NH, we haven’t specifically dealt with it. We do see people turning cash into
bitcoin, which is virtually untraceable. Capt. Aucoin added that our elderly population is often targeted.
2. Administrative. Dep. Chief Swanberry stated that halfway through the fiscal year we are
where we should be. We have been busy building the FY27 budget. We had our first review meeting
today and will continue until the budget is submitted to the City Manager.
Chief Boudreau stated that budget process city wide has dates for specific things such as O&M
and Capital Improvements. Chief Boudreau said as we work through the building process if the
commission has questions and would like a run down, he’d be happy to meet individually with them.
Dep. Chief Swanberry said that all officers completed the mandatory training for the academy.
All qualified with their firearms. Interestingly, to go with the prior conversation, Det. Labosier did
attend training on crypto investigations.
Sgt. Robinson attended his 40-hour polygraph recertification in Pennsylvania. This is an
intensive school. His initial training was roughly 16 weeks. The training was free; we had to pay for
housing and meals. This is one of the most important parts of our hiring process. If we didn’t have an in-
house polygrapher it could cost more than $500. for each test.
Recruits Sauriol, Bernatchez and Pare headed off to the Academy this week. Officer Palladino is
working on his law package studies. Officer Newberg is progressing in field training.
We have one cruiser back from the outfitters almost ready for the road and anticipate sending
another cruiser down to be outfitted.
We are still testing and evaluating handguns for replacement.
Comm. Stevens asked about the Tasers. Will the new ones require special training?
Chief Boudreau replied yes there is additional training. The current model is the XP26, and the
new model is Taser 10. It is going to be a full day of training, so we held off to complete this in 2026
before issuing them out.
Comm. Gray commented that he would take the Chief up to meet on the budget. He is interested
in new things we are seeking in OM and Capital Improvements.
Chief Boudreau said the meeting with the City CIP committee is January 24. Each project is
evaluated and scored and sent to the City Manager for her to decide what goes into the final CIP budget
request.

Comm. Stevens reviewed correspondence received this period. Officer Lapierre is commended
for assisting a motorist by changing a flat tire.

Guyer Travel for the YMCA “Y Awareness” event in March

• Working with Rochester Mental Health Alliance Steering Committee and Choose Love Champions

our portables and radio reception; working on an active shooter drill or exercise; 2-way came and is

MONTHLY REPORT
ADMINSTRATIVE DIVISION
January 2026
Financial/Purchasing:
All budget lines are within expected ranges for this point in the fiscal year.
The FY27 budget building process continues. We have entered and submitted all budget
requests to the Finance Department. CIP presentations were made to the CIP Committee on
January 24.
Significant purchases this month included annual subscriptions to Axon for our Tasers, and
Motorola for data storage for our body worn and in car camera systems.
Training:
Newly promoted Sergeants John Gantert and Shane Downs completed a 2-week in-house
training session prior to moving to their assigned supervisory shifts.
Lieutenant Elizabeth Turner and Lieutenant Spencer Wiliams-Hurley attended “Critical Incident
Stress Debrief Scenario Based Training” at the Southern New Hampshire University in Hooksett
presented by Southern New Hampshire CISM Team.
Officer Keven Miller, Officer Zachary Vatcher, and Detective Alexander Howardkoppes
completed part one of the Control and Arrest Tactics Instructor Recertification course at the New
Hampshire Police Standards and Training facility in Concord. All three officers are department
defensive tactics instructors and were due for recertification in 2026. Under the new format from
New Hampshire Police Standards and Training, all three officers are not only recertified in
defensive tactics but are also certified instructors in the expandable baton and oleoresin capsicum
(OC). Officer Miller completed part 2 of the recertification course; the other officers will
complete the second part later.
Officer Patrick Costin attended a 2-day “Interview and Interrogations” presented by “Specialized
Solutions” at the New Hampshire Police Academy.
Officer Tiana Adams attended “Basic Crime Scene Investigations” at the New Hampshire Police
Academy.
Detective Khristine Bibeau and Officer Clair Brough attended the training course “Enhancing
Victim Interactions” relating to sexual and domestic violence at the Portsmouth Police
Department.
Police Chief Gary Boudreau, Captain Jeremy Aucoin, and Sergeant Anthony Deluca participated
in an online training webinar titled “Responding to and Investigating Bomb Threats and Swatting
Hoaxes” presented by the Federal Bureau of Investigations and Massachusetts State Police.
Officer Daniel Newberg has advanced to Phase 3 of field training.
Officer Brett Palladino started Phase 1 of Field Training.
Officer Ethan Sauriol, Officer Devin Bernatchez, and Officer Drew Pare started the 202nd New
Hampshire Police Academy. There anticipated graduation date is 04/24/26.
Hiring/Recruiting:
Officer Trevor Demo began his employment with the City of Rochester, coming from another
NH police department. He is working on in-service training in preparation for field training.
Jonathan Mosto completed the hiring process and will be starting with the department in
February. He comes to us from another NH police department.
We currently have 5 open full-time positions. There are 5 candidates that are active in the hiring
process, 1 of which holds a NH police certification.
We continue to interview candidates. Of the 8 applications received in December, 2 candidates
progressed to the background investigation stage.
Ongoing Projects:
The second and third of the three frontline cruisers purchased in FY26 are currently being
outfitted.
We are continuing the testing and evaluation of different handguns in order to make the best
selection as we replace our aged handguns. We have the handguns on loan for a period of time,
at the end of which all feedback will be reviewed.
