Services & Utility Billing Supervisor MINUTES Councilor Larochelle called the Public Works and Building Committee to order at 6 PM 1. Roll Call Ms. McDormand took roll call attendance. Councilor Larochelle, Councilor Walker, Councilor Hamann, Councilor Sullivan, Mayor Grassie and Councilor Horne (filling in for Councilor Fitzpatrick) were present for roll call. Councilor Fitzpatrick was not present for roll call. 2. Approval May 21, 2026, PWC Minutes Councilor Walker made a motion to accept the minutes of May 21, 2026, meeting as presented. Councilor Hamann seconded the motion. The motion passed unanimously. 3. Public Input Councilor Susan Rice attended the public input session. She inquired about the 2025 Drinking Water Consumer Confidence Report and asked where she might obtain a copy. Mr. Nourse responded that it was made available on the Genesis system in March for Public Works & Building Committee Meeting Minutes July 16, 2026 subscribers. He also stated there as a link on the March water bills where the report could be found. 4. Regional Drinking Water Interconnect Project: Update Mr. Nourse provided an overview of the drinking water Regional Interconnect Project that was last discussed at the Public Works and Buildings Committee meeting on July 18, 2024. He introduced Keith Pratt and Devon Smith from Underwood Engineers, contracted by NHDES for this study, who provided an update and a presentation on their findings (see attached). Following the presentation, discussion ensued. Mr. Nourse shared a graphic of the Rochester/Somersworth line located on Old Dover Road, highlighting a 750 ft gap between the end of the Rochester public water system, and the start of the Somersworth public water system and noted that approximately 30 Rochester homes are connected to the Somersworth consecutive system. He clarified that while Rochester conducts all state- required distribution system water testing, Somersworth is responsible for water production and treatment. Additionally, he pointed out that Somersworth does not fluoridate water, whereas Rochester does. Mr. Nourse mentioned a project that is designed 90 percent to bridge the gap between Rochester and Somersworth but request funding in the future CIP program. He explained that Rochester's meter technicians read the water meters, and billing is done at Rochester's current rates. He also discussed the water service arrangement with Lebanon, where the City of Rochester provides water to a section of Lebanon, covering about a mile and approximately 50 accounts. He stated that the water ra main in this area, installed in 1924, is in poor condition. Mr. Nourse mentioned a proposed capital improvement project in the FY 29 budget to replace the water mains in Lebanon. ft 5. 2025 Drinking Water Consumer Confidence Report Mr. Nourse indicated that each year he includes the Drinking Water Consumer Confidence Report (CCR) on the agenda for the previous year, making it available to the public. (CCR D attached). The City of Rochester provides drinking water to 25,000 residents in Rochester and Lebanon. Mr. Nourse explained that the CCR is mandated by the Safe Drinking Water Act and offers a review of the City's water quality from the past year. Mr. Nourse noted that it includes an overview of watershed characteristics, conservation efforts, treatment operations, water quality sampling, public events, capital improvement projects, and health information. Each year, the city conducts approximately 2,200 tests for 175 contaminants throughout a distribution system of 8,000 service connections and 150 miles of water main. Mr. Nourse stated that the water quality meets or exceeds all Federal and State requirements and that 730 million gallons of water are produced from both well and surface water sources. Ian Rohbacher, the Water Treatment Superintendent, received the New Hampshire Water Works Association Meritorious Achievement Award for outstanding service and leadership. Mayor Grassie expressed that during his time as a State Representative in Concord, State officials presenting before the Resources Committee, which dealt with both drinking water and sewage quality, consistently recognized Rochester as one of the best in New Hampshire. Mayor Grassie expressed gratitude to the department for their efforts in achieving this recognition. 6. Old Dover Road/Tebbetts Road Intersection Improvements Update Public Works & Building Committee Meeting Minutes July 16, 2026 Mr. Nourse provided an update regarding the Old Dover Road/Tebbetts Road Intersection, noting that this location experiences approximately 15,000 vehicles daily, with 60 accidents recorded over the past decade and 2 fatalities in the last six years. Mr. Nourse mentioned that a road safety audit conducted in 2020 led to the selection of a mini roundabout. Mr. Nourse indicated that the goals and design were discussed with the Committee, and a public information meeting took place in 2023. The project is being managed by the State's Highway Safety Improvement Program, with 90% of the costs covered by Federal highway funds. Construction is scheduled to start this Fall. He also attached a letter to the agenda, which was sent to petitioners seeking to alter the scope of the work or halt the project. This letter addresses the petitioners' questions and concerns. Additionally, Mr. Nourse informed the committee that Eversource is conducting significant clearing for the city's upcoming project and has a project in the vicinity as well that is separate from the City’s project. 7. Other Route 11 Project Councilor Hamann inquired about the potential impact of the governor's recent veto of the 10-year plan on the Route 11 project. Mr. Nourse indicated that he had not heard of any issues that may affect this funding with the Roue 11 Project and that they plan to advertise the LPA project and City project this Fall, with much of the work starting next year. Granite Ridge Groundbreaking ra Mayor Grassie announced that a groundbreaking will take place on July 30, 2026, from 3:00 to 4:30 PM. ft Sullivan Farm Drive Mr. Nourse stated that the reconstruction of Sullivan Farme Drive has been approved as D part of the Capital Improvement Project for FY2027. He mentioned that construction is planned to begin shortly after Labor Day, with the target completion set for the end of the year. Landry Lane Update Mr. Nourse provided an update to the Committee regarding Landry Lane, which is a cul- de-sac situated off Route 125. Last week, the Public Works Department enhanced the cul- de-sac by installing a new subbase and placed pavement in the area to make it wider for buses and snowplows. Brock Street Guardrail Councilor Walker inquired about the status of the cap for the guardrail on Brock Street, noting that it was missing and wanting to know when it would be repaired. Deputy Director Marsh informed him that a service request had been submitted and indicated that they are awaiting the arrival of contractor to complete the work. Ms. Marsh will follow up on this matter and provide an update. Water is purchased from the City of Somersworth and delivered through distribution pipelines to customers in Rochester. The City of Rochester is responsible for infrastructure maintenance, including fire hydrants and water meters, as well as certain water quality sampling. Included in this document is a summary of samples taken within the system during 2025 by the City of Rochester, as well as a copy of the 2025 Water Quality Report for the water supplied by the City of Somersworth. Together they contain information on source water quality, supply, and sampling results for that calendar year. Triennial Lead & Copper Sampling was conducted during the third quarter of 2024. Lead: Lead can cause serious health effects in people of all ages, especially pregnant people, infants (both formula-fed and breastfed), and young children. Lead in drinking water is primarily from materials and parts used in service lines and in home plumbing. The Rochester Water Department is responsible for providing high quality drinking water and removing lead pipes but cannot control the variety of materials used in the plumbing in your home. Because lead levels may vary over time, lead exposure is possible even when your tap sampling results do not detect lead at one point in time. You can help protect yourself and your family by identifying and removing lead materials within your home plumbing and taking steps to reduce your family's risk. Using a filter, certified by an American National Standards Institute accredited certifier to reduce lead, is effective in reducing lead exposures. Follow the instructions provided with the filter to ensure the filter is used properly. Use only cold water for drinking, cooking, and making baby formula. Boiling water does not remove lead from water. Before using tap water for drinking, cooking, or making baby formula, flush your pipes for several minutes. You can do this by running your tap, taking a shower, doing laundry or a load of dishes. If you have a lead service line or galvanized requiring replacement service line, you may need to flush your pipes for a longer period. If you are concerned about lead in your water and wish to have your water tested, contact Ian Rohrbacher at the City of Rochester Water Department at 603-335-4291. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available at https://www.epa.gov/safewater/lead. Health Effects of Lead Exposure to lead in drinking water can cause serious health effects in all age groups. Infants and children can have decreases in IQ and attention span. Lead exposure can lead to new learning and behavior problems or exacerbate existing learning and behavior problems. The children of women who are exposed to lead before or during pregnancy can have increased risk of these adverse health effects. Adults can have increased risks of heart disease, high blood pressure, kidney or nervous system problems. Lead Service Line Inventory A service line inventory has been prepared and can be accessed by contacting the Rochester Department of Public Works in person or by phone at 603-332-4096. The baseline inventory found no unknown, galvanized-requiring- replacement, or lead service lines. As of the date of this CCR, we are classified as a lead-free system. It is processed with a ballasted micro-sand clarification system and four multimedia filter beds, chlorinated, pumped into the city’s distribution system and stored in a pair of one million-gallon standpipes, ready to flow to every open tap Our raw river quality fluctuates seasonally, with daily swings in turbidity and color from 1.5NTU to over 20NTU and 40ptcu to 400ptcu; TOC from 3-14mg/l, and pH of 5.5-6.5 Finished water production averages 1.8 million gallons per day (MGD) summer usage and 1.2MGD winter usage, with a 3.2MGD capacity and typically enters the distribution system at less than 0.050NTU, 0ptcu, <2.7mg/l TOC, 7.08 pH, 1.10 mg/l free chlorine, a hardness of 7-20 mg/l (very soft), and manganese of less than .015 mg/l . The City also has a Gravel Packed Well located on Rocky Hill Rd. for emergency use. This well has a permitted capacity for up to 315 gallons per minute. The City is currently valve isolated from the well however, we do continue regular required testing and maintenance to maintain it as an active source for the City. This requires us to perform extensive water sample collection and analysis for many different waterborne substances including: pH, conductivity, Color, Turbidity, Coliform, Cryptosporidium, Total Organic Carbon; Disinfection Byproducts (TTHM/HAA5); Lead and Copper, Iron, Manganese, Nitrites, Nitrates; Volatile/Synthetic Organic and Inorganic Chemicals (VOC/SOC/IOC); Alkalinity In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the number of certain contaminants in water provided by public water systems. The United States Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water which must provide the same protection for public health. The table in this report lists all the drinking water contaminants that were detected during the 2025 calendar year. The presence of these contaminants in the water does not necessarily indicate that the water poses a health risk UNLESS otherwise noted, the data presented in this table is from testing done January 1 through December 31, 2025. The State requires us to monitor for certain contaminants less than once per year because the concentrations of these contaminants are not expected to vary significantly from year to year. Some of the data, though representative of the water quality, is more than one year old. PFAS testing has been regularly completed and the City has no detections therefore, no data is listed as we are required to ONLY list detectable contaminates found. Throughout 2025 we conducted more than 1000 tests for over 175 drinking water compounds. The City of Somersworth is pleased to inform you that the quality of your water far exceeds the standards set by State and Federal regulations. No Violations. Throughout 2025 the City worked closely with Wright Pierce engineers to develop engineering plans and scope on a facility upgrade. The treatment plant is now 19 years old and is in need of equipment replacement that has reached life expectancy. This process will take approximately 1 year to engineer and 2 years to complete all construction for the upgrade. The anticipated construction will begin in the summer of 2027. In the fall of 2025 high-lift # 2 failed due to a broken shaft. This pump supply’s the water and pressure to the City for all uses. Weston and Sampson were brought in to complete the replacement of the pump side of the high-lift. The Water Division will be reaching out in 2026 to residents throughout the City requesting their participation in testing water for lead and copper. The EPA mandated rule has widened the testing criteria and in order for the City to comply, we will be looking to add new test sites. This Water Quality Report (also known as a Consumer Confidence Report) details the quality of your drinking water, where it comes from, and where you can get more information. It documents all detected primary drinking water parameters and compares them to their respective standards known as Maximum Contaminant Levels (MCLs). Contaminants that may be present in source water before we treat it include: Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming. Pesticides & herbicides, which may come from a variety of sources such as agriculture, residential use, and urban storm water runoff. Radioactive contaminants, which are naturally occurring. Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and also can come from gas stations, urban storm water runoff, and septic systems. Do I need to take special precautions? Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline at 1-800-426-4791. DES prepared drinking water source assessment reports for all public water systems between 2000 and 2003 in an effort to assess the vulnerability of each of the State’s public water supply sources. Included in the report is a map of each source water protection area, a list of potential and known contamination sources, and a summary of available protection options. The Somersworth Water Treatment Facility utilizes an ortho phosphate as well as maintaining a neutral pH (6.5-7.5) to inhibit corrosion on the City’s water mains. The orthophosphate creates a coating on the pipe walls know as biofilm that forms a barrier between the piping and the water. Orthophosphate is recognized by the FDA and EPA as a safe and effective additive for corrosion control in drinking water. We continuously monitor the dose to ensure the product is at lowest effective dose to maintain health and safety. Abbreviations: AL: Action Level - the concentration of a contaminant which, when exceeded, triggers treatment or other requirements that a water system must follow. MCLG: Maximum Contaminant Level Goal - the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. MCL: Maximum Contaminant Level - the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. MRDL: Maximum residual disinfectant level. The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. MRDLG: Maximum residual disinfectant level goal. The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. Using a filter, certified by an American National Standards Institute accredited certifier to reduce lead, is effective in reducing lead exposures. Follow the instructions provided with the filter to ensure the filter is used properly. Use only cold water for drinking, cooking, and making baby formula. Boiling water does not remove lead from water. Before using tap water for drinking, cooking, or making baby formula, flush your pipes for several minutes. You can do this by running your tap, taking a shower, doing laundry or a load of dishes. If you have a lead service line or galvanized requiring replacement service line, you may need to flush your pipes for a longer period. The petition provided opinions as to why a roundabout should not be employed at this intersection. My response follows. In general, the volume and speed of traffic on Old Dover Road combined with line- of-sight limitations and the two-way stop control on Tebbetts Road make it difficult and hazardous to enter or cross Old Dover Road from Tebbetts Road. This intersection has produced over 60 crashes in the past decade including two fatalities since 2018. NH DOT conducted a Road Safety Audit in 2020 which examined and recommended short and long-term options. Short term options were completed. The long-term selected alternative is a mini-roundabout. Roundabouts are left-yielding traffic control facilities which minimize injuries and fatalities as they significantly reduce vehicle collision opportunities and force vehicles to drop speeds to non-lethal speeds. They continually process moving traffic. Running of red lights or running of stop signs are eliminated. A four-way stop was evaluated but determined to be detrimental as there is not enough area, without extra road widening, to accommodate turning trucks which would track into stopped passenger vehicles. A traffic signal was evaluated but the traffic volumes do not support a signal. A concern of stop control on Old Dover Road, or a signal is that they would create long queuing. This intersection processes about 15,000 vehicles per day. I will now address each comment from the 24 June petition: 1. The cutting of healthy trees more than 100 years old. Response: Some trees were trimmed as short-term measures. The Roundabout project may trim back or remove a few trees on Tebbetts Road for clearance from relocated power lines. The City will need to take land property of at least 4 houses. Response: The new project footprint will be completely within the existing right of way. No property acquisitions are required, 3. Power lines are to be moved across the street to 5 or more new locations. Response: Power lines are being adjusted as required to accommodate the new project. Existing line of sight problems with existing pole locations will be eliminated. This is not at City cost. 4. Several properties have wells that can be affected. Response: One well is known to be within the vicinity of the existing roadway. The project does not affect that. 5. The proposed project will require many years to complete causing undue distress and difficulties to the people. Response: The project is in final design with anticipated construction this fall. If started this fall per schedule, it will be complete next spring. Appropriate temporary traffic control will be employed to maintain access during construction. 6. This problem will not solve the problem of accidents at the intersection. Response: It is well established across the country and world- wide that roundabouts provide safer intersections for motorists and passengers. The presence of the roundabout will not only make the intersection safer, but it will reduce speeds on the roadway legs approaching it. 7. The project is expected to be multi-million dollars which need to be funded by taxpayers. Response: Construction estimate is about one and a half million dollars. Federal Highway funds are providing 90% of this funding through the Highway Safety Improvement Program. City investment is a minimal part and is a very reasonable investment to reduce future injuries and fatalities at this intersection. Rochester’s Municipal bridge Overview and Updates Mr. Nourse provided an update on Rochester's Municipal Bridges and the City’s bridge program. He indicated that the City has 20 municipal bridges that are regularly inspected by the New Hampshire Department of Transportation (NHDOT). Over the past year, the City has initiated a maintenance program for several bridges and plans to continue this effort. Aaron Lachance, Senior Structural Engineer with Hoyle Tanner, and Kayla Hampe from Hoyle Tanner presented the Rochester 2026 Bridge Update. (presentation attached) Mr. Lachance noted that the City of Rochester has more than 20 bridges, with 2 of them shared with the State of Maine. He provided an overview of the various types of bridges within the City. He also provided an overview of current and planned maintenance and reconstruction projects. The Committee discussed the use of fluoride in Rochester’s drinking water and reached a consensus to continue using fluoride, provided that the American Dental Association and relevant health organizations maintain their approvals and our levels confirmed to be within safe limits. 7. Other 8. 2026 Household Hazardous Waste Day (HHWD) Event Mr. Nourse provided an overview of the HHWD that took place on Saturday, May 16, 2026. He noted that 10 communities participated, with a total of 529 vehicles involved. Mr. Nourse mentioned that the event was well organized and ran smoothly and noted that the State of New Hampshire provides an annual grant to the City, with this year's amount being $15,265. The petition provided opinions as to why a roundabout should not be employed at this intersection. My response follows. In general, the volume and speed of traffic on Old Dover Road combined with line- of-sight limitations and the two-way stop control on Tebbetts Road make it difficult and hazardous to enter or cross Old Dover Road from Tebbetts Road. This intersection has produced over 60 crashes in the past decade including two fatalities since 2018. NH DOT conducted a Road Safety Audit in 2020 which examined and recommended short and long-term options. Short term options were completed. The long-term selected alternative is a mini-roundabout. Roundabouts are left-yielding traffic control facilities which minimize injuries and fatalities as they significantly reduce vehicle collision opportunities and force vehicles to drop speeds to non-lethal speeds. They continually process moving traffic. Running of red lights or running of stop signs are eliminated. A four-way stop was evaluated but determined to be detrimental as there is not enough area, without extra road widening, to accommodate turning trucks which would track into stopped passenger vehicles. A traffic signal was evaluated but the traffic volumes do not support a signal. A concern of stop control on Old Dover Road, or a signal is that they would create long queuing. This intersection processes about 15,000 vehicles per day. I will now address each comment from the 24 June petition: 1. The cutting of healthy trees more than 100 years old. Response: Some trees were trimmed as short-term measures. The Roundabout project may trim back or remove a few trees on Tebbetts Road for clearance from relocated power lines. The City will need to take land property of at least 4 houses. Response: The new project footprint will be completely within the existing right of way. No property acquisitions are required, 3. Power lines are to be moved across the street to 5 or more new locations. Response: Power lines are being adjusted as required to accommodate the new project. Existing line of sight problems with existing pole locations will be eliminated. This is not at City cost. 4. Several properties have wells that can be affected. Response: One well is known to be within the vicinity of the existing roadway. The project does not affect that. 5. The proposed project will require many years to complete causing undue distress and difficulties to the people. Response: The project is in final design with anticipated construction this fall. If started this fall per schedule, it will be complete next spring. Appropriate temporary traffic control will be employed to maintain access during construction. 6. This problem will not solve the problem of accidents at the intersection. Response: It is well established across the country and world- wide that roundabouts provide safer intersections for motorists and passengers. The presence of the roundabout will not only make the intersection safer, but it will reduce speeds on the roadway legs approaching it. 7. The project is expected to be multi-million dollars which need to be funded by taxpayers. Response: Construction estimate is about one and a half million dollars. Federal Highway funds are providing 90% of this funding through the Highway Safety Improvement Program. City investment is a minimal part and is a very reasonable investment to reduce future injuries and fatalities at this intersection.
