Recreation & Arena Commission Meeting May 11, 2026 Recreation Conference Room 1 Attendance: Lauren Krans, Steve Trepanier, Kevin Barry, David Colson, David Camire, Kevin Sullivan, Rhi Jeffrey, Dale Bickford, Seph Warren, Erika Carty, Sean Conroy, Gary Boudreau, Lexy VanBinsbergen 1. Public Input No public input. 2. Introduction of Commission Member Welcome new member Sean Conroy. Dave Camire made a motion to move “Hanson Pines Basketball Courts and Playground Hours” to the top of the agenda. Kevin Barry second. Unanimous support. DR AF T 3. Hanson Pines Basketball Courts and Playground Hours Director Krans reviewed the history of the current Hanson Pines Basketball Court and Playground Rules that were supported by the Commission in September 2025. Police Chief Boudreau shared examples of incidents involving alcohol and assaults that happened prior to the rule changes. Chief Boudreau indicated that after the park hours were updated to closed 8pm-7am, police officers were able to usher patrons out of the park at closing. Director Krans indicated the city will be purchasing a mobile camera unit to be placed at the park. She recommended changing the park hours to “Closed 10pm-7am" and that any changes to park hours take effect after the mobile camera unit is in place. Kevin Sullivan suggested Chief Boudreau have patrols monitoring the park between 8-10pm.  Dale Bickford made a motion to change Hanson Pines Basketball Court and Playground Hours to “closed from 10pm-7am”, to go into effect once the mobile camera unit is onsite. Erika Carty seconded. Unanimous support. 4. Review April Minutes Rhi Jeffries motioned to accept the April Minutes. Dale Bickford seconded. Unanimous support. 5. Review Revenue & Expense Reports Councilor Sullivan asked Director Krans if Arena Revenues were on track with past years. Director Krans explained that they were. She indicated that the Arena would not cover operating costs this year with the two main drivers of expense increases being utilities and staffing. Director Krans explained that the Finance Director would be presenting to the commission at the June meeting with a summary of the DR AF T Arena Fund. Dale Bickford motioned to accept the Revenue and Expense Reports as presented. Dave Colson seconded. Unanimous support. 6. Lilac Family Fun Festival Posted Rules Review Director Krans presented the updated proposed Lilac Family Fun Festival Rules including a draft webpage with visuals of acceptable chairs for the new turf. She also reviewed the GIS layout of the LFFF operational map. Assistant Director Trepanier discussed the gates, egress and changes for this year. Erika Carty motioned to accept the Lilac Family Fun Festival Rules as presented. Kevin Barry seconded. Unanimous support 7. Rochester Arena Facility Exploration Update Director Krans informed the group that the City Manager has signed the contract for the Site Location Assessment project with Weston and Sampson. She explained that this project will assess programmatic and facility needs for a new location for  an arena. A scoring matrix will be created to assess potential locations. She indicated that the City would be open to exploring the potential of a private/public partnerships. 8. Other Director Krans invited the group to the Nancy Loud Neighborhood Picnic event Saturday May 16th, 12-2pm. Director Krans informed the group that Rochester Rec Summer Camp will be expanding by 30 campers as part of a City Manager Included Issues and Options for FY27. Director Krans explained that if the Issues and Options are not adopted by the Council alternative funding sources will be found. Director Krans discussed suspending meetings in July and August. DR AF T Dale Bickford motioned to suspend the August and July meetings and resume in September. Kevin Barry seconded. Unanimous support. Next Meeting is scheduled for June 8, 2026, at 6:00pm – Conference Room 1 at the Community Center.
