Rochester Trustees of the Trust Funds Meeting Minutes Tuesday, February 17, 2026 5pm Isinglass Room Rochester City Hall Annex Members Present Jill Trombley Ray Varney Matthew Winders Jerry Rainville Minutes I. Call to Order Trustee Rainville called the meting or order at 5:00pm. II. Roll Call and public Input: No one from the public was present. III. Approval of minutes from November and February Meetings. Trustee Rainvile made a motion to approve the minute form November and February Meetings. Trustee Varney seconded the motion. The motion passed unanimously. IV, Items under discussion a) Trustees signed payment requisition form for SHS Golf Team Expendables. Trustee Rainville to deliver to City Clerk. b) Discussion of Scholarship Funds and completion of distribution spreadsheet. Trustees determined that the language of respective trusts falls into three categories: a) 1. Funds to be paid directly to he student, b) 2. Funds to be paid the the institution of higher learning in which the student is enrolled, c) 3. Is silent as to whom payment is to be made. Prior practice was to send payment for situations 2 and 3 to the relevant institution. Trustee Rainville made a motion, seconded by Trustee Winders that scholarships in which the trusts does not specify that payments be made to the relevant institution be paid directly the the student, preferably at commencement. Motion was debated and passed. The Trustees further directed Trustees Johnson and Rainville meet with Angela Green to discuss these changes. Trustee Varney asked that a “ owchart” be produced to show the process, especially decisions points. Trustee Rainville to produce V. Adjournment. Next meeting is set for April 7, 2026 at 5;00pm.
