Meeting Minutes
Sunday, March 22, 2026
5:00 PM at the James W. Foley

Minutes
I. Call to Order:
Trustee Johnson called the meeting to order at 5:00 PM.
II. Roll Call and public input:
No one from the public was present.
III. Approval of minutes from last meeting: Trustee Rainville made a motion to approve meeting minutes
from February 10th and 17th. Trustee Trombley seconded the motion. The motion passed unanimously.
IV. Items to Discuss
a) Discuss month to present to City Council and School Board. It was discussed
that August would be a good month to present to both the City Council and School
Board. Trustee Johnson will reach out to Mayor Charles Grassie Jr and School Board
Chair Matthew Pappas to set this up.
b) Old Rochester Cemetery snow storage. Trustee Johnson will drive by the
cemetery to see if snow still exists. If so, and access is blocked, he will reach
out to DPW to have them contact the business owners that abut the
cemetery to ask them to preserve pedestrian access during the winter
months.
c) Main Street Sponsorship with William Evans Trust funds. The Trustees
discussed distributing some money to Rochester Main Street to assist with
youth programs they offer. Trustee Varney made a motion to gift $1,000 to
Rochester Main Street from the William Evans Trust to go towards youth
programs. Trustee Trombley seconded the motion. The motion passed
unanimously.
d) Next cemetery clean-up day. It was discussed that Gonic Cemetery and
Wingate on Bernard Road would be good cemeteries to clean up in the fall
of 2026. Trustee Johnson will reach out to Rochester Main Street and
Rochester Rotary Club and Trustee Rainville will reach out to Rochester
Social Club to solicit volunteers.
e) Adams and Pray application. One application was received with the help
of the City Clerk’s Office. Trustee Johnson made a motion to gift $1,000 from
the Seth Adams Fund and $500 from the George & Hattie Pray Fund to the
sole applicant. Trustee Rainville seconded the motion. The motion passed
unanimously.
f) Spaulding High School Scholarship Committee update. Trustee Rainville
is attending the Scholarship Committee meetings again this year. He stated
that things are moving along very nicely. One item of note is that the
Trustees decided this year and going forward that for scholarship checks
less than $1,500 will be awarded directly to students if the Trust allows.
Scholarship checks $1,500 and greater will be made out to both student and
school.
g) Other. Trustee Johnson will reach out to Mr. Todd Marsh with Municipal
Welfare to see if he knows of any Rochester based non-profits who could
use some funds from the William Evans Trust. The Trustees will discuss
awarding funds at the next meeting.
Trustee Varney will reach out to Community Action Partnership of Strafford
County to get another contact for us. The Trustees awarded some funds
recently to help with fuel assistance.
V.Adjournment and public input:
No one from the public was present. The Trustees will meet next on Tuesday, May 19th at 4:30
PM. Trustee Johnson adjourned the meeting at 5:48 PM.
