MINUTES
1. Call to order:
Mr. Libby called the meeting to order at 5:30pm
2. Approval of February 9, 2026, minutes
Mr. Libby requested a motion or comments on the minutes for the February 9, 2026,
meeting. Mr. Johnson made a motion to accept the February 9, 2026, meeting
minutes as presented. The motion was seconded by Mr. Boudreau, the motion
passed unanimously.
3. Appeals
3.1 28 Mill St. – Snell & Bukher Living Trust
The appellant was not present for the meeting. The appeal is for a leaking toilet.
Mr. Boudreau made a motion to abate 82 units of water for $578.10 and sewer for
$770.80 and any accrued interest. This is a one in ten-year water abatement. Mr.
Sanders seconded the motion; the motion passed with 3 in favor and 1 opposed vote.
3.2 Contractor - Cole Paradis
The appellant was not present for the meeting. This contractor was charged back in
2025 for repairs needed to fix damage he did while working at a home in Rochester as
an unlicensed contractor. The city supplied the parts so that the homeowner would not
have to go without water. After almost a year of trying to collect this balance with no
results we are asking to remove this from our books since there is no leverage to have
this unlicensed contractor pay this.
Mr. Johnson made a motion to abate charges. Mr. Boudreau seconded the motion;
the motion passed unanimously.
4. Discussion with Shawn Libby, UAB Chair – The board discussed the option of
having a minimum amount for appeals to qualify for an abatement. Mr. Libby made a
motion to table this until next meeting so legal questions could be answered. Mr.
Johnson seconded the motion.
5. Discussion with Mark Sullivan, Director of Finance – Mark continued discussion
about the Water/Sewer Fund 2024 audit issues and recommendations/suggestions
needed for resolution. The board discussed different options to try to resolve the
deficit and agreed to work with DPW Director Nourse to see if working with a
consultant was an option to ensure they reviewed all options. Mr. Libby made a
motion to table until outside consultant has data needed. Mr. Barnes seconded the
motion.
6. Financials – Water & Sewer Revenue and Expense Reports
7. Adjournment:
Mr. Libby made a motion to adjourn the meeting at 6:49pm. The motion was
seconded by Mr. Johnson.
