JOINT MEETING AGENDA
Notice is hereby given that the Rockport City Council and the Planning & Zoning Commission
will hold a joint meeting on Tuesday, November 9, 2021, at 6:30 p.m. The meeting will be held
in person at the Training Room of the Rockport Service Center, 2751 State Highway 35 Bypass,
Rockport, Texas with social distancing guidelines and using the video conferencing application
ZOOM. These actions are being taken to mitigate the spread of COVID-19 by
avoiding meetings that bring people into a group setting. Video conferencing
capabilities will be utilized to allow individuals to address the City Council and the
Planning & Zoning Commission. Members of the public can participate in the
meeting remotely via Zoom at https://us02web.zoom.us/j/83379318076 or scan the
QR code to the right.
Public participation is valued and citizens wishing to express their views on any topic or agenda
item can electronically submit a citizen participation form in order to register to speak by going to
https://rockport.seamlessdocs.com/f/CouncilCitizenParticipation or scanning the QR
code to the right, or if attending the meeting in person register before the meeting
begins. Using the same form, citizens can also provide written comments to the City
Secretary by 4:00 p.m. on the day of the meeting. The Mayor will read the comments
and they will be summarized in the minutes of the meeting.
The matters to be discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order – City Council.
2. Call meeting to order – Planning and Zoning Commission
3. Pledge of Allegiance.
4. Citizens to be heard.
At this time, comments limited to three (3) minutes will be taken from the audience from persons who have signed
the speaker’s card located on the table in the back of the Training Room of the Service Center and delivered to
the City Secretary before the meeting begins, or written comments received by 4:00 p.m. on the day of the
meeting, on any subject matter that is not on the agenda, will be read by the Mayor and summarized in the minutes
of the meeting. Persons wishing to address the Council and who have registered using the Citizen Participation
Form will have up to three minutes to speak. In accordance with the Open Meetings Act, Council may not discuss
or take action on any item that has not been posted on the agenda. While civil public criticism is not prohibited;
disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the
offender’s time to speak.
Joint Meeting Public Hearing
5. Conduct a Joint Public Hearing to consider amendments to the City of Rockport Code of
Ordinances Chapter 118 Zoning, related to Recreational Vehicle Parks including but not
limited to the creation of a new zoning district and special conditions for developing
Recreational Vehicle Parks.

6. Planning & Zoning Commission – Deliberate and act on amendments to the City of Rockport
Code of Ordinances Chapter 118 Zoning, related to Recreational Vehicle Parks including but
not limited to the creation of a new zoning district and special conditions for developing
Recreational Vehicle Parks.
7. Adjourn – Rockport Planning & Zoning Commission
Consent Agenda
All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion.
There will be no separate discussion of these items unless a Council Member so requests, in which event the item will
be removed from the Consent Agenda and considered in its normal sequence on the agenda.
8. Deliberate and act on approval of Regular Meeting Minutes of October 26, 2021, and Special
Meeting Minutes of November 3, 2021.
9. Deliberate and act on 4th quarter report from the Mission-Aransas National Estuarine Research
Reserve & The University of Texas Marine Science Institute for Fiscal Year 2020-2021 Bay
Education marketing expenditures.
10. Deliberate and act on 4th quarter report from the Texas Maritime Museum for Fiscal Year 2020-
2021 marketing expenditures.
11. Deliberate and act on a Resolution authorizing the filing of a grant application with the Coastal
Bend Council of Government for a regional solid waste grants program grant; authorizing the
City Manager to act on behalf of the City of Rockport in all matters related to the application;
and pledging that if a grant is received the City of Rockport will comply with the grant
requirements of the Coastal Bend Council of Government, the Texas Commission on
Environmental Quality and the State of Texas.
Regular Agenda
12. City Council – Deliberate and act on first reading of an Ordinance amending Chapter 118 of
the Code of Ordinances, City of Rockport, Texas, establishing the R-8 Recreational Vehicle
Park Zoning District, revising non-conforming use regulations, providing regulations for
recreational vehicle parks, and providing for other associated changes to the zoning
regulations; repealing all ordinances to the extent they are in conflict; providing for
severability; and providing an effective date.
13. Deliberate and act on first reading of an Ordinance amending the official zoning map as
stipulated under Article 4.1 of the City of Rockport Zoning Ordinance Number 1027 by
changing the zoning of land from R-1 (1st Single Family Dwelling District) for property located
at 1130 West Market Street; also known as Oak Terrace, Lot 531, City of Rockport, Aransas
County, Texas, to B-1 (General Business District) to develop office and retail space; repealing
all ordinances in conflict therewith; providing for severability; and providing an effective date.
14. Deliberate and act on second and final reading of an Ordinance of the City of Rockport, Texas,
adopting an amended Comprehensive Plan for the City; providing that the adopted
Comprehensive Plan shall supersede and replace any Comprehensive Plan previously adopted;
providing a repealer clause; providing a severability clause; and providing an effective date.

15. Hear and deliberate on status of COVID-19 and response efforts.
16. Reports from Council.
At this time, the City Council will report/update on all committee assignments, which may include the following:
Aransas County Alliance Local Government Corporation; Aransas Pathways Steering Committee; Building and
Standards Commission; Coastal Bend Bays and Estuaries Program; Coastal Bend Council of Government;
Coastal Bend Mayors Group; Park & Leisure Services Advisory Board; Planning & Zoning Commission;
Rockport-Fulton Chamber of Commerce; Aransas County Storm Water Management Advisory Committee;
Swimming Pool Operations Advisory Committee; Tourism Development Council; Tree & Landscape Committee;
YMCA Development Committee; Texas Maritime Museum, Fulton Mansion, Rockport Center for the Arts,
Aransas County, Aransas County Independent School District, Aransas County Navigation District, Town of
Fulton, and Texas Municipal League. No formal action can be taken on these items at this time.
Executive Session
17. The City Council will meet in closed session, if necessary, pursuant to Government Code
Sections 551.071 (Consultation with Attorney) on matters in which the duty of the attorney to
the governmental body under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas clearly conflicts with Chapter 551; to wit: 1) legal issues related to the final
terms of the separation agreement between the City and City Manager Carruth and other
matters in connection therewith; 2) Concho Street Drainage Project
Open Session
18. Following the closed session, the City Council will convene in open session for consideration
and possible approval of a separation agreement between the City and City Manager Kevin
Carruth.
19. Discussion and possible action to seek proposals for services related to the provision of interim
city manager services and the conducting of a search for a city manager.
20. Adjournment.

Code §§ 551.071-551.074 and 551.086.
In accordance with the requirements of Texas Government Code Section 551.127, a member of the governing body
may participate in this meeting from a remote location. A quorum of the governing body as well as the presiding
officer shall be physically present at the above posted location, which shall be open to the public. Those participating
remotely shall be visible and audible to the public for all open portions of the meeting. A member of a governmental
body who participates in a meeting remotely as provided by law, shall be counted as present at the meeting for all
purposes.
