Rocky Ripple Town Council Meeting February 13, 2024 Rocky Ripple Town Board member, Randy Sanders, called the meeting to order at 7:30 pm. Town board members Rachel Hunter, Randy Sanders and Megan Hulland were present. Julie Smith, clerk treasurer, Mike Kiefer, town marshal, were present. Sarah Guffey, legal counsel, was not present. Welcome Community! Town board member, Randy Sanders, welcomed and thanked those who were present at town hall as well as those who are joining us for tonight’s meeting via Zoom. Clerk Treasurer Reports Miscellaneous – Julie Smith finished 100-R and ST-103 reports in January; 1099s for Sarah Guffey and Yasmin Stump law firm complete. Randy has asked Town Web to stop archiving emails on an ongoing basis but plans to ask them to close out Mandy’s old email moving forward. Minutes – January minutes were presented with no changes required. Rachel made a motion to accept the minutes with those changes, Megan seconded. All were in favor, motion unanimously passed. Treasurer Report for January 2024 – Other than nominal Town Web email archiving fee, no non-routine expenses this month. LRS and MVH income received. Ending bank balance for 1/31/2024 was $99,798.04. Megan motioned to accept the Treasurer’s report and Rachel seconded the motion. All were in favor, motion unanimously passed. TaeKwonDo group made a catch-up payment of $300 and will continue to work with Julie Smith to cover rental fees moving forward. Discussion of Chase transition next steps – Julie continued to investigate the best path forward to add Megan and Randy to the bank account and remove Randy. Julie is awaiting additional clarification on the path forward; all identification documents for Megan and Randy have been submitted. Old Business Rocky Ripple Flood Protection: DPW Updates, ILA – DPW has scheduled individual one-on- one meetings this week. Megan had her meeting yesterday; Rachel and Randy will meet on 2/15. Megan gave an update to the town about her meeting. Shannon Killion, DPW Stormwater Administrator and Brandon Herget, DPW Director, were present. DPW shared that they anticipate the Indy North flood reduction project may be accredited by FEMA on or around March 20th. This milestone will impact the Rocky Ripple floodwall project, as it will inform final model and design. The CLOMR submission to FEMA for Rocky Ripple will then occur 30 days after the Rocky Ripple Town Board reviews the plans and provide comments. CLOMR approval is expected spring 2025 with construction on the Rocky Ripple floodwall project then beginning fall 2025. No property acquisition or construction will begin until there is a signed ILA. Appraisals would be updated closer to the time of acquisition; DPW is working through what this process might look like. When it comes to internal drainage, Shannon mentioned that there may be some special areas of flood interest that will require drainage, pending model and floodwall design review from FEMA. DPW also mentioned that this project may need to be approached in phases, due to other stormwater projects that need funding. This may mean the project will be drawn out longer and will require a combination of different funding mechanisms. DPW is still working through funding scenarios and exploring grant options. The project will not be bid out until CLOMR comments or approval are received in 2025. CEG STEP Program Update – Citizens is working on the last few installations; they hope to have the project complete in the next few weeks. Randy will reach out to clarify if CEG plans to clean streets as the project wraps up. 251/320 homes opted into STEP. Residents have started to receive bills for hookup and monthly sewer usage. Speeding Cars in Rocky Ripple/Related Safety Concerns – Will address in spring. INDOT ADA and Title 6 Compliance Plan – No update, but the Board will revisit in spring to make sure we are in compliance. Megan stated she would re-forward her past research to the Board. Town Manager/Marshal’s Report – No police reports this month. Town Manager is still working through insurance options for the town. Marshal Mike submitted Community Crossings Grant (CCG) in January. 5100-5200 block of Riverview and Lester leading into the Butler fields are top paving priority; project estimated at $85,633.15 with Rocky Ripple responsible for $21,408.29. Community Association Updates – Park grove update, others – Clothing swap on 2/3 was successful. A chili supper/retirement send-off for outgoing board member Mandy Redmond is planned for 2/17. BINGO will occur on 2/24. RRCA meeting with Keep Indianapolis Beautiful team on 2/16 to talk about replanting ideas for the “sugar shack” area in Hohlt Park. New Business – No updates. Community Concerns A question was asked about the turnaround at the end of Riverview, which is muddy and messy with all the CEG traffic. Randy mentioned he would reach out to CEG to see if they might be able to resod the area. Megan made a motion to adjourn, Rachel seconded. All in favor. Meeting adjourned at 8:34 pm.
