ALCOHOL CONTROL COMMISSION
Monday, September 19, 2022
The Alcohol Control Commission met at 5:00 p.m. this date in the City Commission
Chambers of City Hall, 601 Broad Street. Monica Sheppard, Chair, was present along
with John Kendrick, Harold Morgan, Steve Van Meter, Billy Cooper, and Commissioner
Beeman. Also present were Rome Police Major Paul Webber and Assistant City Attorney
John Hawkins.
Minutes – August 15, 2022
The minutes of the August 15, 2022, meeting, as submitted in writing by the Secretary,
were approved by unanimous consent.
Brothers 1435 Inc. – 1435 North Broad Street
The application of Ivonne D. Gloria De Quintero was presented. Ms. Quintero requested
that a new Beer Package License be issued to her at Brothers 1435 Inc., 1435 North
Broad Street. Ms. Quintero and her interpreter (son) were present. They explained that
this will be Ms. Quintero’s first experience with an alcohol establishment. Her plans are
to be open from approximately 8:00 a.m. until midnight each day and they expect to have
4 employees.
Through the discussion with the applicant, it was determined that gaming machines will
be present in this establishment. Ms. Quintero was advised of the consequences of an
alcohol or other violation at this establishment and the importance of proper alcohol
training. Ms. Quintero seemed to have little understanding of alcohol rules and
regulations.
Mr. Cooper moved to approve the license request as submitted, subject to Ms. Quintero
completing one of the online alcohol training programs and providing proof of that
training to the City Clerk’s Office. Mr. Kendrick seconded the motion, and the vote was
unanimously in favor.
Tequila’s Bar and Grill Inc. – 2214 Shorter Avenue
The application of Marie C. Gaytan – Camacho, manager of Tequlia’s Bar and Grill Inc.,
2214 Shorter Avenue, was presented. Ms. Camacho and her interpreter explained that this
restaurant would be located in the free-standing building in the Gala Shopping Center.
There have been other alcohol establishments at this location through the years. The ACC
had standard conversation with Ms. Camacho regarding the training of employees, the
importance of checking IDs, and following other local and state alcohol regulations.

Ms. Van Meter moved to approve the Beer, Wine & Liquor Pouring License as submitted
subject to all final inspections and approval by the appropriate City Officials. Mr.
Morgan seconded, and the vote was unanimously in favor.
Stop & Go – 1403 Dean Avenue
The application of Mr. Omprakash S Vyas, owner and operator, of Keshav 2022 Inc
DBA Stop & Go, 1403 Dean Avenue, was presented. Mr. Vyas requested that a new Beer
& Wine Package License be issued to him at that location. Mr. Vyas and his interpreter
addressed the ACC regarding this new Beer & Wine Package convenience store which is
planned for the location that formerly housed the Pick O’ Deli Restaurant at 1403 Dean
Avenue. They explained that this will be a grocery store with hours of operation from
approximately 6:00 a.m. until 2:00 a.m. or 3:00 a.m. each day and they plan to have 6 or
7 employees. Gaming machines are likely in the future. These gentlemen have a plan for
the training of employees, and they also have had past experience with alcohol sales.
Mr. Cooper moved to approve the Beer & Wine Package License as submitted subject to
all final inspections and approval by the appropriate City Officials. Mr. Kendrick
seconded, and the vote was unanimously in favor.
Police Report
Rome Police Major Paul Webber was present and noted there were no incidents to
discuss that occurred at City of Rome alcohol establishments during the past month.
The ACC was updated on the City Commission action regarding Peaches, 325 Broad
Street. At the August 15, 2022, Alcohol Control Commission, following a license
hearing, the recommendation to the City Commission was that the alcohol and
entertainment license be suspended at that location for 2 weeks. The City Commission
ultimately imposed a 4-week suspension for the license at Peaches. This 4-week
suspension period ends on Monday, September 19th.
