Welcome and Introduction of Visitors
Chair Abney welcomed the public to the meeting and requested that all visitors sign in.
Approval of Minutes from July 2022 Meeting
Burkhalter made a motion to approve the July 2022 minutes, which was seconded by Clonts.
The motion passed by common consent.
Approval/Modification of Agenda
Clonts made a motion to approve the agenda, which was seconded by Burkhalter.

ROME/FLOYD ZONING VARIANCE APPLICATIONS:
BOA22-07-02, for the property at 529 E. 2nd Avenue and 0 Riverbend Drive, Rome, GA 30161, Floyd County Tax Parcels J14F107
and J14F106, zoned Community Commercial, requests a variance to be able to encroach upon the river buffer to the extent of
the previous development.
Planning Director Newell presented the application, staff report, and staff recommendation of denial. Chair Abney opened the
public hearing. Chuck Hardin was present to speak in favor of the application. He requested to submit a plat to the committee.
Lambert made a motion to approve the submission. Clonts seconded. Ron Miller spoke in opposition to the application. He
requested to submit a letter to the committee. Lambert made a motion to accept the letter. Williamson seconded. Miller was
concerned about gas leaks caused by the proposed gas tanks. He also voiced concerns that the new proposed building may be
developed closer to the river than the previous building. Chuck Hardin rebutted and explained his submitted plat. Chair Abney
closed the public hearing and opened the floor for discussion amongst the voting members. Clonts had questions about

stormwater retention. Abney asked if the variance is not approved, what will the gas station look like. Patel, the owner
answered. Clonts made a motion to deny as submitted, which was seconded by Williamson. The motion passed 3-2.

BOA22-07-03, for the property at 2781, 0, and 2524 N. Broad Street, Rome, GA 30161, Floyd County Tax Parcels K12Y028,
K13Y066, and K13Y066A, being requested to be rezoned from Suburban Residential to High Density Traditional Residential,
requests variances to reduce the road frontage and lot width from 60 feet to 45 feet for lots 1 – 13 and 65 – 131, reduce the
road frontage and lot width from 60 feet to 48 feet for lots 50 – 56, reduce the road frontage and lot width from 60 feet to 50
feet for lots 58 – 64.
Planning Director presented the application, staff report, and staff recommendation of approval as submitted. Chair Abney
opened the public hearing. Walt Busby was present to speak in favor of the application. Sam Evans spoke in opposition for
himself and the adjacent neighborhood. Evans requested to submit a signed petition to the committee. Lambert made a motion
to accept. Clonts seconded. They expressed concerns about the existing road infrastructure and capacity. Chair Abney closed
the public hearing and opened the floor for discussion amongst the voting members. Clonts made a motion to approve as
submitted. No one seconded. Williamson made a motion to deny. Lambert seconded. The motion passed 3-2.

BOA22-07-08, for the property at 707 E. 2nd Ave., Floyd County Tax Parcel J14F175, zoned Multifamily Residential, requests
variances to reduce the front setback along Park Ct. from twenty feet to four feet, to reduce the landscape strip requirement to
two feet, to reduce the side setback that intersects with the frontage along Park Court to 10 feet and to reduce the landscape
strip to two feet.
Planning Director Newell presented the application, staff report, and staff recommendation of approval as submitted. Chair
Abney opened the public hearing. The developer of the proposed project spoke in favor. He requested to submit pictures of the
development to the committee. Lambert made a motion to approve submission. Williamson seconded. No one spoke in
opposition. Chair Abney closed the public hearing and opened the floor for discussion amongst the voting members. Burkhalter
made a motion to approve which was seconded by Clonts. The motion passed 5-0.

being zoned Suburban Residential (S-R), requests to reduce the road frontage requirement for parcel L14X090 to 79 feet.,
reduce the front, side, and rear setbacks to five feet for parcel L14X087.

the public hearing. Gabe Freeman spoke in favor. The adjacent neighbor spoke in favor. No one spoke in opposition. Chair
Abney closed the public hearing and opened the floor for discussion amongst the voting members. Lambert made a motion to
approve. Seconded by Williamson. The motion passed 5-0.
