Welcome and Introduction of Visitors
Clonts welcomed the public to the meeting and requested that all visitors sign in.
Approval of Minutes from May 2024 Meeting
Brown made a motion to approve the May 2024 minutes, which was seconded by Lignell.
The motion passed by common consent.
Approval/Modification of Agenda
There were no modifications to the agenda. The agenda was approved by common consent.
ROME/FLOYD ZONING VARIANCE APPLICATIONS:
BOA24-06-01, for the property at 0 Callier Springs Rd., Rome, GA 30162, Floyd County Tax Parcels K15X262 and portions of
K15X259, K15X264 and K14Z001, is currently requesting to rezone from Multifamily Residential (M-R) to Suburban Residential
(S-R), requests to reduce the lot width requirement from 60’ to 52’, to reduce the front setback from 25’ to 20’, and to reduce
the side setbacks from 7’ to 6’.
Director Wood presented the application, staff report, and staff recommendation. Chair Clonts opened the public hearing.
Kenneth Wood and Jimmy Byars were present to speak in favor of the application and to answer any questions. Kenneth Wood
brought handouts for review. Brown motioned to accept the handouts for review, which was seconded by Lignell.
No one was present to speak in opposition.

Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members. Johnson made a
motion to approve on the following conditions: (1) that the approval be limited to the proposed 465 single-homes and (2) that
the final design includes the pocket park, courtyards, and trails/river access included on the site plan, spread amongst the
homes and various phases of development, which was seconded by Brown. The motion passed 5-0.

BOA24-06-05, for the property at 414 Kasonawich Rd., Rome, GA 30161, Floyd County Tax Parcel L13X130, being zoned
Agricultural Residential (A-R), requests to subdivide applicant parcel to create an additional parcel with 0’ of road frontage.
Director Wood presented the application, staff report, and staff recommendation. Chair Clonts opened the public hearing.
Michael Miller was present to speak in favor of the application and to answer any questions. They would like to be able to sell
the home on the property but are unable to do so until the property has been divided. He would like to build a house on the
property as well, but it needs to be split before he can do so.
Daniel Hester, Ron Roach and Sheri Arnold were present to speak in opposition. Concerns mentioned include the easement
across property and opening this up to other people accessing it, as well as upkeep of the road since there are no county
services for the road and it is privately maintained.
Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members. Johnson made a
motion to deny, which was seconded by Brown. The motion passed 5-0.

Commercial (C-C), requests to reduce the front setback from 20’ to 0’, and to reduce the eastern side setback from 15’ to 0’.
Director Wood presented the application, staff report, and staff recommendation. Chair Clonts opened the public hearing.
Jose Criollo was present to speak in favor of the application and to answer any questions. They would like to have a shaded area
for the children to be outside. Chair Clonts recused himself from the vote. He discussed the project and improvements they
want to make.
No one was present to speak in opposition.
Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members. Lignell made a motion
to approve on condition that they remove the existing fences, add landscape buffer between property and the road, and that
they install a decorative metal fence, which was seconded by Harris. The motion passed 4-0.

Erica Pooler was present to speak in favor of the application and to answer any questions. She would like to keep the duplex
and rehab it.
No one was present to speak in opposition.
Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members. Clonts made a motion
to deny without prejudice, which was seconded by Johnson. The motion passed 5-0.

Timothy McConnell was present to speak in favor of the application and to answer any questions. They would like to be able to
build a new shop for the company to keep the trucks covered, will have drive through bays so there will be no need to back out.
No one was present to speak in opposition.
Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members. Brown made a motion
to approve, which was seconded by Johnson. The motion passed 5-0.
