Welcome and Introduction of Visitors
Clonts welcomed the public to the meeting and requested that all visitors sign in.
Approval of Minutes from August 2024 Meeting
Brown made a motion to approve the August 2024 minutes, which was seconded by Johnson.
The motion passed by common consent.
Approval/Modification of Agenda
Staff requested to modify the agenda to remove BOA24-10-03: 4392 Calhoun Hwy. The modified agenda
was approved by common consent.

ROME/FLOYD ZONING VARIANCE APPLICATIONS:
BOA24-10-05, for the property at 196 North Ave., 201 North Ave. (0 North Ave. as listed on the Parcel
Viewer), 203 North Ave. (0 North Ave. as listed on the Parcel Viewer), and 205 North Ave. (0 North Ave.
as listed on the Parcel Viewer), Rome, GA 30161, Floyd County Tax Parcels J13W250A, J13W250, and
J13W249, being zoned Light Industrial (L-I), Community Commercial (C-C) and Light Industrial (L-I),
requests to eliminate parking requirements for all parcels, to reduce front landscape requirement for all
parcels from 20’ to 0’, to reduce side yard requirements from 5’ to 0’ for all parcels, to reduce the
southeastern side setback from 20’ to 0’ on parcel J13W249, to reduce the rear setback from 30’ to 0’ on
parcel J13W250, to eliminate the buffer requirement on parcels J13W249 and J13W250A, to reduce the
side setback from 20’ to 10’ on parcel J13W250A, to reduce the northwestern side setback from 20’ to 0’
for parcel J13W249, to reduce the southeastern side setback from 15’ to 0’ for parcel J13W250, to reduce
the front setback from 40’ to 15’ on parcels J13W250A and J13W249, and to reduce the front setback
from 20’ to 15’ on parcel J13W250.
Director Wood presented the application, staff report, and staff recommendation. Chair Clonts opened
the public hearing.
Nathan Roberts and Sam Baltzer were present to speak in favor of the application and to answer any
questions. Mr. Roberts noted that someone has expressed interest in 201 North Ave. Mr. Baltzer
expressed that the main concerns were for 201, 203 and 205 North Ave to be developed as warehouse
space and that they were not as concerned with 196 North Ave.
Nathan Roberts brought documents for review. Brown made a motion to accept the documents, which
was seconded by Lignell.
Mr. Roberts went over the documents which included photos, buildouts and landscaping.
No one was present to speak in opposition.
Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members.
Brown made a motion to approve the above listed variances requested for Floyd County Tax Parcels
J13W249 and J13W250 and to deny/reject the variances requested for Floyd County Tax Parcel
J13W250A. The intent of the variances listed above is to allow for the renovation of the existing
buildings within their existing respective footprints only. In rejecting all variances requested for Floyd
County Tax Parcel J13W250A, the parcel and all development contained thereon must be brought into
conformity with the Unified Land Development Code, which was seconded by Lignell. The motion
passed by a vote of 4-0.

being zoned Suburban Residential (S-R), requests to construct an accessory building closer to the right-of-
way than the principal structure.
Director Wood presented the application, staff report, and staff recommendation. Chair Clonts opened
the public hearing.

Johnson made a motion to approve, which was seconded by Brown. The motion passed 4-0.

being zoned High Density Traditional Residential (H-T-R), requests to reduce the front setback along
Willow St. from 20’ to 2’.
Director Wood presented the application, staff report, and staff recommendation. Chair Clonts opened
the public hearing.
No one was present to speak in favor of the application.
No one was present to speak in opposition.
Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members.
Brown made a motion to approve the project as submitted on the condition that the approval is limited
to a deck, porch, or other non-enclosed, non-heated/cooled addition, which was seconded by Johnson.
The motion passed 4-0.

BOA24-10-04, for the property at 124 Eden Valley Rd., Rome, GA 30161, Floyd County Tax Parcel I16W150,
being zoned Suburban Residential (S-R), requests to construct an accessory structure without a principal
structure.
Director Wood presented the application, staff report, and staff recommendation. Chair Clonts opened
the public hearing.
Daniel Cardenas was present to speak in favor of the application and to answer any questions regarding
the application. He was told it was a commercial property and intends to construct a 6,000 sq. ft.
building with an 8,400 sq. ft. asphalt pad.
No one was present to speak in opposition.
Chair Clonts closed the public hearing and opened the floor for discussion amongst the voting members.
Since the property is in the Flood Plain, voting members had concerns about the base flood elevation
and runoff concerns and that this was a primary/permanent structure not an accessory structure.
Lignell made a motion to deny, which was seconded by Brown. The motion passed 4-0.
