With the PowerPoint presentation completed and brief discussion by the City Commission, it was determined that an Executive Session was now appropriate. Executive Session No. 1 Commissioner Bojo moved for the City of Rome to proceed to an Executive Session. Commissioner Askew seconded, and the vote was unanimously in favor at 9: 15 a.m. At 10:55 a.m., Commissioner Bojo moved to exit Executive Session and return to the Special Called Meeting. Commissioner Stevenson seconded, and the vote was unanimously in favor. Mayor McDaniel reported that, during the Executive Session, the City Commission received a litigation update. No action was taken. Water Filter Plant Upgrades Commissioner Bojo moved to approve the recommendation made at the October 7, 2021, Water and Sewer Committee meeting. This motion is as follows: To adopt a recommendation made by the Water and Sewer Committee that based upon the P!LOT Study and testing overseen by Insite Engineering and presented in its report, that the City of Rome replace the existing process treatment facility and trains at the Hamler Water Treatment Facility with disc-filter pre-treatment followed by closed circuit reverse osmosis operating at a minimum 90% recovery rate. The estimated cost of this new process is $161M, and with the upgrade to the Etowah Pump Station and Pumping to the Hamler Water Treatment Facility being approximately $1BM; the City of Rome will move forward with the Etowah upgrade and the Water Treatment Facility upgrade. Commissioner Stevenson seconded the motion, and the vote was unanimously in favor. ARPA Proiect Discussion City Manager Rich stated the City Commission now needs to discuss possible projects for ARP A Funding.
