ROME CITY COMMISSION Monday, November 14, 2022 The Rome City Commission met at 6:30 p.m. this date in the City Commission Chambers of City Hall, 601 Broad Street. Mayor Stevenson presided with Mayor Pro Tem Cochran and Commissioners Bojo, Beeman, Quick, Askew, Collins, Doss, and McDaniel present. Commissioner McDaniel opened the meeting with prayer and led in the salute to the flag. Minutes – October 24, 2022 The Minutes of the October 24, 2022, meeting, as submitted in writing by the Secretary, were approved by unanimous consent. National Hospice and Palliative Care Month Mayor Stevenson noted that a proclamation has been prepared in recognition of National Hospice and Palliative Care Month. There was no one present to receive the proclamation. Annexation, Rezonings/Special Use Permits – First Reading Secretary Smith announced that the following annexation and rezoning/special use permit requests were being placed on first reading: a) A22-11-01 Request to annex a portion of the property located at 1225 Horseleg Creek Road; Floyd County Tax Parcel I14Y-012, zoned Suburban Residential (No Change). (Planning Commission recommends approval, 6-0). b) Z/SUP22-11-04 – Request to rezone property located on Three Mile Road. Floyd County Tax Parcel J12X-019C, from Multi-Family Residential to Agriculture Residential and request a special use permit to hot farm/agriculture related events. (Planning Commission recommend approval, 6-0). c) Z/SUP22-05 – Request to rezone a portion of the property located at 2770 Martha Berry Hwy; Floyd County Tax Parcel J12X-019, from Community Commercial to Agricultural Residential and a special use permit to hot farm/agriculture related events; (Planning Commission recommends approval, 6-0). A public hearing for these matters, is scheduled for the November 28th City Commission meeting. Election Results Secretary Smith announced that the results from the November 8, 2022, election were in hand. While this was not a normal City of Rome election year, an election was held to fill the vacant seat on the Rome Board of Education. This vacancy occurred due to the resignation of John Uldrick. The winner of this 2022 election will fill the remaining three years of Mr. Uldrick's term. 1 The results are as follows: Toni Blanchard 4753 Jenny Carpenter 1853 Ronnie D. Roach 1204 Douglas Whatley Jr. 1181 Mr. Blanchard was elected. As briefly discussed in Caucus prior to tonight’s meeting, this election was conducted under the direction of the new five member Floyd Election Board. The new Election Superintendent, Akyn Bailey, was involved with the election as was the outgoing Interim Election Superintendent, Pete McDonald. County wide results were tabulated and announced by approximately 9:00 p.m. on the night of the election. Thanksgiving Day Holiday City Manager Rich announced that City offices will be closed on Thursday, November 24th and Friday, November 25th in observance of the Thanksgiving holiday. Garbage routes will be amended next week, and the Walker Mountain Landfill will be closed on Thanksgiving and will reopen on Friday, November 25th. Rome/Floyd Development Authority Mayor Stevenson announced the Rome/Floyd Development Authority will meet on Tuesday, November 15th at 10:00 a.m. at the Manis Business Center. Called City/County Commission Meeting Mayor Stevenson announced that there will be a called Joint Rome/Cave Spring/Floyd County Commission meeting on Tuesday, November 15th at 2:00 p.m. at the Forum. The purpose of this meeting is to approve documents associated with the 2022 Local Option Sales Tax Agreement. City Commission Planning Retreat Mayor Stevenson announced that there will be a City Commission Planning Retreat on Friday, November 18th beginning at 8:15 a.m. This meeting will be held at the Hawthorne Suites hotel. Finance Committee Mayor Pro Tem Cochran announced that the Finance Committee meeting scheduled for Wednesday, November 16th has been rescheduled to Wednesday, November 30th at 10:30 a.m. in the Sam King Room. Transportation Policy Committee Commissioner Bojo announced that the Transportation Policy Committee will meet on Wednesday, November 16th at 10:00 a.m. in the Carnegie Training Room. Alcohol Control Commission Commissioner Beeman announced that the Alcohol Control Commission will meet on Monday, November 21st at 5:00 p.m. in the Commission Chambers. 2 Historic Preservation Committee Commissioner Beeman announced that the Historic Preservation Committee will meet on Wednesday, November 16th at 2:30 p.m. in the Sam King Room. Keep Rome/Floyd Beautiful Commission Commissioner Beeman announced that the Keep Rome/Floyd Beautiful Commission meeting scheduled for Monday, November 28th has been rescheduled to Monday, November 21st at 4:00 p.m. at the ECO Center. Library Board Commissioner Beeman announced that the Library Board will meet on Thursday, November 17th at 4:00 p.m. at the Rome-Floyd County Library. Tourism Committee Commissioner Doss announced that the Tourism Committee will meet on Wednesday, November 16th at 11:45 a.m. at the Rome Area History Center. Public Safety Committee Commissioner Askew announced that the Public Safety Committee meeting scheduled for Tuesday, November 15th has been cancelled. Recycling Center Deficit Invoices Commissioner Askew moved to approve payment of the third quarter deficit invoice for the operation of the Recycling Center. The amount due is $88,638.09. This amount will be split three ways with each of the three entities – City of Rome, Floyd County Commission, and the Solid Waste Commission paying $29,546.03. Commissioner Doss seconded the motion, and the vote was unanimously in favor. Solid Waste Commission Commissioner Askew announced that the Solid Waste Commission will meet on Tuesday, November 22nd at 8:30 a.m. in the Sam King Room. Pension Committee Commissioner Collins announced that the Pension Committee will meet on Thursday, November 17th at 11:00 a.m. in the Carnegie Training Room. This will be the annual meeting for the Pension Committee. Rome/Floyd Parks and Recreation Commissioner McDaniel announced that the Rome/Floyd Parks and Recreation Board will meet on Tuesday, November 15th at 12:00 p.m. at the Gilbreath Center.
