City of Rome CALLED FINANCE COMMITTEE MEETING July 10, 2023 PRESENT: Committee Chairman Bill Collins City Commissioner Craig McDaniel City Commissioner Jamie Doss City Manager Sammy Rich Assistant City Manager Meredith Ulmer Finance Director Toni Rhinehart Assistant Finance Director Kraig Ingalsbe Recording Secretary Vicki Blair Guests: Greg Studdard, Rome City Schools Finance Director Joe Smith, City Clerk Mary Hardin Thornton, City Project Manager Kelley Parker, Assistant to City Manager Doug Walker, Public Relations Committee Chairman Collins called the meeting to order and turned the meeting over to City Manager Sammy Rich who stated the purpose of the called meeting was to discuss the millage rate for the upcoming year. Ms. Rhinehart presented several rollback options for the setting of the 2023 millage rate. Staff recommendation is to rollback City M&O from 8.0 to 7.8, Capital Tax from 1.826 to 1.8 and School M&O from 17.250 to 16.850. After much discussion, a motion was made to recommend the new rates to the full commission. The motion was seconded with all in agreement. The first of three public hearings will be held July 10th at the regular City Commission meeting. The second meeting will be held Thursday, July 20th at 10am at a special called meeting and the third and final will be held Monday, July 24th at the regular City Commission meeting.
