CITY OF ROME HISTORIC PRESERVATION COMMISSION Action Summary June 16, 2020 Sam King Room I. CALL TO ORDER: 1. Determination of Quorum PRESENT: PUBLIC: Paula Blalock Mandy Maloney Doug Walker - Media Beth Dunay David Clonts Bill Jones Mary Sib Banks Brandie Townsend Diane Toole – WLA Studio STAFF: Brittany Griffin, Associate Planner Art Newell, Planning Director Brice Wood, Senior Planner James Martin, Building Official Jamie Doss, Ex-Officio Frank Beacham, HPC Legal Jordan Allen, GIS Technician II. NEW BUSINESS – PUBLIC HEARINGS: 1. CONSIDERATION OF APPLICATIONS FOR CERTIFICATES OF APPROPRIATNESS785-21; 411 E 3rd Street Between the Rivers Historic District Request: Rear addition Chairwoman Dunay introduced the application to the commission and opened the public hearing. Bill Jones, Agent, and architect on behalf of the property owners, spoke to the application. Associate Planner Griffin presented the staff report. There was no additional impute from the Building Official regarding the application and staff report. Chairwoman Dunay closed the public hearing. The commission deliberated amongst themselves. Commission member Clonts questioned the use of standing seam roof. Bill jones stated that the standing seam metal roof was the best materiality choice for the pitch. There were no other comments from the commission. Motion to approve by Maloney. Second by Banks. Motion carried with a 6-0 vote. Davidson was absent. III. OLD BUSINESS: 1. Approval of minutes from May 2021: Motion to Approve by Banks. Second by Clonts. Motion carried unanimously. 2. Grant Update – WLA Studio: Debbie Toole, Architectural Historian from WLA Studio, was present to discuss the resurvey of the Between the Rivers Historic District. Toole stated that she will be updating the 1998 survey of the Between the Rivers Historic District – this resurvey will include all buildings and structures pre-1980. Toole started the survey process on 06/16/20221 – 25% of the survey is due 07/15/2021. The re-survey will also include all changes to previously surveyed properties. A survey report will be produced and submitted to HPD for approval.  3. Atlanta Preservation Center Summer Retreat – The Rome HPC has been invited to the Atlanta Preservation Center for a summer retreat. The date is July 24th. More information to follow. 4. SHPO 4 Year Review: SHPO has contacted Associate Planner Griffin regarding the 4-year CLG review. Griffin has till July 31st to submit all required materials. More information to follow. IV. ADJOURN Motion to adjourn by Maloney. Second by Clonts. Motion carried unanimously. The meeting adjourned at 3:45pm. Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting will be July21, 2021, at 2:30 PM in the Sam King Room located in City Hall at 607 Broad Street.
