Clonts was elected as chair with 6-0 vote. Townsend was elected as vice chair with 6-0. Motion carries. Agenda and last months minutes were approved by common consent. CITY OF ROME CERTIFICATE OF APPROPRIATENESS APPLICATIONS: COA –793-22: 520 Broad Street The proposal on the COA Application is to replace the transom window on the front facade. The existing transom window is made of small glass panels held together with lead framing. The transom window frame has deteriorated and allowed water damage inside the building to wood and drywall. The proposed replacement is a double pane frosted glass transom window. Chair Clonts opened the public hearing. Planner Kayla Schaaf presented the facts and the application to the Commission and the public. 1 In Favor: Will Penson spoke in favor of the application. Against: No one spoke in opposition Staff recommended denial. Denial of the application will result in replication of the existing window, to the best of the owner’s ability. However, staff has concerns about how the small panels within the window frame will hold up during repairs. Therefore, replication of the window is recommended with in kind and quality materials to match the existing window. Chair Clonts closed the public hearing and opened it up for Commission comments. The committee discussed amongst each other. Maloney mentioned an awning to protect the window. Clonts discussed reinforcement options and the possibility of placing a pane of glass over the existing window to preserve and keep water out. Maloney made a motion to either repair the window or preserve the window in glass to prevent further water damage. Blalock seconded. Motion carried 6-0. Approval of minutes from December 2021 2. First Draft of the Between the Rivers updated Survey and History Report. 3. North Rome Historic District – East of Broad: Calhoun/Kingston, West of Broad: Cothransboro/Blossom Hill. $30,000 budgeted by City for consultant hiring. 4. January 27th Event – 11:30 at the Clocktower. Flyer attached. Budget: $900 – This includes a 5-piece brass band, Top and tail costume rental, invitation printing, cocoa catering, and cupcakes. 5. Intern, Sydney Pledger – 2022 Education Campaign, Budget: $1,014.50 6. Annual Planning event date to be scheduled for early February. Lunch to be provided; need at least 2 hours. ADJOURNMENT: Motion to adjourn by Clonts. Second by Hager. Motion carried unanimously. The meeting adjourned at 3:05pm.
