CITY OF ROME HISTORIC PRESERVATION COMMISSION Agenda March 2022 Sam King Room I. WELCOME OF PUBLIC AND SIGN IN Clonts convened the meeting at 2:30 pm. II. CALL TO ORDER: 1. Approval of Agenda Griffin stated that 797-22 needed to be removed from the agenda. Motion by Dunay to remove 797-22 from the agenda and approve amended agenda. Second by Maloney. Motion approved. Common Consent. III. NEW BUSINESS – PUBLIC HEARINGS: 1. CONSIDERATION OF APPLICATIONS FOR CERTIFICATES OF APPROPRIATNESS COA794-22: 304 Glenn Milner Between the Rivers Historic District The proposal on the COA Application is requesting exterior modifications and make exterior cosmetic changes. The applicant has requested the addition of three windows 50” x 7” in store front materials, by removing the brick infill in the two front windows, and replacing with same storefront glass, restore the front awning and add awning over new windows, as well as paint brick white with approved lime base paint and trim black. Chair Clonts requested himself as he is the general contractor on the project. Beth Dunay led the meeting. Dunay opened the public hearing. Griffin presented the facts and the application to the Commission and the public. In Favor: David Clonts, Peter Webster, ad Holly Lynch spoke in favor of the application. Webster submitted a letter from the potential tenant to the commission for review. Motion to accept by Maloney. Second by Blalock. Motion approved. Common consent. Against: No one spoke in opposition. Dunay closed the public hearing and opened it up for Commission comments. The committee discussed amongst each other. Blalock expressed concern regarding the painting of brick and the loss of historic fabric from painting. Townsend motion to approve with the following conditions: 1. The sign is not a ghost sign due to age and may be modified, removed, or covered; and 2. Removal of the sign is not to be by sand blasting. Hager seconded. Motion carried 4-1-1. COA795-22: 800 Darlington Way East Rome Historic District The proposal on the COA Application is requesting an exterior restoration, as well as a curb-cut for off-street parking. . Additionally, the applicant has requested: wood siding that will be repaired or replaced with the same and painted white, wood shutters will be installed and painted black, brick steps will be constructed at the front and front side porch, the rear porch steps will remain wood and will be painted gray, railings will be refurbished, reinstalled, and painted white, windows will be reglazed and painted with powder coated white storm windows, front door will be painted blue, porch ceiling will be painted (haint) blue. Griffin presented the facts and the application to the commission and the public. In Favor: David Clonts, the property owner spoke in favor. Clonts had to recuse himself from the meeting due to being the property owner. Against: No one spoke in opposition. Dunay closed the public hearing and opened it up for Commission comments. The committee discussed amongst each other. The commission discussed trees on Darlington Way. Staff is working to install trees in the PROW along Darlington Way. Motion to approve as submitted by Maloney. Second by Dunay. Motion carried 5-0-1. COA796.22: 202 East 4th Avenue Between the Rivers Historic District The proposal on the COA Application is requesting to use galvanized metal as a ceiling covering for the 1st and 2nd floor porch ceilings, to use metal as ceiling covering for the side porches, and to use braided wire cable as porch railing. Griffin presented the facts and the application to the commission and the public. In Favor: Jason Free, Julie Free Against: No one spoke in opposition. Chair Clonts closed the public hearing and opened it up for Commission comments. The committee discussed amongst each other. He committee discussed the ceiling gutter systems, and railings in depth. Maloney recommended approval of the submission on the following conditions: 1. Approval of the galvanized metal ceiling on the 1st and 2nd floor front porch ceilings on the condition that they are clad in an appropriate materiality to match the third-floor ceiling, 2. Approval of galvanized ceiling on side porches, 3. Approval of braided metal cable on side porches only. Second by Dunay. Motion carried 5-0. Hager left the meeting before the vote. COA797.22: 520 Broad Street Between the Rivers Historic District IV. OLD BUSINESS: 1. Approval of minutes from January 2022. Motion by Maloney, Second by Dunay. Motion approved. Common consent. V. ADJOURNMENT Motion to adjourn by Maloney. Second by Blalock. Motion carried unanimously. The meeting adjourned at 3:45pm. Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting will be Wednesday, April 20, 2022, at 2:30 PM in the Sam King Room located in City Hall at 607 Broad Street.
