Box 1433 ● Rome, Georgia 30162-1433 ● 706-236-5025 Rome-Floyd Historic Preservation Commission Meeting Minutes Location: City Hall Sam King Room and Zoom Date: Wednesday, October 18, 2023 Time: 2:30 PM PLEASE REFER TO THE VIDEO RECORDING FOR FULL DETAIL OF THE MEETING CALL TO ORDER Convened: 2:35 p.m. by Chair Clonts Determination of Quorum (4 of 7 needed) P – Present MEMBER Notes STAFF A – Absent Z – Zoom P Cameron Abney P Frank Beacham - City Atty A Paula Blalock P Doug Walker, City of Rome P Logan Boss P James Martin – Building Official P David Clonts Chair P Meredith Ulmer – Asst City Manager P Jake Hager P Elaina Beeman – City Commissioner P Brice Wood – Planning Director P Julia Harris – HPC/Associate Planner P Michelle Kite – Planning Technician Public (from the sign-in sheet): Ira Levy, Sam Moss, Bill Jones, Emily Holcombe Welcome and Introduction of Visitors Chair Clonts welcomed the public to the meeting and requested that all visitors sign in. Approval of October 2023 Agenda Hager made a motion to approve, which was seconded by Abney. The agenda was approved by common consent. Approval of Minutes from August 2023 Hager made a motion to approve, which was seconded by Boss. The minutes were approved by common consent. CITY OF ROME CERTIFICATE OF APPROPRIATENESS APPLICATIONS: COA819-23: 312 E 3rd Street Between the Rivers Historic District HPC/Associate Planner Harris presented the staff report and the application to the Commission and the public. Chair Clonts opened the public hearing. Bill Jones spoke in favor of the application. He did not have any additional information to add but was available to answer any questions. No one was present to speak in opposition. Chair Clonts closed the public hearing and opened it up for Commission comments. 1 Boss made the motion to approve the request and Hager seconded. The motion passed 4-0. MEMBER MEMBER M – Motion F – For A – Against S – Second AB – Abstained F Cameron Abney F David Clonts Paula Blalock S Jake Hager M Logan Boss COA820-23: 200 E 4th Ave. Between the Rivers Historic District HPC/Associate Planner Harris presented the staff report and the application to the Commission and the public. Chair Clonts opened the public hearing. Emily Holcombe was present to speak on behalf of the application. She discussed the project request for the pool and fence and was available to answer any questions. No one was present to speak in opposition. Chair Clonts closed the public hearing and opened it up for Commission comments. Hager made the motion to approve the request and Boss seconded. The motion passed 4-0. MEMBER MEMBER M – Motion F – For A – Against S – Second AB – Abstained F Cameron Abney F David Clonts Paula Blalock M Jake Hager S Logan Boss OLD BUSINESS: HPC/Associate Planner Harris provided an update on number of Admin Approvals from August (2), September (6) and October (7). She also provided an update on the North Rome Grant Project Community Kickoff event that was held on 10/3/2023. The Landmarking Committee update included the selection of two site for 2023: Thankful Missionary Baptist and St. Mary’s Catholic. ADJOURNMENT: Boss made a motion to adjourn, which was seconded by Hager. The meeting adjourned at 2:57 pm by common consent. Next Public meeting of the Historic Preservation Commission: There will not be a meeting in November. The next regular monthly meeting will be Wednesday, December 20, 2023, at 2:30 pm, in the Sam King Room in City Hall, 601 Broad Street.
