A quorum was established. Approval of Minutes: Mathis asked for any corrections to the August minutes. J.R. Davis motioned to approve the minutes, which was seconded by LaDonna Collins. Motion carried. Meeting Program: Allie Jett of Jett Law Firm was the guest speaker for the meeting program. Jett is an expert in Judicial Tax Foreclosure and title clearance issues. Jett gave a presentation and led a discussion on the Tax Foreclosure process in Georgia. Executive Session- Property Purchase Requests: Once Jett was finished, Mathis stated it was necessary to enter Executive Session being that three guests were in attendance. The guests were asked to briefly step out so that the two property purchase requests could be discussed. They were told they could rejoin once Executive Session had finished. At 9:40 AM, Lowery May motioned to enter Executive Session in order to discuss property purchase requests for 0 Smith Avenue, which was seconded by David Clonts. Motion carried. The guests left the room. Discussion was had. At 9:50 AM, Davis motioned to adjourn Executive Session, which was seconded by Clonts. Motion carried. The guests rejoined the meeting. During Executive Session, Amanda Carter presented two properties for acquisition through the Land Bank Authority. The applications were discussed, and the outcome is listed as follows: • 0 Smith Avenue (I16X039) At the previous Board Meeting, the Board authorized staff to propose an offer of $1,250.00 for parcel I16X038 located at 0 Smith Avenue to Kevin and Carson Brimley. The Bilbreys were willing to make the  proposed offer. The Bilbreys then made an offer of $500.00 for adjacent parcel I16X039 located at 0 Smith Avenue. The lot would increase their property size and would be kept wooded for vegetation and wildlife. The Board acted as follows: o Davis motioned to accept Kevin and Carson Bilbrey’s offer of $1,250.00 for parcel I16X038 and an additional $500.00 for parcel I16X039, subject to conveyance from Floyd County, which was seconded by Clonts. Motion carried. • 0 Miller Mountain Road (H19129) At the previous Board Meeting, the Board authorized staff to counteroffer Douglas and Sue Howell with a price of $2,500.00 for parcel H19129. The Howells countered back with an offer of $500.00. The Board acted as follows: o Brock moved to accept the Howell’s counteroffer of $500.00, but no second was given. Motion denied. Tabled for another discussion. Other Business: The next regular meeting is scheduled for Friday, October 7, 2022, at 8:30 AM.
