Welcome and Call to order:
Chairman David Mathis called the meeting to order at 8:33 AM. A quorum was established.
Approval of Minutes:
Mathis asked for any corrections to the October minutes. Harry Brock motioned to approve the minutes, which
was seconded by David Clonts. Motion carried.
Action Items:
Entering Executive Session was unnecessary for the following requests. The following applications were
presented for property acquisition through the Land Bank Authority (LBA). After discussion, the outcomes are
listed as follows:
• 0 Presley Street (H13I195)
The Board reviewed an application submitted for the purchase of a County-owned lot located at 0
Presley Street. John Aceto made an offer of $2,000 for Parcel H13I195. The lot is 0.83 acres, zoned L-
T-R and has a total value of $4,407. Aceto is an adjacent property owner and part of his fence is on
this parcel. Aceto’s intends to purchase the lot, clear title, maintain it and potentially put down a shed.
After discussion, the Board acted as follows:
o Lowery May motioned to accept John Aceto’s offer of $2,000 for parcel H13I195, subject to
conveyance from Floyd County, which was seconded by Brock. Motion carried.
• 410 Hardy Avenue (I14W330) & 412 Hardy Avenue (I14W331)
The Board reviewed an application submitted for the purchase of two LBA-owned lots located at 410
Hardy Avenue and 412 Hardy Avenue. WJP Rentals, LLC (Will Pinson) made an offer of $26,500 for
parcels I14W330 and I14W331. The Board had previously agreed to put the lots up for sale at $15,000
each. Information regarding the lots was posted on Facebook. Physical signs were placed on the lots
themselves. Each lot is 0.17 acres and zoned H-T-R. They both have clear title and are valued at
$8,000 apiece. WJP Rentals intends to build a single-family home per lot. They would be three bed-two
bath, 1,300-14,00 sq ft and either cottage or craftsmen style. After discussion, the Board acted as
follows:
o Brock motioned to accept the $26,500 offer from WJP Rentals, LLC for parcels I14W330 and
I14W331, which was seconded by Clonts. Motion carried.
Discussion Item:
Discussion was had about Amanda Carter and City Manager Sammy Rich’s recent meeting with South Rome
Alliance (SRA). SRA is going through a transition period as an organization so they asked if the LBA would be
interested in taking all their properties. They provided Carter with a partial list of their properties. Carter told
them she would need to bring the matter up with the LBA Board before committing. Both Staff and the Board
will go through the list and have the chance to visit specific properties of interest. Staff will take pictures of
said properties. Staff will then reach out to SRA and ask for more details before any decisions are made. The
Board will discuss the matter again at the next meeting.

The LBA property bus tour for Board Members/Staff will follow immediately.
The next regular meeting was scheduled for Friday, December 1, 2023, at 8:30 AM.
There being no further business to discuss, the meeting was adjourned at 8:50 AM.
