CALL TO ORDER
Commissioner Cochran called the meeting to order.
REVIEW AND APPROVAL OF MINUTES
The minutes of the October 12th meeting were approved by common consent.
OLD BUSINESS
Stars on Broad
Mr. Jenkins updated the Commissioners on the Stars on Broad request. He noted his
reservations about having a private business having final say who would be honored

with a star. Mr. Rich agreed. Commissioner Bojo agreed saying he would feel more
comfortable if this was under DDA’s control.
Commissioner Bojo moved to deny request at this time. Commissioner Askew seconded.
The motion carried.
West 3rd Development Street and Alley Closure Request
Mr. Carroll reported he received the request for North 4th Avenue, West 2nd St and Bales
Alley from the Impact Rome Development. Impact Rome has purchased a large area
extending from the Marriot to the back of the shops that front on 5th Avenue. They have
a large development plan for that area for have request to close that portion of North 4 th
Avenue that runs southeast form the right-of-way of West 3rd Street and West 2nd Street
to its intersections with North 4th Ave. He added that all the required petitioners from
have been received and everything is in order.
Commissioner Askew moved to approve the request. Commissioner Bojo seconded. The
motion carried.
Request for Speed Hump in the 100 Block of Broad St.
Ms. Lesley presented a request for a speed table from the Cotton Block businesses, that
is spear-headed by the owner of the Herb Shop. She noted that several businesses have
requested some alternative if not the exact speed table installed at the other blocks.
Mr. Carroll noted that the other blocks were longer, so the crossings provided a shorter
distance for pedestrians to go to cross. The crossing on the Cotton Block is much shorter
and the safest crossing, at the signal, takes only 75 seconds longer to reach. He added a
speed hump at that location could also have a negative impact on traffic flow because of
its proximity to the signal. Commissioner Bojo asked how much a speed table would cost
there. Mr. Carroll replied that it would be just under $10,000. Commissioner Bojo asked
if the speed table could be removed if it caused a negative impact. Mr. Carroll said it
could.
Commissioner Bojo moved to install a speed table costing just under $10,000.
Commissioner Askew seconded. The motion carried.
NEW BUSINESS
Capital Budget 2023
Mr. Jenkins presented the proposed Capital Budget for review. He briefly discussed
some of the Public Works Divisions project as well as capital equipment purchases
planned under individual departmental budgets.
