REVIEW OF THE MINUTES No changes to the March 4, 2020 minutes were suggested. The minutes were approved by common consent. FINANCIAL REPORT Mrs. Rhinehart was not present to discuss the financials however did provide the financial reports. OLD BUSINESS 2021 Rate Study Minutes prepared by: Bryan Parris, Customer Service Director Water and Sewer Committee/ Commission Minutes, April 1, 2020 Page 1 of 2 Mr. Hackett stated we are required to conduct a rate study every two years and are due for it now. He stated he thought the recent discussions regarding tap fees and its relation to development would be something to look further into in the rate study. Mr. Hackett suggested we could consider something along the line of the Leak Protection Program we started a few year ago. Develop building and housing stimulus where a yet to be determined fee is added to monthly bills and is set aside in a special account developers could take advantage of. This is a thought to consider as a way of approaching this situation rather than just waiving the tap fees. We can also look into allocating this certain amount into the rate. In the rate study we consider all we need to accomplish to maintain and improve the system and balance that with the affordability of it and still have equity with all rate payers. And really gets to a matter of, are we going to fund it to maintain and improve or to simply maintain the system and fix what breaks. Mr. Hackett said we would look into these options and others in the rate study.
