(Heldenbrand/MacCornack) BACKGROUND: Initiated by: James MacCornack In 2023 the City obtained a grant from FHWA for creation of a Safe Streets 4 All Safety Action Plan. City issued RFP 24-003 and obtained services of Freese & Nichols Inc. to create the Plan. Freese & Nichols has been working on data collection and study since November 2023 and has submitted an Interim Safety Action Plan and identified several possible traffic safety improvement projects. FHWA Safe Streets 4 All funding is also available for implementation of safety improvements identified in the Plan. Freese & Nichols has prepared preliminary cost estimates for several of the identified possible implementation projects. City staff is requesting direction and guidance on possible implementation grant application. FINANCIAL CONSIDERATION Safe Streets 4 All is a federal grant reimbursement program per Notice of Funding Opportunity DOT-OST-2024-01. The minimum project amount that would be considered per the NOFO is $2,500,000 and the maximum is $25,000,000. The program funding is 80% federal grant and requires a 20% non-federal match. Preliminary cost estimates for several possible projects are attached for review and consideration. LEGAL REVIEW: Resolution has been submitted to City Attorney for review. BOARD AND COMMITTEE ACTION: The Infrastructure Committee on 4/15/2024 recommended this item be considered at workshop meeting. STAFF RECOMMENDATION: Consider Resolution 24-21 for support of projects in response to the FHWA Safe Streets 4 All Implementation Grant Notice of Funding Opportunity Attachments DRAFT Resolution 24-21 SS4A ATT 2 - Preliminary Project Cost Estimates Page 3 of 5  RESOLUTION 24-21 A RESOLUTION TO THE UNITED STATES DEPARTMENT OF TRANSPORTATION FOR SAFE STREETS AND ROADS FOR ALL FUNDING WHEREAS, the roadway projects named in this resolution are eligible activities under the USDOT Notice of Funding Opportunity DOT-OST-2024-01; and WHEREAS, the following projects are requested to be considered in the Notice of Funding Opportunity: 1. xxxxxx Project design and construction, 2. xxxxxx Project design and construction, 3. xxxxxx Project design and construction; and WHEREAS, the City of Roswell agrees to provide matching funds at a percentage rate of 20% of the cost of each project; and WHEREAS, the City of Roswell agrees to fund all appropriate ongoing maintenance costs for these roadway projects after construction; and WHEREAS, the City of Roswell supports these projects and desires to receive funding; and WHEREAS, this Resolution is presented at the time of application for USDOT Notice of Funding Opportunity DOT-OST-2024-01. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL AS THE GOVERNING BODY OF THE CITY OF ROSWELL, NEW MEXICO, that: SECTION 1 Be it resolved by the governing body, the City Council of Roswell, New Mexico that subject projects listed above be submitted as applications for FY 2024 Safe Streets and Roads for All Notice of Funding Opportunity to the United States Department of Transportation; and hereby commits to the concept of such projects as listed above and as specified in the project applications.
