CITY OF ROSWELL – COMMISSION ON AGING
MINUTES
October 16, 2013
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through
10-15-4 NMSA 1978 and Resolution 13-16.
Commissioners present: Lynne Ybarra, Bob McCrea, Morgan Nelson, Tom Dunlap. Commissioners absent: Julie
Adams, Charlie Phillips Bonnie Montgomery, and Dusty Huckabee
The meeting was called to order at 3:00 p.m. by Chair Lynne Ybarra at the Chaves County JOY Center.
Commissioners introduced themselves to the guests in attendance.
The September minutes were unanimously approved as posted.
Tom Dunlap introduced Daryl Davenport, the southeast New Mexico representative to the state Advisory Board
to Aging and Long Term Care. He provided a complete oversight into the activities of the Board and how it could
impact southeast New Mexico seniors and persons with disabilities. He is the Board’s first representative from
SENM. He will be a valuable resource for the Commission. We updated Mr. Davenport as to what our primary
concerns were at this time. He will be added to our mailing list.
Gwen Fowler, Administrator of Villa del Rey, was introduced; she informed us of the failure to obtain Medicaid
Waiver funded assisted living services at La Villa. She discussed the apartment options and costs at both
facilities; both are owned and operated by Emeritus.
Tom Dunlap reported that he had sent a letter to Xcel Energy regarding our concerns about the upcoming price
increase, and its effects on seniors in our area. He is awaiting a response.
The November 20th meeting will be held at the Archives Building of the Historical Society of SENM.
The meeting was adjourned at 4:00 p.m.
