Regular Meeting of the Finance Committee Held in the Conference Room at City Hall Thursday, June 7, 2018 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10- 15-4 NMSA 1978 and Resolution 17-49. ROLL CALL The meeting convened at 8:00 a.m. with Chairman Grant presiding; Councilors Henderson and Stubbs being present and Councilor Roebuck being absent. Staff present: Monica Garcia, Elizabeth Gilbert, Chanel Rey, Joe Neeb, Juanita Jennings, Sharon Coll, Frank Montoya, Becky Hicks, Bill Morris, Jim Burress, Deanna Garcia, Steve Miko, Kevin Dillon, Ruben Esquivel, Scott Stark, and Aaron Holloman. Guests present: Alison Penn, Larry Connolly, Jeanine Best, Christine Mann, Angela Moore, Dennis Kintigh, and Rita Kane-Doerhoefer. APPROVAL OF AGENDA Councilor Stubbs moved to approve the June 7, 2018, Finance Committee meeting agenda as presented. Councilor Henderson was the second. A voice vote was unanimous, and the motion passed 3-0 with Councilor Roebuck being absent. APPROVAL OF MINUTES Councilor Stubbs moved to approve the minutes from the May 3, 2018, regular Finance Committee meeting as presented. Councilor Henderson was the second. A voice vote was unanimous, and the motion passed 3-0 with Councilor Roebuck being absent. NON-ACTION ITEMS Informational Reports: Reports were included in the agenda packet. Roswell Hispano Chamber of Commerce Annual Report: Annual report information for the Roswell Hispano Chamber of Commerce was included in the agenda packet. Ms. Mann was present to answer questions. FY2019 Revenue Discussion: The FY2019 Revenue report was handed out by Ms. Garcia at the meeting. Staff was present to answer questions. FY2019 Personnel Discussion: FY2019 reports were handed out by Mr. Neeb at the meeting. Staff was present to answer questions. ACTION ITEMS Request for waiver of all special event fees – Friends of Bitter Lake’s 2018 Dragonfly Festival: Ms. Jennings presented the request for waiver of all special event fees for the Friends of Bitter Lake’s 2018 Dragonfly Festival. The event is scheduled for September 8, 2018 taking place at Bitter Lake National Wildlife Refuge. Councilors Stubbs moved to deny the request for waiver of all special event fees for the Friends of Bitter Lake’s 2018 Dragonfly Festival. Councilor Henderson was the second. A voice vote was unanimous and the motion passed 3-0 with Councilor Roebuck being absent. PUBLIC PARTICIPATION Mr. Connolly expressed his concern with the size of the numbers presented at the meeting. ADJOURN The meeting adjourned at 9:29 a.m.
