Special Finance Committee Meeting City Hall – Large Conference Room 425 N. Richardson Monday, August 15, 2022 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4 NMSA 1978 and Resolution 22-14. ROLL CALL The meeting convened at 4:03 p.m. with Chairman Corn presiding; Councilors Foster and Heldenbrand present, and Councilor Perry being absent. Staff present: Juan Fuentes, Janie Davies, Lorenzo Sanchez, Louis Najar, Robert Glenn, Gabriel Han (via GoToMeeting) Guests present: Mayor Tim Jennings, Councilor Jeanine Best, Councilor Juliana Halverson (via GoToMeeting), Rita Kane-Doerhoefer (via GoToMeeting), Andrea Moore (Chamber of Commerce) APPROVAL OF THE AGENDA Councilor Heldenbrand moved to approve the August 15, 2022 Special Finance Committee meeting agenda as presented. Councilor Foster was the second. A voice vote was as follows: Robert Corn-yes, Ed Heldenbrand-yes, Barry Foster-yes and the motion passed 3-0 with Councilor Perry being absent. ITEMS Finance Reports: Ms. Davies presented information on the City’s current open purchase orders by year, the FY23 Budget Summary, the City’s most recent income statement and balance sheet, and delinquent water bills. Water Department operations and budget status: Staff discussed with Committee members and Councilors the map of water lines, issues with the smart meters, revenues and expenses, water used at the airport, shutting off the water of delinquent accounts, the Road Plan and the Water Masterplan. FOR THE RECORD: Councilor Foster left the meeting at 4:22 p.m. and returned at 4:46 p.m. Wastewater Department operations and budget status: Staff discussed with Committee members and Councilors the Wastewater Treatment Plant Masterplan, issues with the valves, expenses and revenues, funding sources, the rate study currently being conducted for Water/Wastewater/Sanitation, and capital projects. FOR THE RECORD: Councilor Foster left the meeting at 5:22 p.m. PUBLIC PARTICIPATION The upcoming Special Finance Committee meetings for the Sanitation Department and Air Center were discussed.
