Regular Meeting of the General Services Committee Held in the Conference Room at City Hall April 26, 2016 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10- 15-4 NMSA 1978 and Resolution 15-56. ROLL CALL The meeting convened at 8:02 a.m. with Chair Denny presiding and Councilors Henderson and Sandoval present. Councilor Mackey participated by telephone. Staff present: Tim Williams, Jonathan Phillips, Mike Mathews, Laurie Jerge and Danny Renshaw Guests present: Larry Connolly, Lisa Dunlap, Bob Edwards and Savino Sanchez. APPROVAL OF AGENDA Councilor Sandoval moved to approve the April 26, 2016 General Services Committee meeting agenda as presented. Councilor Mackey was the second. A voice vote was 3-0 and the motion passed with Councilor Henderson abstaining and Councilor Mackey participating by telephone. APPROVAL OF MINUTES Councilor Sandoval moved to approve the minutes of the Joint General Services and Infrastructure meeting on April 8, 2016. Councilor Mackey was the second. A voice vote was 3-0 and the motion passed with Councilor Henderson abstaining and Councilor Mackey participating by telephone. REGULAR ITEMS Consider recommendation of an update to the Operational Policies and Procedures for the Roswell Convention and Civic Center. Jonathan Phillips discussed the Operational Policies and Procedures for the Roswell Convention and Civic Center stating there have been changes to specifically the carrying of firearms within the facility. An added additional rule is the following: No person shall possess a firearm in any part of the RCCC where an event is held at which alcoholic beverages are served by a person holding a dispenser’s license and a special dispenser’s permit for the event. Councilor Sandoval moved to consider recommendation of an update to the Operational Policies and Procedures for the Roswell Convention and Civic Center. Councilor Henderson was the second. A voice vote was 3-0 with Councilor Mackey being absent due to telephone disconnection. FOR THE RECORD: Councilor Mackey was back participating by telephone at 8:12 a.m. Consider recommendation of Ordinance 16-10 amending Roswell City Code Section 17-1 for the Park Curb Frontage Fees. Tim Williams discussed Ordinance 16-10 stating it would amend Roswell City Code Section 17-1 by addressing the Park Improvement Curb Frontage Fees to be moved to one account to address both park land acquisition and park amenities instead of two accounts which offers more funding flexibility for park improvements. Councilor Henderson yielded to Bob Edwards to explain the Parks and Recreation Commission recommendation. Councilor Henderson encouraged staff view all fee schedules and make changes in order to stay up to date. Councilor Henderson moved to recommend to City Council Ordinance 16-10 amending Roswell City Code Section 17-1 for the Park Curb Frontage Fees. Councilor Sandoval was the second. A voice vote was unanimous and the motion passed with Councilor Mackey participating by telephone. NON-ACTION ITEMS Discussion of fleet maintenance agreement. Mike Mathews discussed the fleet maintenance agreement by first sharing some history. Forrest Fleet was awarded the Fleet services contract in July 2011 for a two year contract with the option of five, one year extensions. This would be the fourth one year extension. Danny Renshaw, Fleet Manager, stated the relationship between the City of Roswell and Forrest Fleet is improving and he is pleased with the service. Cinco de Mayo Festival presentation. Laurie Jerge gave a Cinco de Mayo Festival presentation. The event is being held at Russ DeKay Soccer Complex, May 7-8, 2016 and will be free of charge. The title sponsor of the festival is Desert Sun Auto Group. Other sponsors include: XCEL Energy, Admiral Beverage, ENMU-R, Bank of the Southwest, Pioneer Bank, Otero Credit Union, Central Valley Electric, Armstrong Energy, Tobosa and Cattle Baron. Recreation Division Summer Programs and Events presentation. Laurie Jerge gave a Recreation Division Summer Programs and Events presentation. There will be youth camps and activities available during the summer for children ages 5-14. A few of the youth camps include: tennis, basketball, football, zoo and earth. Other activities include: RISD summer lunch program, vacation fun program, family movies in the park and summer concerts in the park. PUBLIC PARTICIPATION Councilor Henderson requested an update on Reischman Park and asked for staff and Council to find a way to provide funding to finish this project. Bob Edwards stated his concerns with Reischman Park. Councilor Sanchez requested an update on the MLK sign. He also wanted to know if the gentleman that wanted to work the Lovelace baseball field was contacted. Lastly, he asked staff to check the bathrooms for loose and missing fixtures at softball fields and other City facilities. Councilor Mackey requested an update on the pool partnerships with NMMI and ENMU-R. ADJOURN The meeting adjourned at 9:12 a.m.
