Regular Meeting of the General Services Committee Held in the Conference Room at City Hall January 22, 2020 Notice of this meeting was given to the public in compliance with Sections 10-15- 1 through 10-15-4 NMSA 1978 and Resolution 19-37. ROLL CALL The meeting convened at 4:30 p.m. by Chair Sanchez with Councilors Roebuck, Moore and Oropesa present. Staff Present: Joe Neeb, Mike Mathews, Marcus Gallegos, Caroline Brooks, Jim Burress, Enid Costley, Juan Saenz, Bill Morris and Andrea Cole. Public Present: Larry Connolly and Rita Kane-Doerhoefer APPROVAL OF AGENDA Councilor Roebuck moved to approve the January 22, 2020 regular General Services Committee meeting agenda as presented. Councilor Moore was the second. A voice vote was 4-0 and the motion passed. APPROVAL OF MINUTES 1. Councilor Roebuck moved to approve the General Services Committee meeting minutes for October 23, 2019. Councilor Moore was the second. A voice vote was 4-0 and the motion passed. NON-ACTION ITEMS 2. Update and discussion of the Roswell Museum and Art Center Projects. Caroline Brooks presented an update on the Rocket Sculpture Art Project, Public Art Program and renovation project (family gallery, store move, lobby and façade update). 3. Update and discussion of the Softball Field Netting Project. Jim Burress presented an update of the netting project. 4. Update and discussion closing lower parking lot and pond down for the season. Jim Burress presented an update of the improvements to zoo lower parking lot and pond. ACTION ITEMS 5. Consider recommending to full Council approval of the Bike Rental Pilot Program. Marcus Gallegos presented the Bike Rental Pilot Program. Councilor Roebuck moved to send to full council the Bike Rental Pilot Program. Councilor Oropesa seconded the motion. A voice vote of 4-0 was unanimous and the motion passed. 6. Consider recommending to full Council the use of General Obligation Funds for purchasing a Mobile Library Service Vehicle (Bookmobile). Enid Costley presented the purchase of a mobile library service vehicle. Councilor Moore moved to send to consent agenda the purchase of a mobile library service vehicle. Councilor Roebuck seconded the motion. A voice vote of 4-0 was unanimous and the motion passed. 7. Resolution 20-xx - Consider recommending to full Council approval of a resolution approving the financial commitment for the purchase of two- buses. Juan Saenz presented the purchase of two transit buses. Councilor Roebuck moved to send to consent agenda the purchase of two-transit buses. Councilor Oropesa seconded the motion. A voice vote of 4-0 was unanimous and the motion passed. CHAIR COMMENTS, REPORTS, ANNOUNCEMETS 8. Recreation Department Monthly Report – December 2019. Marcus Gallegos discussed the update of activities at the Recreation Department. PUBLIC PARTICIPATION Bill Morris presented an update of the Wayfinding Project. Councilor Oropesa was the second. A voice vote was 3-0 and the motion passed. E. NON-ACTION ITEMS 2. Review and discussion of the Roswell Museum and Art Center 2017-2021 Strategic Plan. Caroline Brooks presented an overview of the strategic plan. Ms. Brooks highlighted some of the goals and objectives of the plan. Councilor Oropesa asked if Goal 5 (d) was part of the downtown masterplan for wayfinding. Ms. Brooks responded the masterplan does not provide direct signage for the museum but does direct people to the museum from the roadway. Councilor Roebuck asked how the Board of Trustees and Foundation Board work together to help the museum shape the future of the museum. Ms. Brooks responded that the Board of Trustees is appointed by the Mayor and Council and act in an advisory capacity. They help with reviewing policies and acquisition of art. The Foundation Board acts as a 2 fundraising arm to help the museum with funding for programming and acquisition of art. Councilor Moore asked how the museum solicit volunteers to help. Ms. Brooks responded that there was a strong volunteer program in the past but has declined in numbers and are working to increase them. Councilor Oropesa asked to explain the artist in residence program. Ms. Brooks responded that the program was started in 1967 in partnership with Don Anderson. As the program grew over the years they broke-off into their own non-profit program in 1987 but still collaborate with them to display the artist work. 3. Review and discussion of the Roswell Museum and Art Center Projects. Caroline Brooks presented a brief summary of the proposed museum projects: Project 1: Family Interactive Gallery, Project 2: Renovation and Reinstallation of the Goddard Collection, Project 3: Collections Storage and other smaller projects such as new flooring, reopening the stage, seating and landscaping. Ms. Brooks presented a PowerPoint on the Family Interactive Gallery Project. Councilor Moore asked what the $1.2 million covered. Ms. Brooks stated it was the estimate for the entire project. Councilor Sanchez asked the square footage of the building. Ms. Brooks responded it was approximately 50,223 sq. ft. which would be sufficient for the proposed project. Councilor Roebuck asked how the family discovery was different from a children’s museum. Ms. Brooks responded that the space is dedicated for family learning among the other galleries. Councilor Roebuck asked the function the area would serve. Ms. Brooks responded that the area would be primarily designed for self-lead activities but could bring an educator to offer unique programs. Councilor Roebuck stated if a cost recovery was implemented with the museum what would that look like and should be considered in the coming months. The goal is how to generate more revenue to invest back and make it the best facility possible. Councilor Roebuck asked how much the foundation can raise. Ms. Brooks responded for the 2009 Courtyard Renovation the foundation contributed $412,000 and for the 2017 Planetarium Renovation the foundation contributed $372,000. The foundation capacity is somewhere between $400 to $500 thousand. The foundation is not ready to make the commitment until they know what the city is willing to commit. Councilor Moore asked if the estimated cost included the interactive pieces at the family interactive area. Ms. Brooks responded that it included some but ultimately be determined when a final design and cost estimate completed. 3 Ms. Brooks asked what the next step would be for the project. Juan Fuentes stated we needed to gather additional information and discuss with City Manager Neeb. Ultimately the direction staff is seeking is whether to move forward with the project or place on hold. Councilor Oropesa suggested at minimum that this item get on the budget process for discussion next fiscal year. Councilor Sanchez suggested starting with reviewing the numbers and discussing with the City Manager. F. ACTION ITEMS None G. PUBLIC PARTICIPATION Marcus Gallegos gave a brief update on the bike rental program and insurance determination. Bob Edwards asked if the insurance determination would be provided by the next meeting. Juan Fuentes responded that it would more likely be until January since the insurance site visit was the Monday after Thanksgiving. H. Richardson, Roswell, NM 88202 Wednesday, January 22, 2019 at 4:30 p.m. ACTION REQUESTED: Update and discussion of the Roswell Museum and Art Center Projects BACKGROUND: Initiated by: Caroline Brooks The Rocket Sculpture idea was initially discussed and $30,000 in funding approved at a City Council meeting in spring 2019. A replacement rocket at the Spring River Zoo was subsequently installed and the 1960s rocket was removed and placed in outdoor storage. The Museum has been working on an RFQ to select an artist and design for an outdoor sculpture in coordination with several other departments. The Museum has begun steps to consider development of a public art program. A more formalized presentation and recommendations will be forthcoming. The Museum in coordination with City administrators and the facilities department has been working on plans for a potential renovation (Family Gallery, Store Move, Lobby and Façade Update) since fall 2017. Huitt Zollar worked on initial concept designs and a project estimate, however the amount exceeded what the RMAC Foundation could afford on its own and the Museum seeks financial support over 2-3 fiscal years from the City to cover the remainder of the project. In October 2019 a presentation was provided to General Services to garner feedback and answer questions about the project. Further budgetary and logistical details are being gathered. Richardson, Roswell, NM 88202 Wednesday, January 22, 2020 at 4:30 p.m. ACTION REQUESTED: Update and Discussion: Softball Field Netting Project. BACKGROUND: Initiated by: Trent Moore During the General Services meeting of June 26th, staff reported on the issuance of the purchase order for the Softball Netting Project to being the design work. At said meeting, staff estimated that the work would take about a month. As of to date, JHS Engineering has completed the design and drawings. The design package is currently with a contractor to establish a quote. The shop drawings for the netting and poles was signed off on 1/10/20. The netting is in production. Site work is estimated to start on 2/24/2020. The estimated completion date is 3/27/2020. Additional information will be presented at the meeting. Richardson, Roswell, NM 88202 Wednesday, January 22, 2020, 4:30 p.m. ACTION REQUESTED: Closing lower parking lot/ Pond down for the season BACKGROUND: Initiated by: Jim Burress The Pond will be closing for the season, for much needed maintenance. Staff has been draining the pond to make some repairs and clean-up any silt and other material that has collected on the bottom over the years. It is expected that the pond work will take most of this season to complete. We are doing much of the work in-house to save on expenses. The tentative timeframe is expected to take until September/October. During this time, the pond will not be open to the public. Staff will be in contact with Game and Fish to discuss moving the fish to other areas and assisting in restocking at the conclusion of the work. The zoo will also be closing the lower parking lot that access Garden Street, except for special events and overflow. This is to begin acclimating the public to one access point for the zoo. Closure of the parking lot will occur after 30 days of signage and notices that the closure is happening. The planned closing of the lower parking lot is set for February 23, 2020. Richardson, Roswell, NM 88202 Wednesday, January 22, 2020, 4:30 p.m. ACTION REQUESTED: Bike Rental Pilot Program BACKGROUND: Initiated by: Marcus Gallegos The Spring River Foundation initiated previous discussions in GS concerning a possible Bike Rental Program in 2018. Marcus Gallegos presented information about the bike rental program in the GS committee meeting on August 28, 2019 and presented a formal program proposal at the latest GS meeting October 2, 2019. After questions from GS committee members, it was decided to gather additional information from Bob Edwards who represents the Spring River Foundation. Marcus Gallegos met with Bob Edwards and Ivan Hall, discussed the proposed program, and decided to move forward with minor changes. Insurance coverage and cost was also a concern. Juan Fuentes & Marcus Gallegos met with Kathy Hennessy from the NM Self- Insurance Fund to conduct a site visit discuss the program and appropriate premium for the program on 12/02/19. FINANCIAL CONSIDERATION: The cost of the Insurance Premium for the bike rental program will be $500 annually. LEGAL REVIEW: Legal counsel has reviewed and worked with staff to adjust program as presented. BOARD AND COMMITTEE ACTION: Vote to move to full council for consideration. STAFF RECOMMENDATION: Recommend proposal to full council for consideration. 8 City of Roswell Recreation Department Bike Rental Pilot Program Rental Days/Hours: Monday – Saturday 8 am - 6 pm Sunday 12 pm - 6 pm Rental Fees: Adults & Children $ 5.00 for 2 hours - $ 2.00 each additional hour. *$ 10.00 late fee applies for bikes returned after 6pm. Program Details: • Must be 18 or older to rent o Children under 18 must be accompanied by paying adult • Must present a valid driver’s license, credit card, and sign rental agreement and waiver to rent • Must wear a helmet all times to ride bikes • Bike usage only permitted on Cielo Grande walking/bike pathway Program Specifics • Bike rental program will begin a pilot program beginning in May 2020 and ending October 2020. Continuation of the program will be decided by consumer demand, consumer feedback, and Recreation staff recommendation • Bikes will be stored at Roswell Recreation & Aquatic Center storage • All employees must be properly trained in the proper fitting and or adjustments of bikes and helmets to ensure safety of all riders • All bikes will undergo inspections for damage and safety before and after all rentals • All bikes will undergo a weekly inspection • All bikes will undergo a monthly and bi-annual maintenance with a qualified bike shop to ensure proper function. • Any helmet or bike receiving damage will be pulled from service for repair or disposal. 9 10 11 12 13 14 15 16 17 18 CITY OF ROSWELL General Services Committee City Hall Conference Room 425 N. Richardson, Roswell, NM 88201 ACTION REQUESTED: Resolution 20-XX - Consider recommending to full Council approval of a resolution approving the financial commitment for the purchase of two busses. BACKGROUND: The State of New Mexico receives federal funding through the New Mexico Department of Transportation from the Federal Transit Administration (FTA under U.S.C. 5311). The New Mexico Department of Transportation is authorized to administer this program and provide funding in assistance for local transportation program. The operation of Pecos Trails Transit System relies heavily on funds from this program that provides 50 percent of our operating expenses and 80 percent of both administrative and capital expenses. FINANCIAL CONSIDERATION: The goal of this resolution is to lessen the burden on the City financially in supporting the operation of Pecos Trails Transit System. Transit is asking for approval to purchase two 24-passenger buses. The City’s funds are currently part of our FY20 budget. 80% matching funds have already been approved by the NMDOT. LEGAL REVIEW: Legal counsel is reviewing resolution. BOARD AND COMMITTEE ACTION: Discuss and consider approval recommendation to the City Council of the purchase of two buses. STAFF RECOMMENDATION: Approve and send to City Council Resolution 20-XX of Financial Commitment to purchase two buses. 19 RESOLUTION 20-XX A RESOLUTION AUTHORIZING THE PURCHASE OF TWO TRANSIT BUSES TO REPLACE AGING VEHICLES. The RAC stayed busy with rentals, Folklorico performances and room rentals. • Adult programing: RAC Class registration continued throughout the month of December with classes beginning to fill up. • Special Programs: Held Annual Reindeer Run & Crafts Fair on December 7th. Over 100 runners and hundreds of patrons visited the center for the crafts fair. The crafts fair booths sold out and was a successful community event. • Maintenance: No maintenance was done during December. Roswell Recreation & Aquatic Center • Happenings: Basketball Tryouts were held December 7th and teams began practicing the following week. The entire month was busy every evening with basketball practices. • Youth Programming: Youth basketball registration ended on Nov. 30th. The basketball program ended up with 778 kids. We formed 78 teams or both boys and girls ages 5-12. The inaugural winter sports camp was held during the winter break. We had 14 children sign up for the camp and all our kids learned how to swim if they didn’t already know how. • Aquatic Center: December the aquatic center held weekly Dive in movie nights, Parents day out and family swim days. • Maintenance: Warranty work continued throughout the month.
