The meeting convened at 4:30 p.m. by Chair Foster with Councilors Best, Moore
and Oropesa present.

APPROVAL OF AGENDA
Councilor Oropesa moved to approve the April 22, 2020 regular General
Services Committee meeting agenda as presented. Councilor Best was the
second. A voice vote was 3-0 and the motion passed.

ACTION ITEM(S)
2. Consider recommending to full Council approval of the Roswell Public
Library Strategic Plan for 2020 to 2023. Enid Costley presented a
PowerPoint presentation on the Public Library Strategic Plan covering
three areas of improvement: Service Goals, Building Improvements and
Management of the Roswell Public Library. Councilor Best moved to
recommend approval and place on consent agenda for the City Council.
Councilor Moore was the second. A voice vote was 4-0 and the motion
passed.
NON-ACTION ITEM(S)
3. Boys & Girls Club Interim Activities at the Roswell Recreation and Aquatic
Center. Marcus Gallegos provided an update on the discussions between
Boys & Girls Club of Chavez & Lincoln Counties and his team to host the
B&C Club for their summer program in 2020. Tim Coughlin, President &
CEO, provided a brief overview of the need and proposed use of the
facility while the Boys & Girls Club building is under renovation. The next
step would be to develop an agreement between both parties for use of
the center for the summer programs.

resolution approving the financial commitment for the purchase of two-
buses. Juan Saenz presented the purchase of two transit buses.

Consider approval of the Roswell Public Library Strategic Plan for 2020 to 2023.
BACKGROUND:
Initiated by: Enid Costley
A planning process created by the Harwood Institute with the American Library Association guided the
development of this document. The process focused on discovering the needs of the community and then
challenged the Library to determine ways to meet the needs. The Roswell Public Library staff interviewed
individuals and held community meetings on July 8, 22 and 31, 2019 to identify the following:
• Aspirations for Roswell
• Challenges facing Roswell
• What needs to change to reach our aspirations for Roswell
We also used a ranking of the American Library Association Libraries Transform Initiative to help us determine
what library services are most desired by our community.
Based on these comments and research in the Library field we came up with three areas of improvement for
the Roswell Public Library.

BACKGROUND:
Initiated by: Marcus Gallegos
The Boys & Girls Club of Chavez County currently housed at 201 S. Garden Ave. will be
temporarily displaced due to the renovation/construction project scheduled to begin July 1,
2020. To continue serving their youth, the Roswell Recreation & Aquatic Center was discussed
as a possible location to house their program during the construction.
Discussions with Tim Coughlin, president & CEO of the Boys & Girls Club of Chavez & Lincoln
Counties, & his team agreed in principal that we could host the B&G Club for their summer
program in 2020. By allowing B & G Club to operate their summer program at the RRAC, meant
that the Recreation department would not be able to host their regular summer recreation
activities. This would be a potential substantial cost savings for the City considering the cost for
running the program and the minimal income generated. It was also suggested that the current
rent B & G Club pays for their current location be used as rent for use of the RRAC. With the
current state of affairs action on the agreement has stalled, however, both parties agree that
actions should follow soon to prepare for a possible July opening.
Next steps would be for an MOU to be agreed upon and moved through General Services and
City Council for approval.

Roswell Public Library
March 2020
On March 18, 2020 the Roswell Public Library closed its doors to the public. This was
done to minimize the spread of the COVID-19 virus. Roswell Public Library was not the
first library in New Mexico to close, but at the writing of this report all public libraries in
New Mexico are closed to the public. It is not known when we will be open to the
public and how our service might be changed when we do open our doors again. We
do know that, as a City Department, it is our role to work together for the betterment
of the City of Roswell. To that end, we have reallocated our key resource (staff) to
other departments (Administration Department, Finance Department, IT Department,
Payroll Department, and Safety Department).
Accomplishments
Changes in Service
We have ordered additional online (aka home access) books and recorded books
through Overdrive. The New Mexico State Library has purchase a subscription to online
children’s and teens books and educational materials (TumbleBooks). We continue to
provide Wi-Fi (several people have taken to parking in our lot to access it) and state
databases through our website. Library staff has also changed our service to include
the following:
Library On The Go - The public may call ahead and ask staff to provide a random
collection of items to take home. Items will be gathered and checked out by library
staff and placed in a bag. The public drives to the east side of the library (alley) and
staff places bag in the trunk of the vehicle.
Breeze Way Service - We have opened up the North breeze way for Grab and Go
Library Service. Before the state and federal tax deadline was extended to July 15, one
of the more common questions we were being asked was about tax forms. The CARE
act has made the submitting tax forms of interest again. Matthew Gormley printed out
the most common federal tax forms, which have been placed in the breeze way. Also
in the breeze way are “Take and Make” activities for children, information on online
resources, and library application forms.
Phones - We are providing phone service to the public 7:00 a.m. to 7:00 p.m. Monday–
Friday.
Overdues - Robert Briggs has set up SirsiDynix so that any books or materials returned
while we are closed are not charged a late fee.
Renewal - We will continue to renew items over the phone no matter how many times
they have already been renewed or if there is a hold on the item.
DVDs and Other Media - The public may use the book drop in the back alley to return
all library materials. While we are closed the book drop is not restricted to books only.

Building Improvements
Young Adult Collection - Library staff have moved the Young Adult collection to the
southwest corner of the library where there is a view of the Tree of Knowledge.
Fiction and Nonfiction Spanish Collection - Library staff have moved the books in
Spanish to the northwest side of the building (aka former Young Adult Area).
Large Print Collection - The Large Print Collection has been shifted north to the shelves
vacated by the move of the Spanish Collection. We also lowered the top shelf for better
access.
Fiction Collection - The fiction collection is also being shifted. We are adding a set of
shelves so that there are 6 sets of shelves on the ranges instead of 5 sets.
Nonfiction Collection - We continue to evaluate the nonfiction collection and interfile the
southwest collection. As we do this, we are shifting and moving shelves to a standard
spacing.
Children’s Picture Book Collection – We are adding labels on the picture books so that
parents and children may more easily find common requested books (bear, cat,
dinosaur, dog, farm, pirate, princess, school or truck). We are marking first and second
grade readers.
Koi Pond – Work has been completed on painting of the Koi Pond in the children’s area.
The work was so much more than we expected that we asked the artist to continue to
work in the children’s area to create a stream and water life along the west and north
sides of the children’s area where carpet was removed.
Service Improvements
U.S. Census Information – The bilingual coloring book was delivered to the Roswell
Public School March 12, the day before the Roswell Independent Schools closed.
Beginning the week of April 6 the coloring books will be distributed to children through
the school meal program (Grab and Go). Chaves County was going to purchase 500
coloring books and has now asked that they be put to use elsewhere.
The Roswell Public Library is promoting the Census by putting flyers in the “Library On
The Go” bags. We have also moved our Census banner from the Reference Desk to the
outside by the Tree of Knowledge.
Project Progress
Library Budget – We submitted our budget and it was reviewed by the Finance
Committee. Due to an expected down turn in the economy, we are anticipating that
the Library budget will be reduced.
E-rate application – We have submitted documentation to renew the contract for our
internet provider. It was decided to wait until we have our mobile library service
vehicle, and proven track record before requesting e-rate funds for equipment or
internet service.

Summer Reading Program – We have cancelled our presenters for the summer reading
program. We are making plans for an online summer reading program.

I have asked the Library staff to contemplate four questions:
What should we be doing to make the library safer for the Library Staff?
What services may we provide the public while we are closed that we are not
currently providing?
What do we need to do to ensure the staff is safe when we reopen?
What do we need to do to ensure the public is safe when we reopen?
School Readiness Program – Complete the English version of the online school
readiness program for children birth to 18 months.
Summer Reading Program – Set up the summer reading online reading program. All
summer reading programs have two parts, the presenters and their presentations, and
the tracking of readings and earning prizes. We will not be offering programs this
summer, but we can, and should, encourage reading over the summer. Through a gift
from Pizza Hut we were able to purchase school supplies, which we will give out as
prizes. These will be supplemented with other prizes we have on hand. I would also
like to purchase additional school and craft supplies from local businesses.
Issues and Concerns
Library Strategic Plan
We would like the Library Strategic Plan to be approved by General Services Committee
before it is submitted to the New Mexico State Library. The Roswell Public Library is
required to submit a Strategic Plan to the New Mexico State Library every three years.
Library Park
The Library Park is owned by the Roswell Library Foundation and located on Richardson
Avenue. The Roswell Public Library would like to take ownership of the property to be
use for parking the Mobile Library vehicle.

ACTIVITY REPORT – MARCH 2020
The past month has been one of extreme and rapid changes due to the
Coronavirus. This was also a month that has been a show case of team work
and cooperation with everyone throughout the city staff. This month’s activity
will be a reflection of this, with that being said here is this month’s report.
• Adjusted bus schedules to reduce the exposure of staff and customers.
• Adjusted lobby hours to reduce the exposure of customers and staff.
• Limited time spent in lobby by customers.
• Implemented a new regimented cleaning and sanitizing schedule of the buses
and PT vans. (Which will continue after all this has passed)
• Implemented a no touch policy for drivers to follow while operating vehicles.
• Trained staff in the use of the power washer and the proper application of
disinfectant and its MSDS warnings.
• Started the closure process of transit system and Greyhound system by
communication with City Hall, staff and Tim Valdez (Greyhound).
• Created and Posted many flyers and spoke with community about closing
down the transit system for their knowledge.
• Worked with Public Affairs, (Todd and Lisa) on what transit was doing so it
could be communicated throughout multimedia platforms.
• Closed Greyhound sales portion of office until further notice per Tim Valdez.
• Implemented call in service for rides for critical reasons.

• Create and implement call log for ride call in. The total call in ride numbers
since shut down is 14. Para Transit total for the same time is 58.
• Set up with staff a deep cleaning of the entire building inside and out with
remaining staff.
• Worked with Abraham and facilities maintenance crew to start correcting and
completing exterior / interior lighting projects. Started initial process for
upcoming remodel.

Roswell Adult & Recreation Center
• Happenings: The Adult Center continued with winter classes and started preparation for spring classes.
The Recreation and Adult Center could not host and rentals that had groups larger than 30 people
beginning around the week of March 10th , due to the COVID-19 Pandemic the facility was then closed to
the public on March 16th.
• Adult programing: Winter Session concluded early due to the circumstances.
• Special Programs: No special programming was held in March
• Maintenance: Facility Maintenance secured an office window due to entry by an intruder.
Roswell Recreation & Aquatic Center
• Happenings: The first week in March consisted of about 12 makeup basketball games and the season
ended on a high note. Roswell Recreation & Aquatic Center officially closed to the public on March 18,
2020 due to the COVID -19 pandemic.
• Youth Programming: Cancelled all youth and adult programing including Spring Break Camp, Adult
Volleyball and all party rentals due to COVID-19.
• Aquatic Center: The aquatic center was conducting swim lesson until COVID-19 order to close.
• Maintenance: AES conducted warranty work on aquatic chlorine injunction pumps. New pumps were
installed and work great.

Division - GOLF COURSE
Maintenance
Replaced 4 irrigation heads and adjusted 2 heads on hole # 7, leveled one head #17,
repaired irrigation head hole # 18, leveled 2 heads and fixed 1 head on driving range,
replaced one head on nursery green.
The greens were sprayed with fertilizer on the 9th, seed head suppressor on the 9th and
nematicide and wetting agent on the 19th.
Greens surrounds were sprayed with growth regulator on the 3rd.
The tee boxes and the driving range were sprayed with growth regulator on the 3 rd and
Katana to transition from rye grass back to bermuda grass on the 30th.
The fairways and roughs were sprayed with glyphosate to kill winter weeds and early
germinating summer weeds on the 18th, 19th, 20th and 30th.
The fence line and Pro Shop areas were sprayed with a broadleaf herbicide on the 23rd.
Stiles football fields were sprayed with glyphosate to control winter weeds.
Cahoon Park was sprayed with glyphosate to control winter weed grasses and broadleaf
weeds on the 23rd, 24th and 30th.
The lower branches were trimmed-up on holes #10 (17), #12 (12), #13 (4), #14 (7) and #
18 (17) for a total of 57 trees.
The greens were aerated, top dressed with sand, swept in and excess sand removed; a 2
to 3 week completion process.
The Parks mower mowed weeds on the 4th, 5th and 6th.
Parks marked heads at Stiles field, verticut the fields using Golf Course mower and swept
the excess grass off the fields on the 23rd, 25th and 26th.
A Golf Course employee worked at the Landfill on the 30th and at the Airport on the 31st.
Specifics
The Golf Course is currently closed to play.
