ROLL CALL
The meeting convened at 4:30 p.m. by Chair Foster with Councilors Moore and
Councilor Best present, and Councilor Oropesa being absent.

APPROVAL OF AGENDA
Councilor Best moved to approve the August 26, 2020 regular General Services
Committee meeting agenda as presented. Councilor Moore was the second. A
voice vote was 3-0 and the motion passed with Councilor Oropesa absent.

ACTION ITEM(S)
2. Discussion and consider approval of Resolution 20-XX Museum
Admission Rates. Museum Director Caroline Brooks presented the
proposed rates and discounts and the process to determine them. Ms.
Brooks discussed the intention to increase museum membership and
ongoing plans to relocate the store. Councilor Best moved to send to full
City Council on the consent agenda the approval of the Museum
Admission Rates Resolution 20-XX. Chair Foster was the second. A
voice vote was 2-1 and the motion passed with Councilor Moore voting
against and Councilor Oropesa being absent.

3. Review and discussion master plan for the Old Municipal Airport,
specifically Cielo Grande Ballfields and All-Inclusive Park. Bill Morris
presented information on the OMA Master Plan including the structures
and layout for the All-Inclusive Park and Ballfields Project.
4. Review and discussion of development of a park at 2301 South Virginia.
Chair Foster introduced the item. Jim Burress presented information on
costs and infrastructure associated with the development of the property.

2. Review and discussion of Sports Association Cost Recovery. Joe Neeb
introduced and presented background information on the item. Marcus
Gallegos presented the information related to usage, standards and costs
of the various city fields and proposed fees.
James Edwards, Josh Torres, Caleb Grant, Matthew Kermode and Steve
Dodson commented on the proposed cost recovery.
Joe Neeb reported that the next step would be for the Committee to
review and approve the MOU process.
3. Review and discussion of new conceptual Housing Development
Program. Todd Verciglio presented the proposal for a new Housing
Development Program that will assist in the creation of new housing units
inside the city. The proposed fee schedule would include incentives and
discounts to encourage new residential construction in the city and
consolidate existing fees, density bonus and permit fee reductions for
multi-family units, and provide property for construction activities at
discounted rates.

4. Discussion and consider approval of Museum Admission Rates. Museum
Director Caroline Brooks was not in attendance. Councilor Best moved to
table the approval of the Museum Administration Rates until the next
General Services Committee meeting on August 26, 2020. Councilor
Oropesa was the second. A voice vote was unanimous, and the motion
passed 3-0.
5. Discussion and consider approval FY2021 Roswell Transit Rates.
Becky Hicks presented the information and proposal for a new transit fee
structure. Councilor Best moved to send to full City Council on the consent
agenda the approval of the FY2021 Roswell Transit Rates. Councilor
Oropesa was the second. A voice vote was unanimous, and the motion
passed 3-0.

ACTION REQUESTED: Discussion and consider approval of Resolution 20-XX Roswell
Museum and Art Center Admission Rates.
BACKGROUND:
Initiated by: Caroline Brooks
Since its opening in 1937, the Roswell Museum and Art Center has
not charged admission in order to ensure accessibility, particularly
for local residents. In recent years, charging admission has been in
discussion and was being tabled for official consideration until the
status of a potential renovation was determined that would move
the museum store to the front and reorient the lobby (a design
that would be more conducive for charging admissions). In light of
the economic downturn, the proposal to charge admissions is
being brought before City Council for consideration despite the
renovation not being able to take place at this time. The RMAC’s
Board of Trustees approved the proposed rates at its July 20, 2020
meeting.
A chart to examine fees at other New Mexico museums is
attached.
FINANCIAL
CONSIDERATION: There are no expenditures associated with the proposed
resolution.
LEGAL REVIEW: The City Attorney has reviewed the proposed resolution.

RESOLUTION NO. 2020-xx
A RESOLUTION ESTABLISHING FEES AND CHARGES
FOR THE ROSWELL MUSEUM AND ART CENTER,
AS MORE PARTICULARLY SET FORTH HEREIN
WHEREAS, the City of Roswell has the authority to establish rates for services provided
pursuant to Section 3-18-1 (H) New Mexico State Statutes Annotated 1978; and
WHEREAS, the Roswell Museum and Art Center (RMAC) is proposing to charge
admissions to help offset the cost of operating a museum; and
WHEREAS, the RMAC Board of Trustees has reviewed and voted in favor of the
proposed fees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ROSWELL, NEW MEXICO, THAT THE FOLLOWING ROSWELL MUSEUM
AND ART CENTER FEES AND CHARGES ARE HEREBY ESTABLISHED FOR THE
CITY OF ROSWELL:
Section 1 . Fees and Charges Established. Fees shall be established as
presented in Exhibit A.
Section 2. Ratification. Any act consistent with the authority and prior to
the effective date of this Resolution is hereby ratified and affirmed.
Section 3. Repealer. Any prior fee resolution in conflict or inconsistent
herewith are hereby repealed to the extent of such inconsistency. This repealer shall
not be construed to revive any resolution or part of any resolution heretofore repealed.
Section 4. Severability. The provisions of this Resolution are declared separate
and severable. The invalidity of any clause, sentence, paragraph, subdivision, section, or
portion of this Resolution or the invalidity of the application thereof to any person or
circumstance, shall not affect the validity of the remainder of the Resolution, or the
validity of its application to other persons or circumstances.
Section 5. Effective Date. This Resolution shall become effective January 1,
2021.

ACTION REQUESTED: Presentation of Conceptual Master Plan for the
Old Municipal Airport, and more specifically,
Cielo Grande Ballfields and All-Inclusive Park.
BACKGROUND: Initiated by: William Morris, AICP, CZO
The intent is to present the proposed Master
Plan for the Old Municipal Airport (OMA), and
with more specific discussion about the Cielo
Grande’s potential new Ballfields and All-
Inclusive Park. Following presentations before
all of the Council committees, staff will present
a Resolution to the entire City Council on
whether to adopt the Master Plan for OMA. The
City has received 2 grants totaling
approximately $2.3 million for the inclusive park
and ballfields, thus, staff will a formal approval
of the general configuration of these facilities
with the Cielo Grande Sports Complex.
Staff will be making a presentation to the
General Services Committee in lieu of an
agenda item.

Roswell Public Library
July 2020
July 31, 2020 marked the 136th day since the Roswell Public Library closed its doors to the public
to stop the spread of COVID-19. We are making arrangements to open on August 12 for four
hours, Tuesday through Friday. The first hour will be devoted to seniors. We hope to expand
hours to Saturday, with future service hours expanding to 10:00 a.m. to 7:00 p.m., Tuesday
through Saturday. Our popular concierge service will continue with a slight improvement, as we
will be using a service window.
Accomplishments
Changes in Service
New Mexico Humanities Grant – The Roswell Public Library has been awarded $3,800 for a Voices
of Roswell display in our newly created local history room. We will be using funds to gather,
interview, transcribe and share the oral history of the Hispanic culture in and around Roswell. We
are partnering with the Roswell Hispano Chamber of Commerce and the Historical Society for
Southeast New Mexico.
Building Improvements
Water Damage Repairs – David Bellino, Executive General Adjustor from McLarens, reviewed the
damage to the Library on June 29. We have been provided an amount from the insurance
company and it will not cover all the repairs needed. The Facilities and Safety Departments
(handles insurance claims) are working through the process of documenting and determining if
they might negotiate more funds.
Partitions – Two partitions have been installed. One partition is in the lobby which allows
construction crew access to the outside doors and the restrooms. The second restricts access to
the children’s area, which will be closed during repairs.
Service Window – Construction on the service window on the east side of the Library will begin
August 10.
Service Improvements
Library Website – We received training on how to update the Library webpages and have been
working on adding book reviews written by library staff. Matthew Gormley has been creating
pathfinders or subject guides for the website.
Summer Reading Program – We are providing an online summer reading program for the
community through the end of August.
Project Progress
Property – In the last week of June we took possession of items from the Green estate. This
includes the house and car (the cash gift has not yet been received). The Facilities staff looked
over the property, turned off the gas and changed the locks. Transit is making arrangement to put
in a new battery in the car so it may be moved. We had pest control come and spray the house
inside and out. We transferred billing for the water, gas and electric to the Roswell Public Library.
Reference Collection – The reference collection has been evaluated and we are now in the process
of cleaning and repairing covers and bindings.

Clean-up the Patron Database – We have completed the patron database clean up. The project
involved the removal from the SirsiDynix database the patron records for fees and fines over five
years old and adding notes in the patron record. We are keeping copies of the fees and fines in an
Excel spreadsheet.
New Mexico Library Annual Report - The annual report was submitted online to the New State
Library and it documents activities between July 1, 2019 and June 30, 2020. The data reported will
be used to determine if the Roswell Public Library meets the guidelines to be considered a public
library as well as for the state to submit data to the Institute of Museum and Library Services in
Washington.
Reading Together…While Apart – With funds from the Roswell Library Foundation we are creating
a pilot program titled Read Together...While Apart. The program teams together a child with a
homebound adult. Both the child and the adult are mailed the same book. They read the book on
their own and then get together via social media, phone or facetime to talk about the book. The
homebound adult is selected by the parent. The goal of the project is to have 50 groups of
participants and –

To provide homebound or distant relatives a fun and rewarding experience.
Plans for August
Build Improvements – We expect the Library On the Go Service window will be installed where the
electronic book return is. This item is being paid with Library General Obligation Bond Funds.
E-Rate Reimbursement – We have requested assistance from the Finance Department for
documentation to submit for internet service reimbursement (E-Rate) for fiscal year 2020.
STEM Learning – To begin to create a series of science, technology, engineering and math
programs/challenges designed to promote our collection and promote 21st Century Learning.
New Shelving for Board Books – We will be using funds from the Library General Obligation Bond to
purchase additional shelving for the board book collection. Board books are sturdy books designed
for very young children. When the shelving arrives the Facilities Department has agreed to help
move it into the building thus saving us over $800 in shipping costs.
Issues and Concerns
Big Reads Grant – The National Endowment for the Arts awarded Eastern New Mexico University-
Roswell with a community reading program, Big Reads, for the book “Into the Beautiful North” by
Luis Alberto Urrea. The Roswell Public Library and other organizations were active in the planning
of the project. Recently it was decided to postpone the implementation of the community
activities. The Library does have several copies of “Into the Beautiful North” for book clubs as well
as the selected middle school featured book “Esperanza Rising” by Pam Muñoz Ryan. The other
alternative middle school selection, “The Crossing” by Gary Paulson has not yet arrived.

• Happenings: The Adult Center has been closed since early March.
• Adult programing: No programming was held in July.

• Happenings: Lap swimming is increasing everyday with new people trying out and purchasing
memberships. The Caprock Swim team still utilizing the pool 4 days a week for swim practice. Many new
people trying out the pool for lap swimming helping increase memberships. Many people utilizing new
exercise equipment and virtual fitness classes.
• Youth Programming: No programming was held in July.
• Aquatic Center: Swim lessons continue to be successful with numerous private lessons being conducted
every day.
• Maintenance: Staff continues to maintain daily, and hourly cleaning schedules with priority given to high
touch areas that are cleaned regularly. Regular maintenance conducted by Facility Maintenance.
