ROLL CALL
The meeting convened at 4:30 p.m. by Chair Foster with Councilor Oropesa
present, Councilor Moore participating via GoToMeeting, and Councilor Best
being absent.

APPROVAL OF AGENDA
1. Councilor Oropesa moved to approve the October 28, 2020 regular
General Services Committee meeting agenda as presented. Councilor
Foster was the second. A voice vote was 3-0 and the motion passed with
Councilor Moore participating via GoToMeeting and Councilor Best being
absent.

2. Councilor Oropesa moved to approve the General Services Committee
meeting minutes for September 23, 2020. Councilor Foster was the
second. A voice vote was 3-0 and the motion passed with Councilor

ACTION ITEM(S)
3. Discussion and consider approval of Spring River Zoo Fees. Ms. Cole
presented the proposed admission rates for the Spring River Zoo. She
and staff answered questions from the committee. Councilor Oropesa
moved to not approve the zoo fees. Councilor Moore was the second. A
voice vote was 2-1, with Councilor Moore participating via GoToMeeting,
Councilor Foster voting no, and Councilor Best being absent.
4. Discussion and approval of amended resolution to support funding for
Roswell Transit FY2022. Ms. Hicks presented the funding request for
three additional buses for Transit to replace current ones in need of major
repairs. The amendment would increase the City’s share by $72,057.45.
Councilor Oropesa moved to recommend to full City Council on the
consent agenda approval of amending Resolution 20-49 funding for
Roswell Transit FY2022. Councilor Moore was the second. A voice vote
was 3-0 and the motion passed with Councilor Moore participating via
GoToMeeting and Councilor Best being absent.

5. Discussion and consideration of November and December Committee
meeting dates. Mr. Fuentes presented the consideration to change the
Finance Committee meeting dates in November and December in
accommodation of the holidays. The Committee discussed tentatively
moving the meetings to November 18th and December 16th. No action was
taken.

6. Discussion of city’s philosophy on green spaces and parks. Councilor
Foster presented the item to discuss the costs and maintenance of the
city’s parks. Mr. Neeb spoke about various factors involved in the ongoing
care and considerations in different aspects of the city’s parks and outdoor
spaces.

RESOLUTION NO. 2020-xx
A RESOLUTION ESTABLISHING FEES AND CHARGES FOR THE SPRING RIVER ZOO, AS
MORE PARTICULARLY SET FORTH HEREIN.
WHEREAS, the City of Roswell has the authority to establish rates for services
provided pursuant to Section 3-18-1 (H) New Mexico State Statutes Annotated 1978;
and
WHEREAS, the Spring River Zoo has the ability to charge admissions to help
offset its department expenditures.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROSWELL, NEW MEXICO, THAT THE FOLLOWING SPRING RIVER ZOO FEES AND CHARGES
ARE HEREBY ESTABLISHED FOR THE CITY OF ROSWELL:
Section 1. Fees and Charges Established. Fees shall be established as presented in
Exhibit A.
Section 2. Ratification. Any act consistent with the authority and prior to the effective
date of this Resolution is hereby ratified and affirmed.
Section 3. Repealer. Any prior fee resolution in conflict or inconsistent herewith are
hereby repealed to the extent of such inconsistency. The repealer shall not be construed
to revive any resolution or part of any resolution heretofore repealed.
Section 4. Severability. The provisions of this Resolution are declared separate and
severable. The invalidity of any clause, sentence, paragraph, subdivision, section, or
portion of this Resolution or the invalidity of the application thereof to any person or
circumstances, shall not affect the validity of the remainder of the Resolution, or the
validity of its application to other persons or circumstances.
Section 5. Effective Date. This Resolution shall become effective January 1, 2021.

ACTION REQUESTED: Discuss and consider approval of amended resolution to support
funding for Roswell Transit FY2022.
BACKGROUND: On August 13, 2020, the Roswell City Council approved resolution 20-49
NMDOT Funding Assistance of Public Transportation. However, while
doing the vehicle replacement plan for Roswell Transit, the Fleet
Manager, Becky Hicks, determined that three (3) additional buses
needed to be replaced in FY2022. They are all in need of major repairs
(engine replacement) and have exceeded the mileage expectation from
NMDOT of 285,000.
Since we had already submitted the FY2022 budget to NMDOT on
August 31st, we called and asked for special consideration to increase
our rolling capital budget. NMDOT agreed, and we have submitted the
amended budget for their approval. In the meantime, we must get the
City of Roswell City Council to agree to the additional local 20% match.
FINANCIAL CONSIDERATION: Financial support from the NMDOT is critical to the continuation of
Roswell Transit as the grant program provides 50 percent of our
operating expenses and 80 percent of both administrative and capital
expenses. The amended budget request is $2,374,385.75, where
$1,504,566.10 is the reimbursement requested from the NMDOT and
the City’s share is $907,319.65 before revenue deduction and
$869,819.65 after the revenue deduction. The amendment increases
the City’s share by $72,057.45.
LEGAL REVIEW: The City Attorney has reviewed this resolution and approved as to form.
COMMITTEE ACTION: Recommend amending Resolution 20-49 NMDOT Funding Assistance of
Public Transportation for three additional buses in FY2022 and providing
the additional $72,057.45 in support to Roswell Transit.
STAFF RECOMMENDATION: Approve and send to City Council on the Consent Agenda Resolution 20-
XX amending Resolution 20-49 for the purchase of three (3) additional
buses in FY2022. Total City of Roswell support for FY2022 $907,319.65.

A RESOLUTION OF THE CITY OF ROSWELL, NEW MEXICO TO AMEND RESOLUTION 20-49
AUTHORIZING THE FILING OF AN APPLICATION TO THE NEW MEXICO DEPARTMENT OF
TRANSPORTATION FOR FUNDING ASSISTANCE OF PUBLIC TRANSPORTATION FOR THE FEDERAL
FISCAL YEAR 2021-2022.
WHEREAS, the State of New Mexico receives federal funding through the New Mexico
Department of Transportation from the Federal Transit Administration (FTA) under U.S.C. 5311;
and
WHEREAS, the New Mexico Department of Transportation is authorized to administer this
program and provide funding assistance for local transportation programs; and
WHEREAS, the City of Roswell is interested in maintaining present public transportation services
needed by residents of the City; and
WHEREAS, the City of Roswell supports this program and proposes to provide local matching
funds in the amount of $907,319.65.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL AS THE GOVERNING BODY OF THE
CITY OF ROSWELL, NEW MEXICO, authorizes the filing of an application to the New Mexico
Department of Transportation for funding assistance to continue local public transportation
services provided by Roswell Transit for the federal fiscal year 2021-2022. The City Manager is
hereby authorized to act as the representative of the City of Roswell in the execution of this
program.

Roswell Public Library
September 2020
Accomplishments
Building Improvements
Water Damage Repairs – the repairs for the building have not yet begun.
Service Improvements
Library Hours - The Roswell Public Library was closed to the public 148 days. We reopened our
doors to the public on August 12, 2020 with the hours 10:00 a.m. to 2:00 p.m., Tuesday through
Friday. The limited hours and soft opening allowed us to apply and improve our new procedures.
We will expand our hours in October offering an additional 16 hours for a total of 32 hour per
week. Our new hours will be Tuesday – Friday, 10:00 a.m. to 2:00 p.m. and 3:00 to 7:00 p.m. We
will close for one hour during the day to do a cleaning of the computers, tables, chairs and service
areas. We will continue having the first hour for seniors only. The concierge service will continue
through our newly installed service window.
Project Progress
Summer Reading Program – We have completed the summer reading program and submitted a
report to the New Mexico State Library. As is the case of other libraries, our numbers of
participants was down from previous years. After everyone who earned prizes for reading was
notified at least twice, we removed information on all participants from the online database.
Training – With changes in staff and the implementation of several new procedures due to
Covid-19, we are updating our procedural manuals and training materials.
Plans for October
Building Improvements
Create a fun and active path to the library on the sidewalks around the Library.
Have three windows with broken seals replaced.
Learn how to create and present window projections for the fall.
Day of the Dead Altar – We have requested the Hispano Chamber of Commerce to create a Día de
Muertos ofrenda. As the purpose of the ofrenda in the Library is to inform and educate the
community, the ofrenda will be assembled before November 1 and include information on the items
in the ofrenda, such as why marigolds, skulls and candles are a part of the ofrenda.
STEM Learning
To begin circulating STEM at Home kits.
Set up a link to the International Space Station through the program ISS-Above.
To conduct a science experiment with tomato seeds and chili seeds, which were at the
International Space Station.
National Endowment for the Humanities-Big Read
Offer a writing and art contest related to the book Into the Beautiful North.

Issues and Concerns
Library Property – There are several pieces of properties which have been deeded the Library.
The Roswell Library Foundation deeded the Library Park, located at 312 North Richardson Drive, to
the City of Roswell. The Roswell Public Library would like to keep the Library Park and continue to
use it for library staff parking, and when the time is right to convert it to parking space for the
mobile library service van. The other properties we would like to sell.
The Roswell Library Foundation deeded the property located at 316 North Richardson Drive to the
City of Roswell with the intent that the funds be used to benefit the Roswell Public Library.
Included with the gift is also $30,000 for insurance, repair or disposal of the property.
In 1985 the Roswell Public Library was one of four organizations that were gifted two tracts of land
in Eddy County, New Mexico by the Martha Boellner Trust. The properties in the Trust Agreement
were deeded jointly to First Baptist Church of Roswell, Chaves County Historical Society, Roswell
Women’s Club and the Roswell Public Library. According to the minutes of the October 22, 1985
Library Board of Trustees Meeting, the Library was notified that it was a beneficiary of the Martha
Boellner Trust. The attached Trustee’s Deed was filed on October 28, 1985 in Eddy County. We
are contacting the other joint owners to determine options.
Mr. Ray Green Estate gifted his estate to the Roswell Public Library. This includes property located
at 928 Davidson Drive, Roswell, NM 88203 – house, contents and vehicle. We plan to sell the
property and use funds to sustain library community programs and services.

• Happenings: The Adult Center has been closed since early March.
• Adult programing: No programming was held in July.
• Special Programs: No special programming was held in July.

Roswell Recreation & Aquatic Center
• Happenings: Lap swimming is increasing everyday with new people trying out and purchasing
memberships. The Caprock Swim team still utilizing the pool 4 days a week for swim practice. Many new
people trying out the pool for lap swimming helping increase memberships. Many people utilizing new
exercise equipment and virtual fitness classes.
• Youth Programming: No programming was held in September.
• Aquatic Center: Swim lessons restarted in September.
• Maintenance: Staff continues to maintain daily, and hourly cleaning schedules with priority given to high
touch areas that are cleaned regularly. Regular maintenance conducted by Facility Maintenance. New
Bleachers were installed in the gymnasium to increase seating capacity.

Sprayed nursery green with glyphosate prepping for seeding on the 9th.
Fertilized the greens on the 11th.
Aerated and top-dressed the greens with sand on the 14th and 15th.
Sprayed the greens with nematicide, fungicide and wetting agent on the 17th.
Sprayed maintenance area and pro shop area with glyphosate on the 28th.
Removed broken branches from holes #8, #9, #14, #16 and pro shop.
Replaced 3 heads at Cielo Grande and 3 heads at Cahoon Park.
Irrigation repairs: golf course repaired tee on #15, swing joint #12, replaced head
#7 and adjusted heads on #7, #9 and #16.
Repaired both air pumps; bird sanctuary put in request for electrical service repair.
Specifics
The results of the greens aeration were the best that I can recall.
