Notice of this meeting was given to the public in compliance with Sections

ROLL CALL
The meeting convened at 4:35 p.m. with Chairman Foster presiding; Councilors
Best and Moore present and Councilor Oropesa being absent.

APPROVAL OF AGENDA
Councilor Best moved to approve the January 27, 2021 regular General
Services Committee meeting agenda as presented. Councilor Moore was
the second. A voice vote was 3-0 and the motion passed with Councilor
Oropesa being absent.

1. Councilor Best moved to approve the October 28, 2020 General Services
Committee meeting minutes. Councilor Moore was the second. A voice
vote was 3-0 and the motion passed with Councilor Oropesa being

ACTION ITEM(S)
2. Discussion of Spring River Zoo Fees. Mr. Fuentes presented the item for
discussion on behalf of Mayor Kintigh. Ms. Cole, Mr. Burress and Ms.
Jennings answered questions from the committee regarding Resolution
No. 20-72 and the fee structure that was established for the Spring River
Zoo. The fees are scheduled to go into effect on March 1, 2021 and any
changes would cause a delay in the implementation. No action was taken.
3. Discussion and consideration of approval of two concepts for McBride
Veterans Cemetery. Mr. Chaparro presented the request for approval for
two design concepts of improvements to the McBride Veterans Cemetery:
cover for military honor guard and a helicopter memorial, which would be
funded by Grant 19-D2950. Mr. Eldridge spoke on behalf of the veterans
group in approval of the proposal and answered questions from the
committee. Councilor Best moved to approve to send to full City Council
the approval of two concepts for McBride Veterans Cemetery. Councilor
Moore was the second. A voice vote was 3-0 and the motion passed with
Councilor Oropesa being absent.

4. Facility Department Carpenter Park Project Update. Mr. Chaparro
presented information on the progress of the construction of the splash
pad at Carpenter Park, as well as other upgrades and amenities that will
be a part of the project. Mr. Chaparro and Mr. Neeb answered questions
from the committee.
5. Spring River Zoo Grand Opening Update. Mr. Burress and Ms. Jennings
presented a report on the reopening of the Spring River Zoo after being
closed for 10 months, as well as future plans for guest services in the zoo.
$209.69 was collected in the donation tubes on opening weekend and
$88.69 was collected specifically for Alexis the elk’s exhibit.

PUBLIC PARTICIPATION
Ms. Reyer spoke about the Bulk Trash event put on by the Solid Waste
department on January 23, 2021. The amount of trash collected was 117 tons through
residents dropping off loads and grappler trucks servicing the city during the day. Over
100 vehicles came through and 20 city employees worked the event.

3. Discussion and consider approval of Spring River Zoo Fees. Ms. Cole
presented the proposed admission rates for the Spring River Zoo. She
and staff answered questions from the committee. Councilor Oropesa
moved to not approve the zoo fees. Councilor Moore was the second. A
voice vote was 2-1, with Councilor Moore participating via GoToMeeting,
Councilor Foster voting no, and Councilor Best being absent.
4. Discussion and approval of amended resolution to support funding for
Roswell Transit FY2022. Ms. Hicks presented the funding request for
three additional buses for Transit to replace current ones in need of major
repairs. The amendment would increase the City’s share by $72,057.45.
Councilor Oropesa moved to recommend to full City Council on the
consent agenda approval of amending Resolution 20-49 funding for
Roswell Transit FY2022. Councilor Moore was the second. A voice vote
was 3-0 and the motion passed with Councilor Moore participating via
GoToMeeting and Councilor Best being absent.

5. Discussion and consideration of November and December Committee
meeting dates. Mr. Fuentes presented the consideration to change the
Finance Committee meeting dates in November and December in
accommodation of the holidays. The Committee discussed tentatively
moving the meetings to November 18th and December 16th. No action was
taken.
NON-ACTION ITEM(S)
6. Discussion of city’s philosophy on green spaces and parks. Councilor
Foster presented the item to discuss the costs and maintenance of the
city’s parks. Mr. Neeb spoke about various factors involved in the ongoing
care and considerations in different aspects of the city’s parks and outdoor
spaces.

ACTION REQUESTED: Consider approval of two concepts for McBride Veterans Cemetery
Improvement.
BACKGROUND: Initiated by: Abraham Chaparro
The City was granted a legislative appropriation for improvements
to McBride Veterans Cemetery. The top two improvements from
a list generated by City Management and local veterans group
were:
1. Cover for military honor guard next to existing pavilion.
2. Veterans helicopter memorial.
City Council awarded professional services to Huitt-Zollars, Inc to
provide professional design services for McBride Veterans
Cemetery Project 19-D2950 in the amount of $42,419.45 at the
May 2020 City Council Meeting.
FINANCIAL
CONSIDERATION: The legislative appropriation was approved in the FY20 Capital
Improvement Fund budget. Grant 19-D2950 is $516,000 for
design, construction and purchase of veterans cemetery
improvements.
LEGAL REVIEW: Not required at this time.

Discussion of progression of Carpenter Park Splash Pad and
proposed upgrades. This project is being funded by the 2019
Legislative Appropriation No. 19-D2949.
CIP staff is working closely with Parks and Recreation to choose the
appropriate upgrades to the Park. Upgrades will be determined
based on the following criteria: Cost, Community Benefit and
Availability.

ACTION REQUESTED: Discuss grand reopening of Spring River Zoo and the new division
of Guest Services.
BACKGROUND: Initiated by: Juanita Jennings per request from Barry Foster
Spring River Zoo was closed in March of 2020 due to the COVID-19
pandemic. Restrictions were lifted to reopen Zoo’s across our
state, however, the City of Roswell made the decision to remain
closed to allow for construction to be completed. In the 10 months
of closure the Zoo had a variety of infrastructure projects
completed and added new animals as well as a new division of
operations at the Zoo for visitor experience and engagement called
Guest Services. The Guest Services division is currently being
managed by the Public Affairs department as a cross training
promotional initiative between the Zoo and Visitor Center.

Spring River Zoo
January 2021 Grand Reopening
Overview:
Ribbon cutting Ceremony on January 15, 2021 of the new Mountain Lion Exhibit took place.
Public Affairs on-boarded four part-time guest service temporary staff members. We currently
have (2) part-time positions still open.
Zoo reopened on January 16th with a new reservation process for all guests and COVID safety
measures in place.
Zoo Retail Store:
• Reopened Zoo January 16-17, 2021.
• Total revenue $464.00 over 2 full days.
Reservations:
• Welcomed 498 guests over two days
• 37 of the 498 stayed overnight in Roswell
• January 16, day of reopening, online reservations 254 guests with 203 actuals.
• January 17, online reservations 303 guests with 295 actuals.

Facility Operations:
• Trained guest services staff on sales and welcoming experience as well as safety protocols for

o New brochure that includes a Zoo map
o Keyring promotional item giveaway

• COVID-19 Safety Practices in place include: Paw prints 6 feet physical distance reminders, 11
hand sanitizers throughout the zoo, signage reminders in shadow boxes and no touch
registration
• Banners and signage visibility was clearly promoted along the pathway.
• Food truck available on both days with a % going back to the Zoo until Concession stand can
reopen in March once we have a full staff
• Pollination Garden presented by Ms. Vicki Burress and Jim Burress

• Friends of the Zoo Table and tent set up with stuffed animal toys for sale.
• Kevin the Pig Walk by Zookeeper and Feeding times scheduled for guest engagement
• Party Room, partial available in the process of completion by January 29.

Roswell Public Library
December 2020
Accomplishments
Building Improvements
Water Damage Repairs – the repairs for the building began December 21 with plastering and
painting the damaged walls in the Library. In January 2021 restroom repairs are expected to
begin.
Windows Replaced – The seals on three windows on the west side of the library were damaged
causing moister to gather between the panes. The three windows were replaced.
Storage Cabinets – Two locked metal cabinets have been assembled by the Facilities Department
staff and placed in the back hallway for custodial supplies.
Service Improvements
New Checkout Machines – The two new self-checkout machines are being using by the public.
General Obligation Bond B funds were used for the purchase of these self-checkout machines. We
kept the older machines for back up and to place in the children’s area.
Project Progress
Book Bingo – We began offering a book bingo game for teens and adults. The prizes are funded
through the Roswell Library Foundation.
Roswell Big Reads – Library staff participated in planning meetings for the successful National
Endowment for the Arts Big Read application submitted by New Mexico University–Roswell to host
programs and events around the book Into the Beautiful North.
Library Card Campaign – Staff completed the planning for a pilot program with the Sierra Middle
School to encourage students to obtain a library card. This is funded in part by the donation from
the Friends of the Library.
Plans for January
Building Improvements – We anticipate that significant progress will be made on the water damage
repairs. Bids will be gathered and awarded for replacing the library meeting room roof.
Service Improvements
Begin offering the two online School Readiness Programs Ready to Read, and Ready to
Learn.
Implement a Library Card Campaign with the Sierra Middle School.
Kick off the NEA Big Reads Roswell Program
Create a new book club collection and area.
Approve New Mexico State Grants-in-Aid Program – This State Grants-in-Aid allocation helps to
supplement the delivery of local library services. As these are state funds, ALL State Grants-in-
Aid money must be spent in its entirety (down to the penny) by June 30, 2021. Paperwork is due
to the New Mexico State Library by January 22, 2021.

Issues and Concerns
Information only on the Green Estate – the Roswell Public Library was deeded a property, building,
household items, vehicle and funds from the Green Estate. We are working through the process of
selling the property and home, vehicle and jewelry. We plan to put the funds toward library
programs and services. This includes funds to purchase a vehicle for the mobile library service and
setting aside funds and using the interest to fund free community library programs.
Information only Promoting Playful Learning and Inquiry – The Burgeon Group designs museum
quality pieces for public libraries. They specialize in incorporating play, learning and discovery in
their pieces. They do custom designed pieces for a small number of libraries each year. We plan to
use most of the 2018 Library General Obligation Bond funds for this project. To get an idea of the
type of work they do please look at their Facebook page (listed below). Ideally, there will be items
for the infants area (by the board books), items for young children near the picture book collection
as well as by the Malone Room. We will also have wall fixtures on the south wall of the Malone
Room.

Roswell Adult & Recreation Center
• Happenings: The Billiards room, hospitality room and cardio room continue to be open on a limited
capacity due to the Covid-19 restrictions.
The south wing of the building is still currently occupied by Community Development – Code Enforcement
Division.
• Adult programing: We currently have no adult programming at this time
• Special Programs: No special programming was held this month.
• Maintenance: A water heater had to be replaced in the janitor’s closet of the south wing. Plumbing work
and a replacement of a toilet had to also be done in the northwest women’s restroom.
Roswell Recreation & Aquatic Center
• Happenings: Lap swimming is steady with membership increasing every day. People are excited about
our new membership rates coming on line in January and have already begun to prepurchase their
memberships. Swim team is still going strong 4 days a week. Water aerobics has increased their average
daily attendance to 7-8. More and more people are using the new weight equipment and Les Mills virtual
classes.
• Aquatic Center: Swim lessons resumed in December.

• Mowing winter grass on City properties.
• Tree removals.
• Tree planting.
• Irrigation upkeep in parks and sports complexes.

• Continued to disinfect bus stops.
• Disinfected play units, tables and grills on Fridays.
• Watered all parks and sports complexes once a week.
• Tree clean-up at the zoo.
• Renovation of the fishing pond at the zoo continued.
• Finished chain link fence to separate zoo from park.
• Put up temporary fence by bear pen, blocking bridge to pond.
• Continued work at zoo for grand re-opening.

• Completed exterior work to mountain lion exhibit.
• Completed beaver pond.
• Responded to Fix-It form regarding trash at Cielo Grande.
