The meeting convened at 4:30 p.m. with Chairman Foster presiding; Councilors
Best and Oropesa being present; Councilor Moore joined the meeting at 4:31 PM

Councilor Best moved to approve the agenda for the January 26, 2022

Oropesa was the second. A voice vote was 3-0 and the motion passed.
APPROVAL OF MINUTES
Councilor Best moved to approve the September 22, 2021 General
Services Committee meeting minutes. Councilor Oropesa was the second.
A voice vote was 3-0 and the motion passed.
ACTION ITEM(S)
Consider approval of funding in the amount of $75,000 in support of a
public art work designed to look like a rocket to be created by artist Josh
Berry utilizing a decommissioned piece of playground rocket equipment
originally in use at the Spring River Zoo: Ms. Brooks explained the project
in detail and named the artist Josh Berry to speak and present the
maquette (preliminary model) of the rocket. Mr. Neeb explained where the
funding would come from for the project. The location for the project is
currently TBA.
Councilor Best motioned to consider the approval funding in the amount of
$75,000 in support of the public art work design to look like the rocket to
be created by Josh Berry utilizing decommissioned piece of playground
rocket equipment originally in use at the Spring River Zoo to go to regular
agenda. Councilor Moore was the second. A Voice vote was 3-1, with
Councilor Oropesa voting no.

Spring River Zoo: Mrs. Jennings presented for John Wright. She provided
an update on the Spring River Zoo. The Zoo re-opened January 2021.
She also provided a 1-year review of guest services, facility upgrades,
education, animal care, events.
Adult Center: Mrs.Colette Hall provided an update on the Adult Center
building, repairs needed, future planning and staffing and programming.
Nancy Lopez Golf Course at Spring River: Mr. Burress provided an
update on Nancy Lopez Gold course at Spring River. He provided
updates on the upkeep of the facility, upkeep of equipment, staffing, and
future planning.
Joe Bauman: Mrs.Colette Hall provided an update on the Joe Bauman
Stadium and the repairs/additions needed.
Chisum Park Status Update: Mr. Burress provided an update on the
Chisum Park updates and future plans.
All-inclusive Status Update: Mr. Burress provided an update on the All-
Inclusive playground phase 1.

ACTION ITEM(S)
Consider approval of Award Recommendation for RFP-22-003 Janitorial
Custodial Services and authorization for city manager to enter into
contract negotiations with a pool of two vendors for a Multi-Source Award:
Mr. Moore discussed the different proposals received. The contractors
recommended are Complete Restorations Solutions Dba Pro Steamer and
Quality Janitorial. Mr. Neeb explained the process of the contract
negotiations and what it intel’s. Councilor Best motioned to consider
approval of Award Recommendation for RFP-22-003 Janitorial Custodial
Services and authorization for city manager to enter into contract

background when this project could get started. Mr. Neeb explained in

further detail the repair and resurfacing these courts could be looking at.
Councilor Best motioned to send to full council approval of the funding for
repair and resurfacing at Cahoon Park tennis courts and basketball courts.
Councilor Moore was the second. A voice vote was 4-0 and the motion
passed.

ACTION REQUESTED: Request for funding in the amount of $75,000 in support of a public art work designed
to look like a rocket to be created by artist Josh Berry utilizing a decommissioned piece of playground rocket
equipment originally in use at the Spring River Zoo.
BACKGROUND:
Initiated by: Caroline Brooks
Resolution 18-61 set aside $30,000 for creating a public art work out of the decommissioned rocket playground
equipment from the Spring River Zoo. Concerns were raised by a City Councilor about the process to select the
artist in July of 2019 and shortly thereafter the original budget was deemed to be insufficient. As such, an RFQ
process was initiated to select the artist as well as determine a more accurate budget. Artist Josh Berry was
selected through the RFQ on March 13, 2020. On March 17, 2020, the City Administration required a freeze on
all non-essential expenditures due to the potential impacts of lost revenue from COVID. The Rocket Sculpture
project was placed on hiatus until further notice at that time. In late summer 2021, Museum Director Brooks and
the City Manager reopened the project and based on the RFQ committee’s original recommendation,
commissioned Mr. Berry to make a model of the potential sculpture for evaluation by the City Council to enable
the Council to make a final decision as to whether to move forward with the project.
FINANCIAL CONSIDERATION: The updated project estimate, including commissioning of the sculpture,
foundation prep, installation and lighting is $75,000.
LEGAL REVIEW:

STAFF RECOMMENDATION: The theme of the project is seemingly an appropriate fit for Roswell and an
interesting re-purposing of the playground equipment. The artist is qualified and enthusiastic about completing
the commission.

Renee’ Fair has accepted our Educational Coordinator position. She will be starting on January
3rd, 2022. She received her BS in Wildlife & Fisheries Management from Uni. Of Wyoming and a
MSc in Animal Behavior from Uni. Of St. Andrews in Scotland and volunteered for the St.
Andrew Aquarium while obtaining her masters. She had performed and lead educational
programming for the aquarium and conservation programming for the Uni. Of Wyoming.
No programming offered this month.
Animal Care/Medical Care:
Moved capybara into their new enclosure. Capybara Reveal December 18th.
Introduced Billy (raccoon) with the other raccoons, all doing well together.

Events:
No Zoo sponsored events for the month of December. Staff played a supportive role for the
Roebuck Entertainment’s Roswell Christmas Railway. This year’s event was for 18 days and had
approximately 16,268 people.
Safety:
Kathy Louer, City’s Safety and Risk Manager met with Cody Schubert, Zoo’s Ground
Maintenance Supervisor, to tour the Zoo and address any concerns she may have had. Those
items were:
o Fire extinguisher and proper positioning/distance
o Extra flammable cabinet
o Tree work for dead branches
o Extension cords for winter heating
o Signage
Administration/Staff:
December was a slow month for the Zoo as Holidays and Covid positive staff made us short-
handed.
Our main focus was the Xmas railroad event and partnering with Roebuck entertainment to
ensure that effort went well.
Zoo and City Staff put together a 12 Days of Christmas Video. This video allowed staff to have
fun and talking about animal behaviors and push for donations to help with the enrichment
program.

Recreation
130 memberships sold in December and total membership for the year is 1288.
Two new employees were hired in November: Colette Hall, Recreation Director and Gary
Colman, Facilities Manager.
Reindeer Run was canceled due to lack of registrations.
Roswell Recreation Center
Basketball League was strong with 407 registered games continued throughout the month.
Winter Vacation Fun camp was full with 31 registered, campers enjoyed gym activities/games,
arts and crafts, and swimming.
Roswell Aquatic Center
Tami Lara started as the new Aquatic Supervisor.
Water Aerobics remained the most popular program.

Roswell Adult Center
Center was open on Wednesdays only for drop in crafts and billiards.
Staff is preparing the center for a January reopening with extended hours.
Facility Maintenance/Projects
Outdoor mechanical room had repairs to circulating system including pipe replacements.
Seressco air handling preventive maintenance completed with vendor.
Received quotes to begin Adult Center renovations to room 27.
Next Month
Pickleball Indoor Winter season starts at the Recreation and Aquatic Center
Adult Center opens Monday-Friday, 8a-5p.
Adult Center room 27 renovation begins to replace ceiling lights and tiles, remediate mold, and
replace flooring.
