MINUTES OF THE KEEP ROSWELL BEAUTIFUL BOARD

Notice of this meeting was given to the public in compliance with
Sections 10-15-1 through 10-15-4 NMSA 1978 and Resolution 22-14
A. Call To Order
Board Vice-Chair Megan Cederberg called meeting to order at 12:15p.m.
B. Roll Call
Members Present: Megan Cederberg, Donna Daniel, Marie Manning, and Melissa Urias.
Members Absent: Matt Pacheco
Staff Present: Kathy Lay
Guests Present: n/a
C. Approval of Agenda
Member Daniel motioned to approve the agenda for the November 28 KRB Board meeting,
Member Manning was the second.
A voice vote was as follows: Members Cederberg-yes, Daniel-yes, Manning-yes, Urias-yes
and the motion passed 4-0 with Member Pacheco being absent.
D. Approval of Minutes
1. Member Daniel motioned to approve the minutes of the October 31, 2022 meeting,
Member Manning was the second.
A voice vote was as follows: Members Cederberg-yes, Daniel-yes, Manning-yes, Urias-
yes and the motion passed 4-0 with Member Pacheco being absent.

2. Kathy Lay shared that the KRB budget adjustment request was approved by City
Finance and City Council to include full grant amount as revenue, increasing the KRB
budget to $74,109.44. She explained that an additional resolution by City Council may
be needed still to finalize the budget adjustment.
3. A report of stats and outcomes of the Nov. 5, 2022 Chihuahuita Neighborhood
Community Clean-up was given by Kathy Lay.
4. The invite to a meeting of Chihuahuita residents to discuss future clean-up and
neighborhood needs was shared (Dec. 9, at 9:00 a.m. at Boys and Girls Club). Kathy Lay
also said there are two additional clean-ups planned for Chihuahuita. One in January
and one in February – no date set at this time.
5. It was reported that five youth clean-ups have been completed so far, waiting to hear
back if a sixth was completed, as planned, over Thanksgiving weekend.
6. It was announced that the December KRB Board meeting will be canceled due to
schedule conflicts and City office closure over the Christmas holidays and that the next
KRB Board meeting will be January 30, 2023.
H. Public Comments
Member Manning said for future clean-ups it would be helpful to order thicker trash
bags.
Member Daniel suggested submitting the annual report statistics to the Roswell Daily
Record to let the community know how much was accomplished for FY23.
KRB board discussed bringing food/snacks for the 2023 KRB Board Meetings. They said
they enjoyed eating at the meeting since it occurs during the lunch hour.
KRB board discussed roles for various members and possible changes that would be
helpful for 2023.

2. Kathy Lay shared the appointment of Melissa Urias to the KRB Board was approved by
the Mayor and then by the City Council at the City Council meeting on October 13.
3. An estimated 1,000 people attended the Science and Art Festival on October 8, 2022
where KRB provided a recycled art/craft area. There were 21 volunteers and 500 “Toss
No Mas” car trash containers were given away.
4. The Fall community clean-up at Poe Corn Park and the Hondo River trail was
implemented on Oct. 15, 2022. There were 49 volunteers who helped clean up the
areas and 220 lbs. of trash was collected. The Hispano Chamber provided food and
food gift cards for volunteers.
5. Kathy Lay shared that she has given six presentations/lessons to youth. One
presentation about volunteering opportunities was given at Berrendo Middle School to
20 students and five presentations were given at Roswell High School to a total of100
students about environmental impact of litter/plastics and ways to
reduce/reuse/recycle.
6. Updates on grant funded projects: reusable cups and foldable shopping totes have
been ordered, the mural concept artwork is in progress and artist has received first half
payment for mural. Member Daniel asked if it would be possible to see the concept
proof. Lay said she would request a copy of the concept proof to share. For the ‘Clean &
Beautiful To-Go Cart’ City staff are assisting with information and procedure guidance
to make the purchase of the clean & beautiful to-go cart.
7. KRB will support a community clean-up on November 5, 2022 from 8:00am to 10:30am
in the Chihuahuita neighborhood, providing clean-up supplies. This is a partnered
clean-up with the Neighborhood Watch coordinator Grace Fresquez, the Hispano
Chamber of Commerce, with support from Keep Roswell Beautiful and the Solid Waste
Dept. Volunteers will meet at Alameda St. and Ash Ave. to pick up supplies for the clean-
up.
H. Public Comments
Member Manning said she would also like to see the mural concept proof.
Member Daniel suggested those attending the November 28 KRB board meeting bring a
food dish for a pot-luck meal afterward, since it would happen during the holiday season.
