MINUTES OF THE KEEP ROSWELL BEAUTIFUL BOARD

Notice of this meeting was given to the public in compliance with
Sections 10-15-1 through 10-15-4 NMSA 1978 and Resolution 23-01
A. Call To Order
Board Member Cederberg called meeting to order at 12:05 p.m.
B. Roll Call
Members Present: Megan Cederberg and with Marie Manning and Donna Daniel participating
via GoTo Meeting.
Members Absent: Melissa Urias
Staff Present: Kathy Lay
C. Approval of Agenda for March 27, 2023 and Minutes from February 27, 2023 Meeting
1. Member Manning motioned to approve the agenda for the March 27, 2023 KRB Board
meeting and to approve the minutes from KRB Board meeting for February 27, 2023.
Member Cederberg was the second. Vote: 3-0 motion passed with Members Manning and
Daniel participating via GoToMeeting;
and Member Urias being absent.
D. Chair Comments, Reports, Announcements
2. The FY23 grant report for Q3 due April 3 was completed and submitted last week.
For the record, member Urias joined the meeting in person at 12:12 pm.
3. FY24 Clean and Beautiful grant opened last week. The grant application is being written and
Lay shared information about projects that may be included in the grant request.
4. The Clean and Beautiful To-Go Cart wrap design is finished and the trailer wrap is schedule
for installation the first part of May.
5. Sixteen youth fundraiser cleanups have been completed, with funds for four more available.
If funds from seedling purchase for Arbor day are left, it may be used for additional youth
fundraiser cleanups. 5,100 youth fundraiser cleanup flyers were distributed in schools.
6. Arbor Day seedling giveaway will be at the Zoo park April 8 from 9-11, with volunteers
needed for setup at 8 am. The Butterfly Mural will be install April 3 and the unveiling for the
mural will be held during the Arbor Day event on April 8 – time TBD.
7. KRB will provide free cleanup supplies, as well as flower and tomato seeds, at the April 22
Chihuahuita cleanup. Details will be posted once the flyer is provided to KRB by the cleanup
event organizer.
E. Public Comments
Member Urias invited KRB to set up a table to distribute information about the KRB program at
the Spring River Apartment Phase II grand opening on April 7 from 5-7pm.
F. Adjourn
With no additional public comment forthcoming, Member Cederberg called for meeting to
adjourn.

Board Member Daniel called meeting to order at 12:30 p.m.
B. Roll Call
Members Present: Marie Manning and Melissa Urias via GoTo Meeting and Donna Daniel in
person.
Members Absent: Megan Cederberg
Staff Present: Kathy Lay
C. Approval of Agenda for February 27, 2023 and Minutes from January 30, 2023 Meeting
1. Member Manning motioned to approve the agenda for the February 27, 2023 KRB Board
meeting and to approve the minutes from KRB Board meeting for January 30, 2023.
Member Urias was the second. A voice vote was as follows: Members Daniel-yes,
Manning-yes, Urias-yes. Vote: 3-0 motion passed with Member Daniel participating in
person, and Members Manning and Urias participating via GoToMeeting; and Member
Cederberg being absent.
D. Action Items
2. Member Pacheco’s term has ended and he did not reapply to remain on the KRB board. The
board discussed selection for the Board Chair and Vice-Chair positions. Member Daniel
motioned to nominate Megan Cederberg as Chair. Member Manning was the second. A
voice vote was as follows: Members Daniel-yes, Manning-yes, Urias-yes. Vote: 3-0 motion
passed with Member Daniel participating in person, and Members Manning and Urias
participating via GoToMeeting; and Member Cederberg being absent.
3. Member Manning has completed serving the term for Jessica Grajeda and has applied to
serve her first full term. Member Daniel motioned to approve and recommend Member
Manning to remain on the KRB Board, and nominated Member Manning to serve as Vice-
Chair. Member Urias was the second. A voice vote was as follows: Members Daniel-yes,
Manning-yes, Urias-yes. Vote: 3-0 motion passed with Member Daniel participating in
person, and Members Manning and Urias participating via GoToMeeting; and Member
Cederberg being absent.
4. Members discussed current resolution 20-27 regarding consecutive board term limits.
Member Daniel motioned to request resolution 20-27 be changed to remove KRB Board
term limits, but still require board members to submit application at the end of their term,
with board vote to recommend retaining member, followed by Mayor and City Council
approval. Member Urias was the second. A voice vote was as follows: Members Daniel-yes,
Manning-yes, Urias-yes. Vote: 3-0 motion passed with Member Daniel participating in
person, and Members Manning and Urias participating via GoToMeeting; and Member
Cederberg being absent.
E. Non-Action Items
5. Member Daniel completed a partial term, a first full term, and she has submitted an
application to serve a second full term. Lay will notify City Clerks to have term record
corrected for Member Daniel and that the members would like to retain Member Daniel on
the board.
6. Arbor Day details were discussed and board was invited to volunteer for the April 8th event
at the Spring River Zoo.
F. Information Items
7. The second neighborhood cleanup event occurred on Feb. 18, but outcomes have not been
shared yet.
8. Keep America Beautiful National Conference was discussed.
9. Eleven youth clean-ups have been completed so far, with others in progress.
10. The Clean & Beautiful To-Go Cart wrap is in design still.
11. The litter prevention campaign “Nature is watching you! #LeafNoLitter” is in progress. The
billboard has been installed, first video is on KRB Facebook page, park signs and tree faces
are being installed, and T-shirts for campaign are currently being designed.
12. A photo of current progress on butterfly mural was shared. The mural is planned for
unveiling at Spring River Zoo during Arbor Day event April 8th.
G. Public Comments
Member Urias shared that an Apartment opening is tentatively planned for April and they
would like to invite KRB to be there to distribute information about KRB program.
Lay told members the Roswell Public School District has approved distribution of KRB flyer
regarding free cleanup supplies and youth fundraiser program to all Roswell Public Schools.
Lay said 5,100 flyers have been ordered and will be distributed soon.
Member Manning shared that Planet Fitness asked about organizing a community cleanup
utilizing “trashersize” or other health related title to encourage attendance for cleanup
while exercising.
Member Manning said that with warmer weather, she will resume painting the two KRB
trashcans she borrowed to decorate.

adjourn.
