MINUTES OF THE PARKS AND RECREATION COMMISSION April 18, 2016 REGULAR MEETING 6:00 P.M. Call to Order Chair, Bob Edwards, called the March 21, 2016 meeting to order at 6:03 p.m. In Attendance The following were present: Members: Chair Bob Edwards, Vice Chair Mandy Owens, James Edwards, Barry Mathison, and JaneAnn Oldrup Staff Present included Parks and Recreation Director Tim Williams, Zoo Superintendent Elaine Mayfield, Carlton Blewett, David Blewett, Ruben Esquivel, Laurie Jerge and Administrative Assistant Lisa Rosales. Approval of Agenda JaneAnn Oldrup made a motion, seconded by Mandy Owens, to approve the agenda as presented. All were in favor motion carried, the April 18, 2016 agenda was approved. Approval of Minutes 1. Mandy Owens made a motion, seconded by James Edwards, to approve the March 21, 2016 minutes as presented, all were in favor and motion carried, The March 21, 2016 minutes were approved. Non-Action Items 2. Cemetery Update- Ruben Esquivel Mr. Esquivel opened up by stating he was glad that the Cemetery was part of the Parks and Recreation. He has enjoyed having the backing of the Parks employees working together in various projects. Cemetery Staff is beyond grateful for the new tamper and lowering device they were able to get. Mr. Esquivel also stated that the Cemetery has opened up 3 new blocks. Mr. Esquivel would like to get a fountain/waterfall area behind the office along with column barium’s. 3. Report on Golf Operations-Carlton Blewett Carlton Blewett gave a background of his past employment. Currently there is a High School Golf Tournament. Mr. Blewett stated his duties maintaining and stocking the Pro shop, keep the carts cleaned and ready to go, booking tournaments, maintaining web site, keeping up with training, and dealing with customer suggestions and complaints. 4. Golf Maintenance Update-David Blewett David Blewett Golf Course Superintendent started in July 1994 during the Sun Classic Tournament. In 1995 he assisted with building 14 greens. In the past years the golf crew assisted in building the rest of the greens, waterfall and small lake. In the past it took two (2) mowers and roughly 30 hours a week to mow the course. In 2005 City administration approved the purchase of a mower with floating decks which allows the course to be mower with one (1) mower at 30 hours a week. Crews installed an automated system to water the roughs which saves about 8 hours a week. 5. Recreation Division Update-Laurie Jerge Yucca Recreation is working out of the Adult Center, which is now being called the Recreation Center. Adult Center Staff is gearing up for Senior Center and Yucca Staff is working on the soccer league, adult volleyball and the summer youth program. The gym floor at the Recreation Center has been refinished. With Cahoon Pool closing the Recreation Staff is looking at different options for the youth. 6. Cinco de Mayo Update- Laurie Jerge Formerly Party on the River, Cinco de Mayo will be May 7th and 8th. It will be a free event to the public. There will be several entertainers, free kids zone, food vendors, market place vendors, and taco and jalapeno eating concert. 7. Directors Report- Tim Williams Mr. Williams stated that he and City Administration is working on ideas for the new Recreation Center more updates will be available at a later date. The Cahoon Pool was decommissioned passed by the joint meeting with the Infrastructure and General Service Committees. 8. Park Improvement Fund Project Priority Discussion- Bob Edwards Bob Edwards read a thankyou card from Sue Wink. Mr. Edwards informed the Commission that the Park Improvement Fund has been voted in favor to combine the Land Acquisition and Amenities fund into one account. The balance will be $211,000.00 if the General Service approves the Commission’s request to merge into one account. Bob requests that fellow Commissioners bring projects and/or ideas to use the funds for to the next commission meeting. Other Business Public Comments Barry Mathison stated the Noon Optimist will be hosting a Pitch Hit and Run Competition May 1, 2016. Adjourn JaneAnn made a motion, seconded by Mandy Owens to adjourn the meeting. All were in favor meeting adjourned at 7:31 pm. Next Meeting 4/18/2016.
