MINUTES OF THE PARKS AND RECREATION COMMISSION Parks & Recreation Office 1101 W. Fourth Street October 21, 2019 5:30 PM A. CALL TO ORDER Chair JaneAnn Oldrup called the October 21, 2019 meeting to order at 5:30 p.m. B. ROLL CALL The following were present: Members: JaneAnn Oldrup, Barry Mathison, Kim Elliott, Maegan Sanders, and Becky Joyce. The following were absent: James Edwards and Hannah Robertson. Staff present: Jim Burress, Parks Director; Marcus Gallegos, Recreation Manager; Marge Woods, Zoo Superintendent; Andrea Cole, Head Zookeeper; and Gina Montague, Administrative Assistant Senior. Guests present: Carolyn Mitchell, Vicki Burress and Jessica Walker, Aquatics Manager. C. APPROVAL OF AGENDA Member Elliott motioned to approve the agenda, with the change to postpone item E2, Report on Walkability Survey from NM Department of Health; member Joyce seconded, a voice vote was unanimous. Motion passed with members Edwards and Robertson being absent. D. APPROVAL OF MINUTES 1. Member Sanders motioned to approve the minutes of the September 16, 2019 meeting, member Elliott seconded. A voice vote was unanimous and the motion passed with members Edwards and Robertson being absent. E. NON-ACTION ITEMS 2. Report on Walkability Survey from NM Department of Health – Francisco Mimica Porras This report will be postponed. 3. Presentation on Spring River Zoo Andrea Cole, Head Zookeeper gave a PowerPoint Presentation on the updates and improvements that are being made at the Zoo. She also shared with the Commission updates and plans for the exhibits in the near future. She stated that the Groundbreaking Ceremony for the New Big Cat Exhibit is scheduled for November 23rd. F. ACTION ITEMS None G. OTHER BUSINESS Marcus Gallegos, Recreation Director gave a brief report on upcoming events in Recreation. The Roswell Adult Center Foundation and the City are partnering to purchase new pool tables for the Adult Center. They also recently held their 12 th Annual Pool Tournament with a great turnout. Basketball sign-ups are starting November 1st for ages 5-12. Recreation is trying something new this year with the older kids, they will be doing tryouts and a draft. The Department of Health will have their Fun, Fit, Family Night at the Recreation Center on November 5th. Jessica Walker, Aquatics Manager reported that they recently held a Pumpkin swim for kids with a good turnout. Jim Burress, Parks Director gave a brief report and update on the plans for the Cahoon Park Pavillion and All-Inclusive Playground. These changes will be going through the committees and on to City Council. 3. PUBLIC COMMENTS Carolyn Mitchell, member of the Rotary Club announced that the club will be donating $9,600 to the Zoo as part of their 100th Year Anniversary. She also thanked Jim Burress and the Parks department for their help at the Enchanted Lands Park Pavilion during their time capsule event. H. APPROVAL OF AGENDA Member Sanders motioned to approve the agenda, with the change to postpone item #2 until next month, Report on Walkability Survey from NM Department of Health; member Mathison seconded, a voice vote was unanimous. Motion passed with members Edwards, Robertson and Joyce being absent. D. APPROVAL OF MINUTES 1. Member Elliott motioned to approve the minutes of the July 15, 2019 meeting, member Sanders seconded. A voice vote was unanimous and the motion passed with members Edwards, Robertson and Joyce being absent. E. NON-ACTION ITEMS 2. Report on Walkability Survey from NM Department of Health – Francisco Mimica Porras This report will be postponed until next month’s meeting. 3. Report on the Roswell Recreation and Aquatics Center – Marcus Gallegos, Recreation Manager gave a report and answered questions regarding the Recreation and Aquatics Center that opened on June 29th. 4. Report on the Parks Department – Jim Burress, Parks Director gave a report and answered questions regarding the Parks department. 5. Commission Member Terms – JaneAnn Oldrup, Commission Chairperson gave the Commission members a list of when their terms will be ending. 6. Youth Baseball – Barry Mathison, Commission Member has concerns that the baseball fields requested on the ICIP list are the same size as two of the other complexes in Roswell. With the success of last years’ little league team going all the way to the World Series and other factors, baseball has grown exponentially and he feels that Roswell needs a complex twice the size of what has been proposed. F. ACTION ITEMS None G. OTHER BUSINESS 3. PUBLIC COMMENTS Carolyn Mitchell, President of the RAC Foundation expressed concerns that the Roswell Adult Center is being overlooked and neglected. She spoke to things she would like to see changed and urged the Commission members “not to forget the Adult Center”. Bonnie Bitzer spoke to the Commission regarding the 2017 financial audit for the City. She mentioned several expenditures which she thought may have been better spent elsewhere in the City and questioned many others. H.
