4, NMSA 1978 and Resolution 24-02.
A. CALL TO ORDER
Chair James Edwards called the February 12, 2024 meeting to order at 5:32 p.m.
B. ROLL CALL
The following Members were present: James Edwards, Becky Robertson, Laurie Dudek,
and Jeneva Dearing-Martinez, with Members Daniel L. Sanchez, Maegan Sanders, and
Becky Joyce being absent.
Staff present: Jim Burress, Special Services Director and Sharene Brooks, Parks
Administrative Assistant, Sr.
Guest via GoToMeeting: Vicki Burress.
C. APPROVAL OF THE AGENDA – Member Dearing-Martinez motioned to approve
the agenda. Member Dudek seconded. A voice vote was unanimous and the motion
passed 4-0, with Members Sanchez, Sanders, and Joyce being absent.
D. APPROVAL OF THE MINUTES
1. Member Robertson motioned to approve the minutes from the September 18, 2023
meeting. Member Dudek seconded. A voice vote was unanimous and the motion
passed 4-0, with Members Sanchez, Sanders, and Joyce being absent.
E. NON-ACTION ITEMS
2. Discussion on Commission Member Terms/Vacancies. Director Burress advised
the commission on the terming-out of Member Joyce at the end of March, 2024. The
process of reviewing and recommending an applicant to the Mayor was discussed.
3. Report on Recreation Department. Director Burress gave the Recreation report,
including discussion:
• Father-Daughter Dance a success
• Auditing being done
• Clinics/tournaments/lessons being planned for new pickleball courts

4. Report on Parks Department. Director Burress gave the Parks report, including
discussion:
Zoo
• status of train, track, pond, well, carousel, concession stand, and animals
• no USDA findings during inspection
• owl and hawk returned from Alamogordo
• painters for train
Golf
• bigger inventory of items to purchase at Pro Shop
• usage agreements with Roswell Schools
Parks
• graffiti removal
• updates to flower bed at Carpenter Park
Cemetery
• damaged gate repaired
• assessing tree damage from snow and ice
Further discussion included:
• mileage numbers on the department reports
• graffiti tagger caught and arrested
• numerous people utilizing Cielo Grande, the new inclusive park & the dog park
• striping concerns at Cahoon tennis courts
• City Road Safety Survey
• signage for City bike lanes and paths
F. OTHER BUSINESS
5. Public Comments. Member Dudek is now on the board of the National Recreation &
Parks Association and the Advocacy Committee. Member Robertson asked about
grants. Mirrors, lockers, equipment, and flooring at the Adult Center were discussed.

A. CALL TO ORDER
Vice Chair Maegan Sanders called the September 18, 2023 meeting to order at 5:37 p.m.
B. ROLL CALL
The following Members were present: Maegan Sanders, Becky Robertson, Laurie
Dudek, and Daniel L. Sanchez, with Members Edwards, Joyce, and Dearing-Martinez
being absent.

D. APPROVAL OF THE MINUTES
1. Member Dudek motioned to approve the minutes from the August 21, 2023 meeting.
Member Robertson seconded. A voice vote was unanimous and the motion passed 4-0,
with Members Edwards, Joyce, and Dearing-Martinez being absent.
E. NON-ACTION ITEMS
2. Report on Recreation Department. Director Burress gave the Recreation report
(temporary staffing/budgets/soccer season/football starting/basketball & swimming
lessons). Issues with the women’s bathroom at the Aquatic Center were discussed.
3. Report on Parks Department. Director Burress gave the Parks report (Zoo –
extended hours & free admission/inventory of animals/safety a priority/Vet care & animal
records/needing Zookeepers/train track bought/carousel status/waiting for well repair
quote; Golf – revenues/the Angie Ramirez Memorial Tournament/great job by staff/new

tee time cards; Parks – valves at Del Norte/new Chisum Park/watering & fertilizing
soccer fields/aerator repair; Cemetery – Columbarium project). Zookeepers, security
cameras, prior golf course income, water usage, and the Adult Center pickleball project
were discussed.
F. OTHER BUSINESS
4. Public Comments. Guest Smith provided updated information on the plans for a new
Skate Park complex and gave details of a meeting with a skate park designer. Guest
Hutcherson added that three years could possibly remain on the original warranty for the
ramps at the Skate Park.

Highlights
Roswell Recreation Center
• Memberships sold: 70, Spectator passes sold: 196
• Basketball drafts were held and went well.
• Coaches received team rosters and basketball practices are underway.
• First day of games is scheduled for Feb 1st.
• RISD gifted program utilized the classrooms for their chess and quiz bowls with over 80 students
in attandance on all four days.
Roswell Aquatic Center
• In-service for lifeguards this month involved practing deep water spinal rescues. Lifeguards are
also maintaining their weekly requirment of swimming 300 yards. In addition to scheduled in-
service hours, they will be subjected to “surprise” resuces at times that are diredted by lifeguard
instructors.
• Learn To Swim classes were canceled this month due to low enrollment with only one
participant registered out of the 18 availabe spots. The months of December and January are
normally less active due to holidays.
• Private swim lessons increased with a total of six registrations. Each private lesson consists of six
sessions lasting 45 minutes each. Our Aquatic WSI’s conducted a total of 24 private classes this
month
• Facility Maintenance recently completed several WO’s, including finishing up the shower track
installment in the woman’s locker room, painting rust covered doors, securing pool grates,
removing the broken basketball goal, and addressing some electrical and plumbing issues.
New benches have been ordered for all locker rooms to replace the current ones which have
some rust issues.
We are currently waiting on confirmation from contractors for the pump room maintenance.
• Lifeguards had no saves or medical assistance reported this month.
• Six birthday parties with swim passes were held, and a local swim team utilized lanes for their
practice sessions.
• Three new lifguards have successfully passed their certification course, two of them have
completed orientation and are currenly working and shadowing other lifeguards.
Roswell Adult Center
• Memberships sold: 42
• Back To The 80’s event was a success and had 35 people in attencdance.
• The new session of classes began this month with 9 out of the 12 offered classes taking place.
Stained glass class now has a total of 4 class times available.

ZOO - December, 2023
Animal Care:
▪ “Neo”, an Axolotl, has been quickly growing &
received a tank upgrade
▪ The Ferruginous Hawk, “Sochi”, passed away
o Necropsy results showed fungal
pneumonia
o The Vet indicated it was most likely due to age
age & a compromised immune system
o Sochi had been wild-caught & had
neurological issues causing limited flight
resulting in the need for Zoo care
▪ The animals celebrated the season with special
holiday-themed enrichment
▪ “Frodo”, a Great-Horned Owl & “Obsidian, a Zone
Tail Hawk, returned to the Zoo from Alamogordo
o Frodo is a star education talent & has enjoyed interacting with Zoo
guests
Grounds Maintenance:
▪ The Parks Department provided assistance during the whole month
with various upkeep and projects
o Welded in holding area of the mini horses & donkeys to help
with control during dentals
o Hauled large logs to various enclosures for enrichment, as well
as providing the animals with something to rub/scratch
themselves on

Highlights – Pro Shop:
