4, NMSA 1978 and Resolution 24-02.

A. CALL TO ORDER
Chair James Edwards called the April 15, 2024 meeting to order at 5:47 p.m.
B. ROLL CALL
The following Members were present: James Edwards, Maegan Sanders, Becky Joyce,
Becky Robertson, Jeneva Dearing-Martinez, and Daniel Sanchez with Laurie Dudek
being absent.
Staff present: Jim Burress, Special Services Director and Sharene Brooks, Parks
Administrative Assistant, Sr.
Guests present: Rita Kane-Doerhoefer, Kerry Moore, Rene Otero, Miguel Barrientos,
Analiese Casey, Glenda Allen, Tori Hornick, Vicki Burress, and City Councilor Carlos Marrujo.
C. APPROVAL OF THE AGENDA – Member Dearing-Martinez motioned to amend the
agenda, removing Item E.3. Member Sanchez seconded. A voice vote was unanimous
and the motion passed 6-0, with Member Dudek being absent.
D. APPROVAL OF THE MINUTES
1. Member Sanders motioned to approve the minutes from the October 16, 2023
meeting. Member Robertson seconded. A voice vote was unanimous and the motion
passed 6-0, with Member Dudek being absent.
2. Member Sanders motioned to approve the minutes from the February 12, 2024
meeting. Member Dearing-Martinez seconded. A voice vote was unanimous and the
motion passed 6-0, with Member Dudek being absent.
G. OTHER BUSINESS
9. Public Comments. Guest Moore, President of Friends of Spring River Zoo
(FOSRZ), expressed concerns with not having an MOU with the City and needing to
utilize an educational grant the organization had obtained. Guest Barrientos, Coach for
the Roswell Martians baseball team, and Guest Otero provided information on what they
are wanting to accomplish with baseball and what they are requesting of the City.

Guest Casey with UFO Skate Collective, commented on items that were addressed at
today’s Infrastructure meeting regarding the Skate Park project. Guest Hornick, also
with UFO Skate Collective, had a maintenance request for the Skate Park and continues
to work with the City on the Skate Park project.
F. NON-ACTION ITEMS
4. Update/Discussion on Skate Park. Member Dearing-Martinez had wanted
someone with the Engineering Dept. to be at the meeting. She brought up transparency
with the City and was questioning why a third site for the Skate Park project was
approved without public input. Director Burress will request that James MacCornack,
City Sr. Engineer, attend the May meeting.
5. Update/Discussion on Spring River and Cielo Grande Trail Connection. Member
Joyce commented on the last information she had received from City Engineer Louis
Najar back in January. Director Burress advised that the trail connection would go along
8th St., but at this time there was no definitive start or end date.
6. Update/Discussion on Zoo Carousel Repair. Director Burress advised that one
inspection on the carousel had already been done and another Vendor would be coming
to Roswell to provide a second inspection. Member Joyce asked about the machinery
on the carousel being red flagged. Guest Moore suggested that the FOSRZ could
possibly hold a fundraiser specific to the carousel.
7. Report on Recreation Department. Director Burress provided information as to:
• Basketball was over and Adult Volleyball was about to begin
• Recreation Supervisor, April Hunter, is running the Rec Center
• The indoor pool is being utilized for physical therapy patients
Also discussed was the workout equipment at the Rec Center and the Adult Center, with
the possibility of the equipment being redistributed between the two facilities.
8. Report on Parks Department. Director Burress provided information as to:
• Resignations at Golf and Aquatic Center
• Unlocking of the gate and signage at the All Inclusive Park
Also discussed was the recent Leadership Roswell tree planting at the POW/MIA Park, a
possible funding source for lighting at that park, and getting a sign for Carpenter Park.

C. APPROVAL OF THE AGENDA – Member Dearing-Martinez motioned to approve

1. Member Robertson motioned to approve the minutes from the September 18, 2023
meeting. Member Dudek seconded. A voice vote was unanimous and the motion
passed 4-0, with Members Sanchez, Sanders, and Joyce being absent.
E. NON-ACTION ITEMS
2. Discussion on Commission Member Terms/Vacancies. Director Burress advised
the commission on the terming-out of Member Joyce at the end of March, 2024. The
process of reviewing and recommending an applicant to the Mayor was discussed.
3. Report on Recreation Department. Director Burress gave the Recreation report,
including discussion:
• Father-Daughter Dance a success
• Auditing being done
• Clinics/tournaments/lessons being planned for new pickleball courts

4. Report on Parks Department. Director Burress gave the Parks report, including
discussion:
Zoo
• status of train, track, pond, well, carousel, concession stand, and animals
• no USDA findings during inspection
• owl and hawk returned from Alamogordo
• painters for train
Golf
• bigger inventory of items to purchase at Pro Shop
• usage agreements with Roswell Schools
Parks
• graffiti removal
• updates to flower bed at Carpenter Park
Cemetery
• damaged gate repaired
• assessing tree damage from snow and ice
Further discussion included:
• mileage numbers on the department reports
• graffiti tagger caught and arrested
• numerous people utilizing Cielo Grande, the new inclusive park & the dog park
• striping concerns at Cahoon tennis courts
• City Road Safety Survey
• signage for City bike lanes and paths
F. OTHER BUSINESS
5. Public Comments. Member Dudek is now on the board of the National Recreation &
Parks Association and the Advocacy Committee. Member Robertson asked about
grants. Mirrors, lockers, equipment, and flooring at the Adult Center were discussed.

Highlights
Roswell Recreation Center
• Memberships sold: 82
• Basketball for the 2023/2024 season wrapped up this month wil 724 boys and girls participating
in our program this year
Roswell Aquatic Center
• Lifeguards continue to conduct their monthly in-service under the direction of the Aquatic
Specialist. This month multiple recognition and response drills were conducted with an infant
mannequin. Staged “surprise” rescues also continue to be performed as directed by lifeguard
instructors.
• Thoughout March, all available slots for learn-to-swim classes were fully booked, and total of
eight private swim lessons were also conduted.
• Morning aerobics class has picked up and both classed continue to do well.
• Four birthday parties with swim passes were held.

• This month brought a new instructor to teach Stretch class, Senior workout and Yoga classes.

ZOO – March, 2024
Animal Care/Maintenance:
▪ Final vacant positions were filled
▪ Mini horses and donkeys were given vaccines and dewormer
as part of their preventative care
▪ “Busy” the beaver went to the Vet for a teeth trim as part
of his ongoing care due to damaged teeth and gums
▪ NM Game & Fish renewed the annual Zoo permit
▪ The male elk, “Garrett”, dropped his antlers
▪ “Felix”, the rabbit, got a roomier enclosure for hopping and
exploring
▪ Calculated feed and project needs to get thru the end
of the fiscal year, including needs for the upcoming relicensing
with USDA
▪ The enrichment selection was expanded -- providing more
stimulating items for the animals as an outlet to exhibit more
natural behaviors
▪ Storage sheds were reorganized to make room for the new
enrichment items
▪ Weeded and mowed all enclosures, removed tumbleweeds
and trash brought in by the high winds
▪ The llamas were sheared and had their hooves trimmed
