MINUTES OF THE PARKS AND RECREATION COMMISSION Roswell Recreation & Aquatic Center 1402 W College November 20, 2024 5:30 PM Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10- 15-4, NMSA 1978 and Resolution 24-23. A. CALL TO ORDER Chair James Edwards called the November 20, 2024 meeting to order at 5:31 pm. B. ROLL CALL The following Members were present: Chair James Edwards, Maegan Sanders, Becky Robertson, Jeneva – Dearing Martinez, Laurie Dudek with Becky Joyce being absent. Staff present: Jim Burress, Special Services Director and Monique Ruiz, Parks Administrative Assistant, Sr. Guests present: Vicki Burress, Rita-Kane Doerhoefer, and Della Andazola. C. APPROVAL OF AGENDA – Member Dudek motioned to approve the agenda. Member Sanders seconded. A voice vote was unanimous and the motion passed 5-0, with member Becky Joyce being absent. D. APPROVAL OF THE MINUTES – 1. Member Dearing-Martinez motioned to approve the minutes of May 20, 2024. Member Sanders seconded. A voice vote was unanimous and the motioned passed 5-0, with member Becky Joyce absent. 2. Member Dearing- Martinez motioned to approve the minutes of July 17, 2024. Member Sanders seconded. A voice vote was unanimous and the motioned passed 5-0, with member Becky Joyce absent. 3.Member Dearing – Martinez motioned to approve the minutes of September 18, 2024. Member Sanders seconded. A voice vote was unanimous and the motioned passed 5-0, with member Becky Joyce absent. E. ACTION ITEMS – Commissioner Sanders motioned to approve Matthew Thomas for position 5 (Dec. 12, 2024 – Mar. 31, 2028) to send to city council. Commissioner Robertson seconded. A voice vote was unanimous and the motioned passed 5-0, with member Becky Joyce absent. F. NON-ACTION ITEMS – Reports on Parks & Recreation. Director Burress provided information as to: • Flood damage at the cemetery. • Maintenance at the Zoo after flooding & animals affected by storm. • Parks crew maintenance around the Adult Center, Parks, Main Street, and following flood clean up. • Golf Course maintenance. • Adult center clean up after flooding and its cost. G. OTHER BUSINESS – Guest Rita Kane-Doer Hoefer speaks on picking up “Keep Chavez County Beautiful” trashcans from the pickleball courts located at the Adult Center. Guest Rita also discussed new plans for a project that had originally been planned for raised flower beds at the Zoo ($4,000), no longer taking place this year because of the flood damage. Guest Gough with Roswell Youth Soccer Association (RYSA), questioned the watering of the soccer fields at Cielo Grande and whether the City is doing their part on the maintenance side. Guest Davenport with RYSA, requested a maintenance schedule for the soccer fields. Guest Payne, President of Lobo Flag Football League, apologized for his frustrations and explained the issues happening with the flag football contract. Guest Kane-Doerhoefer introduced herself and listed her involvement with the community (trash bags/pollinators/grants/volunteering/writing curriculums). Guest T. Oracion with Roswell Pickleball Club (RPC), asked when the new pickleball courts would be opening and what the delay was. Guest Mitchell, 1 President of the Roswell Adult Center Foundation (RACF), advised there was an upcoming meeting regarding the sidewalk steps that are needed in order for the courts to open. Guest Turner with RPC, expressed her appreciation for what the RACF had done and asked about usage of volunteers at the Adult Center once the courts were opened. Guest Ocampo with Brady Plus, and Guest Cotton with Rubbermaid, addressed the commission regarding a Site Survey with Lovelace Regional Hospital. E. REGULAR ITEMS (ACTION ITEMS) 2. Consider Changing the Date of the Parks & Recreation Commission Meetings. Possible new meeting dates were discussed. Member Dudek motioned to change the date of the Parks & Recreation Commission meetings to the third Wednesday of every month. Member Sanders seconded. A voice vote was unanimous and the motion passed 5-0, with members Joyce and Dearing-Martinez being absent. Chair Edwards advised that with this new change, the next Parks & Recreation meeting would be June 19th at 5:30 p.m. F. NON-ACTION ITEMS 3. & 4. Report on Recreation/Parks Department. Director Burress provided information as to: • A ribbon cutting that was held at the All-Inclusive Playground • Both pools at the Rec Center opening Memorial Day weekend • Parks’ crew maintaining Main St.; a lot of flower pot damage • New artwork installed inside the Zoo train tunnel • Zoo pond has been stocked with fish; no fee for train rides or entrance into Zoo • New Golf Pro has been hired at Nancy Lopez Golf Course Also discussed were the “My Rec” app and the installation of dripline at the Boys & Girls Club. Page 1 of 2 Page 2 of 2 ZOO – October, 2024 Highlights/Animal Care/Maintenance: ❖ Weekly mowing, weed eating and upkeep done on all animal enclosures, the park and non- animal areas. ❖ Routine animal care for all animals, including feeding, cleaning, medical care, and enrichment. ❖ All zookeeper positions have been filled. We are still interviewing for grounds lead position. ❖ Training has continued for new hires. ❖ Our great-horned owl, Frodo, was moved back on exhibit after being off for several weeks due to medical treatment. ❖ We lost one of our guinea pigs, Milky way, to heart failure, after long term veterinary care. He was donated to us several years ago with an unknown age, so it was likely age-related. ❖ A main water-leak in fox exhibit was repaired. ❖ Winterizing of animal enclosures was completed. Making sure all water lines are insulated and animals have appropriate bedding and/or heat sources. Flood: ❖ Clean up: Debris, broken fences, etc. ❖ New perimeter fence being installed ❖ Tragically, we lost our two miniature donkeys, Sweetie and Eeyore, to the flood. ❖ The miniature horses, whose enclosure was destroyed by the flood, have been moved and now share an exhibit with the llamas. ❖ Modifications are being made to a vacant exhibit to allow for our longhorn to be moved (their enclosure was severely damaged by the flood.) ❖ Vet did a walkaround to check on all animals. Through everything this City has been through, we still managed to host a golf tournament every weekend in October as well as a junior event! • The Goddard Rocket Boosters started off the month, Saturday October 5 th and the Sun Country Juniors tee’d off Sunday, October 6th. • Pecos Valley Production was next on the calendar raising money for several cancer foundations here in Roswell. The Gateway Christian Golf Team was next, hosting their annual fundraiser. We had amazing support for every tournament and each one was a success. • To end the month Emily Granados and the ARM Foundation sponsored a ladies ONLY tournament just 5 days after the flood. What an event this turned out to be. We had no idea so many women played golf in town, what a great thing to see. We expect the tournament to be double the size next year. • The golf course held up pretty well through the flood. To the naked eye you can only see minimal damages. However, if you dive a little deeper, we are running into issues regularly, but we have been able to maintain rounds and keep the Golf Course operating smoothly. Huge testaments to David and his staff, as well as our Pro Shop staff. They have been amazing! Roswell Adult Center • Memberships sold: 12 • The Adult Center has been completely devasted by the flood, leaving it a total loss. What was once a hub of community activity now stands as a shell, its walls and equipment destroyed by the surge of water.
