ROLL CALL
Meeting convened at 1:32 p.m. with Chief Matt Miller presiding. Deputy City Manager Mike Matthews
as proxy for City Manager Joe Neeb, Mac Rogers as proxy for County Manager Bill Williams, Chief Phil
Smith, Karen Sanders, Mike McLain as proxy for Chief Monty Baker.
Also attending according to the sign in sheet were: Jill Pollock, Alison Herring, Jennifer Garcia, Larry
Connelly, Jeff Bechtel, and David Jones.
APPROVAL OF THE AGENDA
Mike Mathews made a motion to approve the agenda, seconded by Mike McLain, and voted in the
affirmative.
APPROVAL OF THE MINUTES
Mike Mathews made a motion to approve the minutes from the last meeting, seconded by Mike McLain,
and voted in the affirmative.
ACTION ITEMS
No action items were presented or discussed.
NON-ACTION ITEMS
Radio Update – David Jones gave an update on the countywide radio system.
Microwave dishes have been put in everywhere but the Hagerman site. Mac Rogers stated that the
structure was there as of last week for the Connex to keep it water tight. Electrician will be there
tomorrow to wire it. Air condition will be later in the month.
In July, Code 3 will be back down to do the antennas and the system. Then to Dunken, Capitan, and
Mesa.
David said that the State suggested that the line of sight from Mesa to Elida that the State has be used
as a backup for our system. David said it sounds like the State may partner on the project if the county
was interested. Presently, there is only 1 pathway. If you lose one, you will lose others. Ball park figure
for the project just as a guess from David is 50-60 thousand.
Dispatch issues – continued problems, particularly with RPD1, missing audio. Teri Best stated that it has
been 6 to 9 months of problems, beginning with CCSO and migrating to RPD. Zetron and Atlas are
passing the responsibility back and forth, but Code 3 has proven that it is a Zetron issue. The problem is
with Zetron’s server becoming dually active. Continuing to troubleshoot and solidify that the problem is
not on our radio system side but on the dispatch console side. Will be using the backup. Will not affect
the field, just will change the ID number. David believes the problem is with Zetron and Zetron’s support
is non-responsive. The present ticket has been open 9 months.
Teri Best said that she spoke with the Zetron rep last week who stated he was not aware we were
having a problem. Teri will be getting in touch with the rep and pressing the issue and/or going higher if
necessary.
David added that Zetron has been bought out recently.
Teri presented that the dispatch problem manifested right as the switchover happened so it is possible
that the dispatch has been a problem but was masked by the system issues that were corrected last
summer.
There was a question concerning the texting coming from the CAD for county fire. Jeff Bechtel said it has
something to do with the 700 group that changed with the implementation of ProQA. Central Square is
trying to help Jeff work through it but it has been elusive. Teri said that dispatch will get in touch with
the project manager with Priority Dispatch with the problem with implementation and find someone
who can help with the issue.
PVRCC Operations Report: Alison Herring gave information concerning staffing and training. Gabriela
Garza has been promoted to Communications Supervisor to replace a supervisor who resigned.
Coordinators will be helping out with shifts while we get new call-takers ready to work independently.
Go live for law enforcement protocols is September. Deliverables are due from law enforcement for
definitions and response configuration. There was some vandalism to the county building and tower
that occurred over the Memorial Day weekend. No effect on operations was noted.
The initial meeting with the architects took place on the 19th. A follow-up meeting is anticipated with the
them soon.
Call Volume statistics were given for May.
CHAIR ANNOUNCEMENTS / REPORTS
Teri Best shared that RPD was looking to upgrade their RMS system. This will affect the CAD. The vendor
is coming to do a demo for everyone that utilizes the CAD. There are proposed dates of July and August.
She will send out dates to see what everyone’s availability is. She also shared that the CCSO just updated
their RMS so they are not in the immediate market and that it is separate. They are however interested
in the demo as down the line, it would be best to get everyone on the same system.
Chief Smith, Karen Sanders, and Teri will be looking for grant opportunities to support the project.
