MINUTES Chair Brown called for approval of the minutes of the May 28, 2013 minutes. Mr. Armstrong made a motion to approve the minutes as presented. Mrs. Childress made the second. The motion passed by a vote of five to zero. SWEARING IN Chair Brown swore in the audience and Staff. INFORMATION ITEMS Mr. Vickers discussed the progress of the Sexually Oriented Businesses (SOBs) Ordinance. He stated a workshop had been held the prior week with City Council. He apologized for the Commission not having the most recent version available at the May 28th meeting and stated he would email the Commission members the updated version the following day. He stated a Special Meeting of Council would be held June 28th at 5:30 to take action on the proposed ordinance. Mrs. Childress made a motion to waive the reading of the ‘Land Use and Zoning Considerations’ and ‘Finding of Facts’ for the following case. Mr. Gwartney made the second. The motion passed by a vote of six to zero. CASE 13-011: A Conditional Use Permit for a Recreational Vehicle, Lot 6, Block 1 of Country Club Subdivision, known as 2412 N. Prairie Ave., James and Deanna Mason/Owners James Mason spoke in favor of the request. He stated he had built a fence to enclose their RV that is parked in front of their home. He stated there is no other place to park the RV and that it does not obstruct the view for neighboring driveways. Mr. Gwartney asked if the RV could be backed up further into the lot. Mr. Mason stated there is no room. Mr. Armstrong asked how long it had been parked there with the fence. Mr. Mason stated it had been approximately a month and that before that it was parked without the fence. Mr. Armstrong asked Staff if any objections had been received and Mr. Vickers stated none had. Mr. Najar stated he had visited the site to look at the RV's placement from the neighboring driveway and had found no sight obstruction. Mr. Jaramillo stated he had spoken with the applicants about a small tree near their water meter. He stated they agreed to keep it trimmed to prevent a sight hazard. MOTION Mr. Cortez made a motion to approve Case 13-011 based on Findings of Facts. Mr. Armstrong made the second. There was no further discussion. The motion passed by a vote of five to zero. Other Business: Mr. Jaramillo stated the process of giving existing Planned Unit Developments (PUDs) underlying zoning designations would begin soon. He stated Staff would meet with the affected citizens in order to explain the process and avoid confusion. Mr. Cortez asked if affected only existing PUDs and Mr. Jaramillo stated it does. Mr. Vickers stated all PUDs would be given the most closely comparable zoning possible. Mr. Jaramillo stated some undeveloped PUDs would be abandoned. Mr. Cortez asked if the PUD designation would allow development to utilize elements of the zoning district above it. Mr. Vickers stated it would allow for more mixed use areas. He stated several changes in the City's needs would be examined during the next revision of the Comprehensive Master Plan.
