Regular Meeting of the Public Safety Committee Held in the Conference Room at City Hall April 4, 2016 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10- 15-4 NMSA 1978 and Resolution 15-56. ROLL CALL The meeting convened at 3:10 p.m. with Chair Sandoval presiding and Councilor Foster present. Councilor Mackey participated by telephone and Councilor Sanchez was absent. Staff present: Mike Mathews, Devin Graham, Brad McFadin, Karen Sanders, Todd Wildermuth and Bill Bartlett. Guests present: Larry Connolly and Jeff Tucker APPROVAL OF AGENDA Councilor Foster moved to approve the April 4, 2016 regular Public Safety Committee Meeting Agenda as presented. Councilor Mackey was the second. A voice vote was unanimous and the motion passed with Councilor Mackey participating by telephone and Councilor Sanchez being absent. APPROVAL OF MINUTES Councilor Foster moved to approve the minutes from the February 22, 2016 Public Safety meeting. Councilor Mackey was the second. A voice vote was unanimous and the motion passed with Councilor Mackey participating by telephone and Councilor Sanchez being absent. NON-ACTION ITEMS Police Department Report Deputy Chief McFadin discussed the Roswell Police Department Report and stated they are currently short ten officers. The Police Department is working closely with City Attorney, William Zarr, to raise Municipal Court fines and fees on City Ordinances. The current fines and fees have been in place for quite some time and need to be updated. The department did a study and viewed five other agency’s fines and fees. The proposed amounts are a result of that study. Fire Department Report Chief Graham gave an update on the Fire Department and stated they are currently sixteen short on shift. Year to date there have been 13 structure fires, 5 vehicle fires, 13 grass fires and 80 false alarms. Code Enforcement Report Bill Bartlett discussed the monthly report for Code Enforcement stating officers have been busy pursuing weed violations. The City has tractors working on city property to help with community enhancement. Code Enforcement has been using Police Service Aides to help communicate to the public what violations are and how to avoid them. The Clean and Safe program started back up in March. Currently there are 17 structures enrolled. This year commercial properties have been included for free dumping. Emergency Management Report Karen Sanders gave an update on Emergency Management and discussed the SKYWARN spotter training that was held at the NMMI Daniels Leadership Center on March 30th, a total of 77 participants were present. The following events were also held in the month of March: Pipeline Safety Training and Active Shooter Full Scale Exercise. The department is working on a mass notification system, where the public will be able to receive emergency and severe weather alerts. REGULAR ITEMS Request to authorize purchase of equipment for the Fire Department Fire Chief Graham discussed the request to authorize the purchase of equipment for the Fire Department, stating the request is in the amount of $79,134.00. The equipment is being funded via the State Fire Marshal’s Fire Grant Council. Councilor Foster moved to recommend to full City Council to authorize the purchase of equipment for the Fire Department and that it be placed on Consent Agenda. Councilor Mackey was the second. A voice vote was unanimous and the motion passed with Councilor Mackey participating by telephone and Councilor Sanchez being absent. PUBLIC PARTICIPATION Larry Connolly complimented Code Enforcement for being so prompt on getting his neighbors trash picked up. He also expressed his concern with his wife’s dog that is now dragging its right leg due to a dislocated disc that was caused when receiving a shot at Fire Station 3.
