Regular Meeting of the Public Safety Committee
Held in the Conference Room at City Hall
February 19, 2019 @ 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1
through 10-15-4 NMSA 1978 and Resolution 1 8 - 5 5 .
ROLL CALL
The meeting convened at 4:31 p.m. with Chair Best presiding, Councilor Moore and
Councilor Foster being present. Councilor Henderson being absent.
Staff present: Mike Mathews, Deputy City Manager, Karen Sanders, Chaves County

APPROVAL AGENDA AND MINUTES
Councilor Moore motioned to approve the agenda to include the removal of item 2, the
MOU with Chaves County for housing of county stray animals at the Roswell Animal
Shelter. Councilor Foster was the second. A voice vote was unanimous, and the motion
passed 3-0 with Councilor Henderson being absent.

2. Consider MOU with Chaves County for housing of county stray animals at the
Roswell Animal Shelter was removed upon approval of the agenda.

3. Consider approval of the “Scope or Work” for RFP#19-003 Hazard Mitigation
Plan
Karen Sanders addressed the Committee regarding the current Mitigation Plan. Ms.
Sanders stated there is currently a plan in place but it is only valid for five years. In
order to secure emergency funds there must be a current plan in place and the existing
plan expires September 2019. The City of Roswell awarded $50,000.00 in 2018 on a
Pre-Mitigation Grant, the federal portion was $37,500.00, and the balance shared
50/50 with Chaves County in the amount of $6,250.00 each. These funds encompass
the City of Roswell, Chaves County, Dexter, Hagerman, and Lake Arthur. Due to the
use of state and federal funds, the request for proposal was reviewed at the state level
as well as Lupita Everett, City of Roswell Purchasing and Aaron Holloman, City of
Roswell Attorney. Councilor Foster motioned that the “Scope of Work” for RFP #19-
003, Hazard Mitigation Plan be placed on the March, 2019 City Council meeting
agenda, Councilor Moore was the second. The motion passed 3-0 with Councilor
Henderson being absent.

4. Consider approval transfer of surplus truck to Chaves County Sheriff’s Office
The proposed resolution is to consider the approval of the transfer of a surplus truck
from the City of Roswell to Chaves County Sheriff Office. Chief Graham informed the
Committee that it is a 2000 Ford F-450 with approximately 220,000 miles. Donated to
the Fire Department, by New Mexico Gas Company back in 2009, currently there is
no additional use for it. Councilor Moore motioned the approval of the transfer be sent
to full council and be placed on the March 2019 meeting agenda. Councilor Foster the
second with the motion passing 3-0, Councilor Henderson being absent.

5. Consider recommendation of Telecommunications Cooperation Agreement with
the New Mexico Department of Information Technology
Tracy Laney, PVRCC Department Manager, updated the Committee on the intent of
the New Mexico Department of Information Technology. The department would like to
install a 700 MHz Public Safety Trunked Radio Site at the Mesa Tower, which is city
owned. In exchange, DoIT intends to provide space at its Cedar Point Tower for the
City of Roswell to install two VHF communications antennas and lead lines at the
highest point. Mr. Laney informed the Committee that Sheriff Herrington has tested
communications and determined that Cedar Point has the best coverage. The
agreement would be for five years; this includes each department responsible for their
own equipment maintenance and electricity. Councilor Foster motioned that the
proposal be placed on the City Council agenda for March 2019. Councilor Moore was
the second with the motion passing 3-0, Councilor Henderson being absent.

6. Ambulance Update
Chief Graham gave the Committee the update. Headway has been made with the
business plan. Juan Fuentes, City Auditor, was assigned to assist with the project.
Currently RFD has been reaching out to other transport agencies, collection agencies
and others to gather statistics and data. It remains a work in process, with something
of sustenance coming soon.

7. Animal Control Update
Fil Gonzales, Police Captain and Mike Mathews, Deputy City Manager gave the
update to the Committee. A meeting was held to review the City of Roswell ordinance,
policy and procedures with possible amendments forth coming to the City Council. Mr.
Mathews addressed Public Safety Council that a presentation benefiting all will be
presented to City Council within the next couple of months. This presentation will not
only address the concerns from Public Safety Council, but also rescue groups and the
public. Section four of the City Code, will be reviewed, updated and presented to the
Legal and Public Safety Committees soon.
Animal Control is currently fully staffed. The facility has not had any volunteer
applications received to date.

8. Combined Dispatch Update
Tracy Laney of Consolidated Dispatch suggested the update come from Mike
Herrington, Chaves County Sheriff. A new radio system is to be implemented soon;
this new system will be comparable to the State’s and has been accepted by them.
Mr. Mathews gave an update to the Committee on dispatch staffing. As of January
2019, they are short one supervisor and four dispatchers. Those positions have been
advertised. Mr. Mathews informed the Committee that after hiring, all new hires must
attend the Police Academy for three weeks of training.

9. RPD Staffing Update
Phil Smith, Police Chief and Fil Gonzales, Police Captain gave the current update to
the Committee. Captain Gonzales stated that currently they have ten vacant positions
with five in the hiring process. Testing for the five applicants will be held on February
21, 2019. There are six currently at the Academy, and due to graduate in June.
INFORMATION
OL Adcock, in behalf of the Roswell Gun Club spoke, informing the Committee
that the New Mexicans to Prevent Gun Violence group is Anti-American and Anti-
Gun. His club is not opposed to gun buybacks only the organization behind it.
According to Mr. Adcock, the buybacks are used for a forum to spread
propaganda. This is time consuming and expensive, there is a charge for the
transfer of all buy back guns accepted as well as a background check on the
person taking the transfer.
