Public Safety Committee Meeting
Held at Roswell City Hall Large Conference Room
Monday, June13, 2023 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4,
NMSA 1978 and Resolution 23-01.
The meeting convened at 4:32 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best,
Councilor Sanchez, and Councilor Barry Foster being present.
Staff Present: Mike Mathews, Deputy City Manager; Matt Miller, Chief RFD; Lance Bateman, Chief RPD;
Toby Franco, Code Enforcement; Karen Sanders, Emergency Management; Terri Harber, RDR; Mike
Taylor, Deputy Police Chief; Chad Cole, City Manager; Jared Olive, Fire Marshal; Allison Carpenter, RDR.
AGENDA APPROVAL
1. Councilor Foster moved to approve the agenda. Councilor Best was the second. A voice vote
was as follows: Councilor Halvorson- yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor
Foster- yes, the motion passed 4-0.
APPROVAL OF MINUTES
2. Councilor Foster moved to approve the minutes as presented, from the May 16, 2023 Public
Safety Committee Meeting. Councilor Best was the second. A voice vote was as follows: Councilor
Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster- yes, the motion
passed 4-0.
REGULAR ITEMS
3. Condemnation Resolution 23-XX: Councilor Best moved to send Resolution 23-XX, to the full
council on the consent agenda, as presented. Councilor Foster was the second. A voice vote was as
follows: Councilor Halvorson - yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster-
yes, the motion passed 4-0.
NON-ACTION ITEMS
4. Discussion on Jail and Services – Mr. Mathews reported that City Administration had meet with
County Administration and had offered any assistance if needed. Chief Bateman reported business as
usual on PD side. City Staff and departments are ready to assist county at any time if requested.
CHAIR/ANNOUNCEMENTS/MONTHLY REPORTS
5. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal
Control departments are located in the Public Safety Committee agenda packet.
Chief Bateman reported on staffing at PD.
Chief Miller reported on staffing and upcoming tryouts at Fire Department.
Emergency Manager Karen Sanders reported on upcoming drills.
Code Enforcement Supervisor Toby Franco reported on operations and move to new location.
7. Next meeting: July 18, 2023
